This AAR will cover an alt-history version of the Soviet Union. For the gory details, check the actual update thread. This thread is mostly concerned with the seedy underbelly of the AAR; i.e., the actual decisions made by players. I'll take parts of our conversations here and parts of the actual game, as well as my own imagination, to build the actual narrative.

As a reminder, per HOI3 AARland rules, there are certain topics which may not be discussed. Before posting, please check here.

The roles and responsibilities in detail (these may change based on the working relationship between individuals and as the AAR progresses):

Foreign Affairs -- This person is responsible for all dealings with foreign nations apart from war and peace, which must be voted on collectively. Includes inviting people to Comintern Faction, proclaiming guarantees, etc.
Defense -- This person is responsible for all administrative matters involving the Red Army, Navy, and Air Force. Primarily budgetary (what IC gets spent on what), can include elements of grand strategy and/or OOB editing, depending on arrangements with Stavka.
NKVD -- This person is responsible for spending the Espionage portion of the leadership budget. Determines which countries we target, what we do with them, etc.
Trade and Industry -- Combined with Foreign Affairs, may make manual trades when necessary.
Education -- This person sets the leadership budget between research, diplomacy, espionage, and officers, as well as the technology research schedule
Justice -- This person is responsible for setting domestic laws.
Agriculture -- Currently no specific duties.
Communication -- Currently no specific duties.
Finance -- This person sets the distribution of IC between upgrades, reinforcements, supply, production, and consumer goods.
Chief of the General Staff -- Handles warfighting. Sets AI goals (army level), deals with elements independent of command (marines, paratroopers), plans invasion. May set OOB and/or appoint sub-commanders as he sees fit and in conjunction with Defense.
Ideological Purity -- Currently no specific duties.

All full members of the Politburo: All members must meet deadlines as set within the AAR, or, failing that, inform me when they cannot. Missing deadlines is grounds for demotion to candidate status. I understand stuff (to be polite) happens, but if you disappear for two weeks and are holding up the AAR, I will do what is necessary to move along. Each person is expected to keep up with the state of the game and, of course, vote. All votes are handled by simple majority wins; I settle all ties.

Candidate members of the Politburo: Be prepared to pick up a position. As the AAR develops, we'll set portfolios that each player feels comfortable with for the candidate members too. There is no theoretical maximum for candidate members; all a person must do is PM me with a request to join the AAR and, based on the current activity, I will either approve or reject the request.

Moving from candidate to full and vice versa: A simple majority vote can promote an individual from candidate to full member of the Politburo, although only if there is a clear position for him (Theater Commanders are one possibility, a deputy for one of the other positions, etc.). The "seniority clock" starts after the promotion. For demotions, it requires at least two-third of the voters (so 7 in the early stages). I reserve the right to demote people for missing deadlines, abusing other members verbally in the thread (over a reasonable degree for any political simulation ;)), and general lack of participation.

Loss of seniority: If any vote is defeated by a measure of 2:1 (excluding abstentions), the person proposing the measure will lose their seniority (i.e., bumped to the end of the full Politburo list), as it is a clear lack of confidence in that person. Also, any Politburo member can request a vote of censure (loss of seniority), which requires a simple majority.

Trials: The Narkom of Justice can, with at least two more full members of the Politburo's support, indict a third for some sort of crime. ((Make it up, I don't care what the charges are.)) I would be judge ((sentencing)), Narkom of Justice is prosecution, and the victim can either defend himself/herself or appoint somebody to do so on their behalf. The Politburo votes guilty or innocent by a simpler majority, and I will issue the appropriate sentence. ((In this scenario, everybody would vote, although presumably the victim votes innocent and Narkom Justice votes guilty.)) The possible sentences are:

-- Censure ((loss of seniority))
-- Demotion ((stripped of full member status))
-- Expulsion from the party ((the above and must create a brand new character))

To avoid possible misconduct, this is as high as punishments go. More... permanent punishments will be saved for areas in which the storyline matters. However, to keep the Narkom of Justice from going mad with power, if the person is found innocent by a large enough majority (+3 votes), the Narkom of Justice loses their position and is demoted to candidate status in the Politburo.

