In the house where the late Minorities Secretary Necazian was placed in house arrest and later lived as a free man, there was found several notes that the Secretary wrote during his life; This is one of them:

During my many years as the Minorities Secretary of our revolutionary republic, I have experienced much, from our current government of Rosa Luxemburg with high contrasts to the suppressive rule of Lenin, which I unfortunately supported until it passed to censure the press
And this is what I would like to do something about, the abusive powers that the Chairman possesses in our republic. The massive, potentially unrestricted powers that a potential Chairman is able to use is a mind-boggling one, indeed. This is what Vladimir Lenin did during his period, to manipulate the structures of the republic to gain his will, and even placed me in a house arrest, at this very house I am writing in now."
How could he do this in the republic that promises freedom and revolution? It’s preposterous that it is possible to even punish political opposition, simply because it has the potential to turn our revolutionary republic to a reactionary totalitarian rule.
What I propose to introduce is a Socialist Constitution of the Republic that would define what the Chairman can or cannot do, the socialist principles our republic was founded on, the powers of the assembly, a separation of powers (I would propose legislative, executive and judicial after the principles of Montesquieu), the democratic principles of election and lastly have written in it about the dissolution of the state, which I have no doubt that the Anarchists would fight for due to their fear of a permanent socialist state. This constitution can, of course, be changed with a majority of two-thirds in the assembly and the central committee. If neither is achieved the constitution can not be changed.
This is something I believe will insure the liberty and freedom of the people and workers within our republic. Oppose all tyranny and long live the revolution!
