While I work more on Legacy of Nations: 1975, I will be running World in Revolution: 1861 Mk. IV. Unlike Legacy of Nations, there will be stricter rules and a more concentrated game-play. This is due to this game wanting to take on a more lean nature. I am re-introducing the tiered system that has been in previous World in Revolution games. This game will have, initially, and extreme focus on the American Civil War - which starts as the centre focus of this game. For this reason, both the United States and Confederate States will be getting more orders, and more attention. The other players can operate as they would normally. However, they will not get any minis and have a smaller number of orders until the Civil War has reached a conclusion.

Updates will happen once every two weeks. Failure to maintain interest in the game, along with lack of ICs, will result in your expulsion and being banned from both 1861 and Legacy of Nations.

Chronic failure to IC and show active participation among the participants will result in the closure of the game.

Orders

Orders are simple, and outlined below. The number of orders you get are determined by the strength of your nation, and your status abroad. Given the number of players, orders will, unfortunately for many, be limited. They will change, but I will make it known on IRC when they do change so you may come and check them out.

The orders must be sent to me or MastahCheef117 in a conversation. Title the conversation "World in Revolution 1861: %COUNTRYNAME%" If you have half a brain, you replace %COUNTRYNAME% with the name of the country you are playing.

You may also send orders to be "stacked" over a period of time, where you may bank orders to be rolled upon, where I take the highest roll out of all of the orders you sent to stack your order.

National Focus: Can be used for anything inside the nation, and only inside the nation. It may not cover military actions, but it could cover military buildup. It is used primary as an order that will not fail, but will not succeed massively either. It's used to ensure that, if you want something done it will get done. It is centred on 7 with a variation of 1. (This means there is a 68.27% chance your roll will be "average," eg between 6 and 8. Anything above and below have a greater effect.)

Normal Orders: Can be used on everything and anything. It is centred on 5 with a variation of 2.5. (This means there is a 68.27% chance your roll will be "average," eg between 2.5 and 7.5. Anything above and below have a greater effect.)

War Orders: Can ONLY be used when actively engaged in combat, and can ONLY be used to direct military action against an enemy force, internal or external. Cannot be used secretly or for covert missions. This can only be done through Normal Orders.

Orders are always due every other Wednesday, 1200 Eastern Canadian Time unless otherwise posted. Failure to tender orders in by that time will incur a -1 Penalty to rolls for every 10 MINUTES you are over the deadline. Failure to send in orders within ONE Hour of the deadline will result in your orders being ignored. Failure to notify me why you did not send orders within ONE Day will result in your expulsion from the game. The Update will normally be on every other Friday or Saturday.

Military Clarifications
Regulars are trained soldiers. Volunteers are those conscripted or who volunteer themselves for service. They are not very good fighters, but are very cheap to raise and maintain. Volunteers can be turned into Regulars within one turn with little cost.

BY THE PRESIDENT OF THE UNITED STATES:

A PROCLAMATION.

WHEREAS the laws of the United States have been, for some time past, and now are opposed, and the execution thereof obstructed, in the States of South Carolina, Georgia, Alabama, Florida, Mississippi, Louisiana, and Texas, by combinations too powerful to be suppressed by the ordinary course of judicial proceedings, or by the powers vested in the marshals by law.

Now, therefore, I, ABRAHAM LINCOLN, President of the United States, in virtue of the power in me vested by the Constitution and the laws, have thought fit to call forth, and hereby do call forth, the militia of the several States of the Union, to the aggregate number of seventy-five thousand, in order to suppress said combinations, and to cause the laws to be duly executed.

The details for this object will be immediately communicated to the State authorities through the War Department.

I appeal to all loyal citizens to favor, facilitate, and aid this effort to maintain the honor, the integrity, and the existence of our National Union, and the perpetuity of popular government; and to redress wrongs already long enough endured. I deem it proper to say that the first service assigned to the forces hereby called forth will probably be to repossess the forts, places, and property which have been seized from the Union; and in every event, the utmost care will be observed, consistently with the objects aforesaid, to avoid any devastation, any destruction of, or interference with, property, or any disturbance of peaceful citizens in any part of the country.

And I hereby command the persons composing the combinations aforesaid to disperse, and retire peaceably to their respective abodes within twenty days from this date.

Deeming that the present condition of public affairs presents an extraordinary occasion, I do hereby, in virtue of the power in me vested by the Constitution, convene both Houses of Congress. Senators and Representatives are therefore summoned to assemble at their respective chambers, at twelve o'clock, noon, on Thursdays the fourth day of July next, then and there to consider and determine such measures as, in their wisdom, the public safety and interest may seem to demand.

75,000 VOLUNTEERS WANTED.

Washington, 15 April.

The following is the form of call on the respective state Governors for troops, issued to-day:

Sir:—Under the act of Congress for calling out the militia to execute the laws of the Union to suppress insurrection, repel invasion, &c., approved February 28th, 1795, I have the honor to request your Excellency to cause to be immediately detached from the militia of your state, the quota designated in the table below to serve as infantry or riflemen for three months, or sooner, if discharged.

Your Excellancy will please communicate to me the time about which your quota will be expected at its rendezvous, as it will be met as soon as possible by an officer or officers to muster it into the service and pay of the United States; at the same time the oath of fidelity to the United States will be administrated to every officer and man. The mustering officers will be instructed to receive no man under the rank of commissioned officer who is apparently over 45 or under 18 years, or who is not in physical strength and vigor. The quota to each state is as follows: Maine, New Hampshire, Vermont, Rhode Island, Connecticut, Delaware, Arkansas, Michigan, Wisconsin, Iowa, and Minnesota, one regiment each; New York 17 regiments; Pennsylvania, 15 regiments; Ohio, 13; New Jersey, Maryland, Kentucky, Missouri, four regiments each; Illinois and Indiana, six regiments each; Virginia, three regiments.

It is ordered that each regiment shall consist of an aggregate of officers and men of 1,780 men.

The total thus to be called out is 73,910 men, the remainder, which constitutes the 75,000 under the President's proclamation will be composed of troops in the District of Columbia.

News no doubt has reached your ears of the most recent events in Charleston Harbor, and the most unfortunate fate of that Fort Sumter and its army garrison, the former considered Federal territory and the latter in the employ and in the service of the Federal government of Washington. I would consider any man totally insane should they fail to realize the weight with which these events unfold, as it would be tantamount to failing to realize that the very nature of the glorious Union, established by our forefathers eight and one-half decades ago, is in dire jeopardy.

Honorable Sir, I will not attempt to besmirch your honor, nor assume your thoughts and wishes, in an hour as unsure and trying to our national fabric and the minds of men as this. All good men in this nation wish to see the eternal dream of the Founders realized, and for the good graces of republican government, and the rights of Life and Liberty, to forever prosper in this mortal realm. The nation is well-aware of your triumphs in the exchange of arms, and your record in the Mexican War and elsewhere, as an officer in the Regular Army and subject to the laws and standards of the conduct of war, is beyond excellent. I write you to-day with the great honor of offering you the command of the defenses of the District of Columbia with the attendant rank of Major General in the Regular Army, effective immediately upon your acceptance.

To ensure the continuance of this liberty-loving Constitution, and the ever-lasting longevity of our great Union, I await urgently your reply, and remain respectfully yours,