Proposals: Apart from the following circumstances, any Politburo member, candidate or full, may put forward a proposal:

-- Creation of a new full voting member of the Politburo (requires full member support)
-- Any proposal which falls under a full member's bailiwick must be proposed or supported by that full member

Calling for a vote: Only the individual which proposed something may call for a vote on that proposal, unless that person is not a full member of the Politburo.

Counter-proposals:
1. Counter-proposals go into effect after a vote is finished.
2. If the counter-proposal passes, the NK that put the original draft to a vote loses his seniority. If it doesn't, vice versa.
3. Timing of the counter-proposal is controlled by the person making the counter-proposal; i.e. they will officially call for the vote.
4. A counter-proposal works like a legislative override, so there should be a 2/3rds majority to pass it. This will also reduce counter-proposal spam.
5. I will never vote for or against a counter-proposal. If there is a tie, that means an exact 2/3rd majority, the original plan passes and nobody loses seniority.
6. Only one full NK is needed for a counter-proposal, and he will be responsible for the consequences.
7. Only full NKs can submit (counter-)proposals.
8. Any full NK can submit a proposal on general issues at any time.
9. The respective NKs have to be the first to issue a draft in their field of responsibility.

Wartime procedures

1. During wartime, all updates are two months in length.
2. In addition to the business conducted during the biannual meetings, the SGO (Council for State Defense) will meet and conduct business during the other updates.
3. The SGO is comprised of five individuals -- the Chief of the General State, the NKO, and three other individuals. Two are nominated by the permanent members, and a third chosen by Politburo nominations.
4. The SGO decides all military matters which occur outside of the two biannual updates and work with any and all other tasks given by me.
5. The SGO may appoint and remove Front Commanders freely. Front Commanders must resign from the Politburo prior to accepting an assignment.
6. SGO members automatically fill the top five spots in seniority.

The "celerity" rule: In order to keep the AAR moving, all ministers have a maximum of 72 hours to complete any assigned tasks (including making proposals and calling for a vote) unless I am notified in advance that a person will be unavailable. Consequences for breaking this rule include:
First offense: warning
Second offense: censure
Third offense: removal from post.

General rules of etiquette: Please use (( )) when speaking out of character. Include, either in your forum signature or just at the end of each post, your character's name and position. All names should include a first name, patronymic, and last name. The polite form of address is usually "Comrade People's Commissar [last name]." "Comrade" First name and patronymic is also acceptable. First name only is extremely informal and very, very rare. If you need help creating a patronymic, let me know. For men, it's either the father's name + -evich or -ovich (i.e. Ivanovich or Dmitriyevich). For women, it's the father's name and -ovna or -evna (Ivanovna or Andreyevna). A woman's last name, if it ends in a consonant, always has an "a" at the end. (So Stalin's daughter, who took her mother's maiden name, was Alilyueva, not Alilyuev.) Please ask me about names if you have any questions.

Nikolai Fedorovich Vatutin (Born 16 December 1901)
Colonel, Liaison Commissar of the General Staff (Stavka) of the Workers' and Peasants' Red Army (RKKA)


Vatutin was the son of peasants, proud of his origins and of the Party whcih he joined at a young age. After distinguishing himself as an adjutant to local commanders fighting the White Russions in the Ukraine in the Civil War, Vatutin was admitted to the prestigous Frunze Military Academy in 1926. There he showed a diligence for paper work and a flair for the attack, although not a great deal of imagination in fluid situations nor any great desire to spare his troop's lives. Vatutin tended to think more in the abstract and showed little understanding or empathy for the men in the field with greater combat experience than himself. Enthusiastic and loyal, he drew Stalin's attention at a young age and rose to prominence in the 1930's. It remained to be seen whether he would be the RKKA's voice on the Politburo or the Politburo's leash on the RKKA.

Genrikh Yagoda: Genrikh Yagoda was born in Lodz, Poland, in 1891. Lodz was part of the Russian Empire and Yagoda objected to the rule of Nicholas II. Yagoda joined the Bolsheviks in 1907 and after the successful October Revolution in 1917 he joined the Communist Secret Police (Cheka). He took part in the Red Terror and in 1930 was placed in charge of forced-labour camps. Yagoda was a close friend of Joseph Stalin and in 1934 he was put in charge of the Peoples Commissariat for Internal Affairs (NKVD).

