Act for the Protection of Democracy
1. A committee shall be that is composed of Japanese citizens which will a committee chairman, it shall be called the "Committee for the Protection of Democracy" (CPD).
a. The Committee Chairman shall be appointed by the Prime Minister and may be removed by the Prime Minister. They shall release the reports on Committee decisions to the public.
b. The Committee shall be tasked with ensuring that all political parties and residents of Nippon are observing the laws regarding elections and ideologies. The Committee may suspend, dissolve, or otherwise restrict a political party from fielding candidates in elections and operating.
c. If the Committee considers a candidate for elected office or a political party that either 1) Is deemed a threat to the Emperor and national security. 2) Has engaged in activities that are deemed to a threat to the Emperor and national security. 3) Has engaged in activities that have broken law. Then the Committee is allowed to suspend, dissolve, or otherwise restrict that political party from fielding candidates in elections and operating.

2. The Committee may call an investigation into elections if their is suspected election fraud.
a. The Minister of Justice also holds this privilege along with the Emperor.

3. The Committee shall consist of nine Japanese citizens of at least five-and-twenty years of age.
a. Six Members are appointed by the Prime Minister. Two Members are appointed by the Emperor. One Members is appointed by the Minister of Justice.

4. The votes of the members of the Committee shall be kept private. Only the results shall be revealed to the public.
a. A member may admit publically their vote on a particular matter, but they may not release the votes of others on the Committee unless that vote has already been released.

Recognition of the Ainu People Act
1. The Ainu people are hereby recognized by the Japanese government as an ethnic group.

Act for the Preservation of Date
1. The late Marshal Prince Date shall be embalmed and his coffin shall be put on display in the National Museum of Japanese History.
a. Permission must be granted from Lord Date's family before embalming and display.

Kusaribe, reading through the selection of papers provided by an aid, stumbles across an article suggesting another coalition to oppose the NLP.
The opposition has difficulty seizing reality, the idea they could seize government was dubious at best.
He moved on to the next article.
 
I find this Gaijin talk of embalming the great Prince Date as offensive to his memory. A man as esteemed in the Shinto faith, should be honoured by having his ashes put in a place of honour in the Yasukuni Jinja, along side the heroes of earlier wars who fell in honour fighting for the Emperor.

Imperial Redistricting Ordinance

Article I
The Imperial Army and Navy will take responsibility for the internal security of the empire. The organizations of the armed forces will correspond with the reorganized home and colonial territories of the empire. The generals and admirals of the standing armies and navies of the empire will automatically and simultaneously serve as the governor-generals of the reorganized Military Districts, according to the following scheme:

Northern General Army/Nōzan So Gun: Governor-General of the Northern Military District.
Southern General Army/Nanbu So Gun: Governor-General of the Southern Military District.
Army of Korea / Chōsen Gun: Governor-General of Choseon Military District.
Army of the Philippines / Firipin Gun: Governor-General of Philippines Military District.
Imperial Guard / Inperiarugādo: Governor-General of the Capital Military District.
Battle Fleet / Batorufurīto: Governor-General of the High Seas Military District.*

*The High Seas Military District will encompass the unincorporated islands and ports within the empire until such a time as they are incorporated into a full Military District.

Article II
The Governor-Generals will possess the authority to declare a state of martial law in their District without having to wait for parliamentary approval. The armed forces and therefore the governor-generals will continue to serve at the leisure and discretion of the majesty's government and will not be subject to parliamentary approval or review in the Diet.

Article III
The office of Chief Justice will be abolished and replaced with a Supreme Military Tribunal, commissioned from the armed forces or civilian ranks as the government sees fit, holding an honorary military rank to be determined later. The Supreme Military Tribunal will administrate both civil and military justice, in recognition of the ramifications past Chief Justice rulings have had on the empire and the ability of the armed forces to maintain the Emperor's peace in the colonies.

Article IV
The Military Police Corps will be established and placed under the command of the Justice Minister, to maintain public order within the whole of the empire and to conduct counter-sedition operations on behalf of the government against internal dissidents and agents of foreign powers.

Gensui Date Jinja no Kakuritsu-hō
I. In honor of the legacy of Marshal Date, it is only right that he be remembered as a kami and have his own shrine constructed in his native Shikoku. This shrine will be called the Gensui-Date-Jinja (元帥伊達神社). This shrine will be erected in the memory of the new kami, Gensui Date, who shall, for eons to come, be a guiding ancestor-figure for this nation's proud and estimable military.

It is with a great sense of satisfaction that I vote for many of the bills that have been put before the Imperial Diet. It is good to see the my fellow MDs (Members of the Diet) have come to the realisation that we must provide for the People of Nippon in many ways. The Recognition of the Ainu People Act, The Legalization of Association Act & the Reform of Old Age Welfare Act show the Social progress our illustrious nation has made.

Unfortunately there are several acts which are inexcusably "political". The Imperial Redistricting Ordinance is a prime example of a bill which will merely take power away from the Min and instead give it to Gunji-Teki. If an act such as this were to pass it would betray the very Principles of our Constitution. As a society we advocate Minshu Shugi the IRO would instead make us a Gunbatsuseiji, a system identical to that of the Bakufu. Scattered throughout the many proposals that have come before the Diet are bills disguised as acts which further our nation but are actually designed to centralize power around a person, group or ideology, with the focal point the Gunji-Teki, Ten'nō or Dateizumu. It is most unfortunate that such unscrupulous things must occur in Nippon's governance. I can only hope that the Imperial Diet can recognize the dishonourable motives behind these bills and ensure that they are prevented from becoming a part of our legislature.