Born in the city of Tsaritsin, now known as Stalingrad, in 1899, Feodor Sokolov joined the local Red Army elements in 1917, when he was only eighteen years old. Armed with only his father's hunting rifle, the boy managed to save his divisional commander from a Tsarist sniper, taking a bullet to his right arm in the process. This did not stop him, however, from becoming a now left-handed Sergeant. Sokolov's qualities as squad commander were soon recognized by his superiors, and in the winter of 1919 he was promoted to the officer rank of Lieutanant. As company commander in the 6th Rifle Division, Lt. Sokolov participated in the assault of Narva, in which his unit would play a decicive role. For his actions here, the Lieutanant would be awarded the Order of the Red Banner.

Some years later, during the Russo-Polish War, the newly promoted Captain had openly quarreled with his commanding officer, especially on what he considered the "fool's errand" of Tukhachevsky. Stalin decided then and there to protect the junior officer. While still in the Red Army, Stalin had secured the partially illiterate Sokolov a place in the law school of Moscow University. At this university, he first met Pavel Pavlovich Teterev. Sokolov graduated first in his class, entirely on his own merits and hard work, and served with distinction as a military prosecutor.

After serving in the Red Army until 1934, Sokolov decided to pursue a political career in the Party he had been a member of since 1919. His field of work would be Justice, a field he was specialized in by now. His military rank as Kombrig (Brigadier General) in the Red Army, and his acquaintance with Stalin, meant that he would immediately be assigned an important position. In the Party Reorganizations that followed later that year, Sokolov was appointed to the newly created post of People's Commissar for Justice. His rank as Kombrig was then renamed to Major General.

Viktor Ivanovich Glazkov
People's Commissar for Communication


Viktor Glazkov was born in a small town outside of Saint Petersburg, now Leningrad, on December 13, 1897 to a pair of farmers. He was highly intelligent, quick with numbers and good at writing, but his true talent lied in his ability to influence others. At the age of 16 Viktor went to Petrograd Imperial University, now Leningrad State University, to study law. It was there that he became sympathetic to the Bolshevik cause, and in 1917 during the October Revolution, he left the university to join the Bolshevik forces, but only after convincing many fellow students to join him. As a result, he and his fellow students took part in the capture of the Winter Palace. Glazkov remained in the army during the Civil War and worked as part of a propaganda unit. From there he moved on to the People's Commissariat for Posts and Telegraphs where he quickly rose through the ranks, eventually meeting and greatly impressing Stalin. Following the surprising heart attack of Commissar Alexi Rykov at the end 1935, Stalin appointed Glazkov to the newly open position as the People's Commissar for Communication.

Hryhoriy Fedorovych Hrynko: People's Commissar for Finance
Born: November 1890
Bio: Hrynko was a leader of the Borotbists during the Russian Civil War, and joined the Ukrainian Bolsheviks when the Borotbists were dissolved by the Comintern. As former member of the defunct pro-independence party he was purged in 1922 for "nationalist deviation", but regained favour during the effort for Ukrainization and made Ukrainian Commissar of State Planning in 1925. He was appointed People's Commissar of Finance in 1930, replacing the inept Nikolai Bryukhanov. Not much is known about him, although he is thought of by some of not being a true Stalinist.

Mind of Hrynko: A slightly unrepentant Ukrainian nationalist, he is a Leninist. He can usually hide these thoughts, as per his regained favour, but has an undying hate for the NKVD. He blames the NKVD for his purging and his near trial. He is also against the fact that women are in the politburo, but will never admit it.

Date and Place of Birth: April 7th, 1896 (Born in Baku, Azerbaijan)
Age: 40 (But it doesn't show, so don't ask her.)
Communist Party Member since: 1918

Born to a Czech mother and a Russian merchant father in the oil fields of Baku in a warm April, Milena enjoyed a moderate life rather than extreme poverty or extreme wealth. She had been apolitical during her youth, but out of pure opportunism, joined the Bolshevik movement. Despite being female in a reactionary empire, she found her place in the ranks of the October Revolution. Obviously, she never fought on the frontlines, but instead mustered up monetary and resource support. After the revolution ended, she entered an administration job in Ukraine. Despite ongoing famines and shortages in other areas of the Soviet Union, especially in the Ukraine, Milena's district fared rather decently. By 1929, she had become a candidate member of the Politburo, since General Secretary Stalin deemed her progress adequate. By 1935, during the party reorganization, Milena was granted the position of People's Commissar for Trade and Industry, following her business and administrative background. Few fully understand her, and some question her party loyalty, but she gets the job done, and to Stalin, that is all that matters.

Ivan Stepanovich Konev(b. 28 December 1897)

Konev was born into a peasant family near Podosinovets in Vologda Governorate. He had little formal education, and worked as a lumberjack before being conscripted into the Russian Army in 1916.
When the Russian Revolution broke out in 1917 he was demobilised and returned home, but in 1919 he joined the Bolshevik party and the Red Army, serving as an artilleryman. During the Russian Civil War he served with the Red Army in the Russian Far Eastern Republic.
In 1926 Konev completed advanced officer training courses at the Frunze Military Academy, and between then and 1931 he held a series of progressively more senior commands, becoming head of first the Transbaikal then the North Caucasus Military Districts.

Aleksandr Aleksandrovich Yakushev

Yakushev was head of the "Monarchist Union of Central Russia", MUCR an instrument of the Operation Trust. Operation Trust was a counter-intelligence operation of the State Political Directorate (GPU) of the Soviet Union, which from 1921 to 1926, set up the fake anti-Bolshevik resistance organization MUCR, in order to help the OGPU identify real monarchists and anti-Bolsheviks.

He is a former bureaucrat of Ministry of Communications of Imperial Russia, who after the Russian Revolution joined the Narkomat of External Trade, when the Soviets had to allow the former specialists to take positions of their expertise. Given his background, he is an expert in Trade issues, with a keen interst on Education matters. However, his expertise is in counter-intelligence which is the field in which he has excelled. His whereabouts are unknown to most, and there is no picture of him or details about his birth. All that is known is that he comes from an aristocratic family, which fell out of favour with the Romanov court before the Imperialistic War.

It is believed that he is semi-retired following his success in Operation Trust, but still active in counter-intelligence duties, albeit in a more abstract fashion. Despite the deep mistrust which follows people of his bourgeois background, his relation with his supervisor Commissar Yagoda, head of the NKVD is close to cordial.

Anastasia Ivanovna Petrova (born 1911, age 25)
Anastasia is a woman noted in history books, she is the youngest member to ever serve as a major asset of the Soviet Union's government, and is the first woman to serve at such a capacity aswell. (She was appointed at age 21, in 1932.) She was born in Lutsk, Ukraine in the Russian Empire in 1911, to a Russian father, and a Ukrainian mother. She was alive to see her home fall occupant to the Austro-Hungarian Empire and German Empire, where her mother was subjected to unspeakable acts that were never duly punished by a soldier of either Austria or Germany. Her father was then brutally beaten by the Austrians and crippled in 1917. He was later killed in 1919 by Ukrainian nationalists were anti-Bolshevik during the "Ukrainian People's Republic" era at the beginning of the Russian Civil War. During the Ukrainian-Polish War, Anastasia learned how to use a gun at 8 years old and killed a Polish soldier who attempted (and succeeded) to rape her mother.

However, because of this, she has two brothers, Mikhail (born 1918), and Nikolai (born 1920). Her brother Mikhail is close to her, and he lives outside Moscow. Nikolai is in her care at the present time, due to him being only 16. He however, has made plans to enlist in the Red Army in 1938.

In 1921, Anastasia and her mother migrated to Kharkov, then Moscow, where she was raised to Communist Party doctrine, and such. She is considered a "star rising" in the Communist Party. Due to her fierce Stalinist loyalty (at least, in public and in places she can be overheard), she has gained enough trust to be appointed as Foreign Minister of the Soviet Union, over her counterparts, such as Molotov, etc. She was responsible for the Soviet coup de grace at securing American recognition some years ago.

She however, loathes the governments of Poland, Romania and Finland, but holds no qualms towards those people, and would prefer to see them avoid Russification should the Soviet Union ever take over. However, she wants to liberate her hometown from the Polarks.
