Things are going along very quickly, as I'd hoped. Of the starting Politburo members, only three lack names; very encouraging!

My goal is to write the prologue tomorrow or Friday, so you can see exactly what will happen in the early stages. Once that's finished, we have some stuff to vote on. Beginning with: what victory conditions do we intend to use? We are getting this settled now so we don't have a We, the People style fiasco at the end. The following conditions are allowed for the Comintern in TFH; we can achieve them through war or peace.:

Operation Bagration: Western Poland must be part of the Comintern, as must Berlin.
Operation August Storm: Manchuria/Manchukuo, Communist China, and Korea must be part of Comintern
Puppet goals for: Poland, Sweden, Finland, Romania, Hungary, Bulgaria.
Comintern presence for: Yugoslavia, Albania, East Germany, Denmark, Norway, Manchukuo, Korea, Greece
Occupation of: Estonia, Latvia, Lithuania
Communist control of the straits (i.e. Istanbul)
Communist control of: Turkey as a whole, Frankfurt, Munich, Tokyo, Sapporo, Hong Kong, Karelia, Spain, Czechoslovakia, Mexico.

As far as the game is concerned, the important thing is just getting a country in the Comintern. Whether that's through puppet, conquest, or whatever is up to us. We need 15 victory conditions, so I will leave it up to any full member of the Politburo to propose a slate of goals. You can slightly modify the goals if you like (i.e., we have to annex Poland, but just installing Communism in Hong Kong is fine, say). You may even add different goals; they can be modded in by an experience modder (i.e. not me) or we can just ignore the game when it says we've won. The important thing is settling this now. I'd like all proposals to be submitted by Sunday at 10 PM (-6 GMT), at which point we'll proceed to vote. Candidate members of the Politburo may submit proposals as well, but a full member must support it.

As candidate member and commissar of the Vladivostok Naval Base, I think our priorities need to lay in the East. Japan wants to expand and is rising in a Superpower. Our goals for the next 10 Years would be to secure the Harbor of Hong Kong, invade the Japanese homelands for Tokyo, and destroy their puppets in August Storm. Also the Istanbul straits is nessecary for the control of the seas.

I thank you for the support Comrade Milena Vladimirovna. However the countries of France and Italy are neither economically nor politically viable unless the Red Army, meets the Pyrenees. Until we secure the Eastern Europe, we do not have a strong enough base in which to support and guide the revolution in Italy. Until we secure all of Central Europe, the same can be said about France. I admire your idealism, however as Narkomfin my job is to be the clear eye on what we can and can't do, as opposed to what we should and shouldn't. That said, if we secure a united communist German State, and our resources allow it, a drive for the Lowlands, France and Italy should be the first item on our list. To have control of Western Europe would greatly benefit the Soviet Union.

Greetings comrades,

I agree with NK Hrynko's proposals, however I would like to propose some small alterations for the Politburo to consider. I will focus on two points:

3. Latvia, Lithuania and Estonia should be treated as one strategic goal. These three countries are too weak to be considered as individual threats and even united they should not pose a threat to our military might and industrial wealth.

5. The liberation of the Chinese farmers and workers should secure Vladivostok by creating a constant threat in the decadent empires of the far east. Hence, control of Korea is not needed.

To replace this strategic goal, I would like to propose the control of Persia and Saudi Arabia as puppet nations. They are too weak to be considered equal and their fall should be extremely fast. This will give access to their rich soil and a foothold in the Middle East so we can keep eye on the colonial lands of the european imperialists.

As secondary targets I would propose Bulgaria and Greece. The Balkans is a very troubled area but also very valuable in geopolitical terms. Holding those two countries will give as control of the Mediterranean and access to the colonialists holdings in North Africa and Middle East.

Comrades, this is too modest a goal. Poland was, and should be part of Mother Russia. As should Finland.

Communist China would be a staunch ally against the evils of capitalism. However, can we trust Mao to run it? I suggest we find a more pliable puppet.

As the NK for Justice, I feel it is my task to inform you of Article 13 in our Constitution, and especially its five last lines. The five Soviet Socialist Republics mentioned here are not yet formed. Our coming 10-year plan should therefore include the formation and incorporation of these Socialist Republics into the Union.

ARTICLE 13. The Union of Soviet Socialist Republics is a federal state, formed on the basis of the voluntary association of Soviet Socialist Republics having equal rights, namely:

The Ukrainian Soviet Socialist Republic
The Byelorussian Soviet Socialist Republic
The Azerbaidjan Soviet Socialist Republic

One goal which is an inherent part of our Communist ideology, but is not as such represented in the Constitution, is global Communism. Therefore, we should support foreign parties and states with a similar ideology. The Chinese Communists come to mind - their struggle against their Nationalist counterparts is at this time the frontline of our battle against Capitalism.

We should also not forget about the anti-Socialist actions of the German leader, Adolf Hitler. His fascist rule embodies the pure evil we are trying to defeat. An occupation of traditionally German territory in their country and Western Poland would allow us to overthrow Hitler's government and install a loyal Communist one in their stead.

Formally, these plans should correspond with the following victory conditions (Note that Finnish Karelia is not a victory condition):
- Occupation of: Estonia, Latvia, Lithuania
- Puppet goals for: Romania
- Operation August Storm: Manchuria/Manchukuo, Communist China, and Korea must be part of Comintern
- Operation Bagration: Western Poland must be part of the Comintern, as must Berlin.

I am confident, though, that our mighty army should be capable of much more. My colleague of the NKVD has recently proposed a plan that incorporates the essential goals outlined before - therefore I support Comrade People's Commissar Yakushev's plan.

3) Plant more spies in Finland and encourage their desire to reintegrate with the Motherland after dealing with their counter-intelligence corps.((Send 10 spies to Finland with counterintel mission maxed out then switch to lower national unity mission))
4) Plant more spies in Turkey, deal with their counter intelligence corps, and coup them at our earliest possibility.((Self explanatory))

after the analysis of NK Hrynko's proposal and given Article 13 of our constitution reminded by NK Sokolov I believe that we should set our goals higher. We are ready to include the Baltic Countries in our Union as we speak, and I am confident that we will be able to include Finland within a year. We should not waste our long term targets for something that we can do in 1 or 2 years.

With respect to the aforementioned proposal, I would like to replace Annexation of Finland, Estonia, Lithuania, Latvia with Puppet Greece, Bulgaria, Persia, Saudi Arabia.

I remind you that I do not suggest that we ignore Finland and the Baltic Countries, but that we move fast and liberate them as soon as possible.

Dear Comrades

At the risk of invoking he who must not be named, I am concerned by this talk of globalisation of communism. The wise policy of the General Secretary of Socialism in one country has served us well and we would do best to not unnecessarily frighten the capitalists with our ambitions. Having said that, I also believe that where possible the Soviet Union should ensure that all states which touch its borders, or have the capacity to touch our borders, should be friendly. The peoples of those states may choose whatever government they wish as long as it is politically sound and they are acceptable to the Soviet Union.

To that end, I am mostly in agreement with NKFin Hrynko's proposal, save that only 1 of Estonia, Lithuania and Latvia be counted as a victory condition (they are ripe for the taking but it would be gilding the lily to treat them as worthy of 3 individual victory conditions), and that we add Greece as suggested by Comrade Yakushev (as it follows from taking Istanbul and ensures the door to the Med is firmly ajar for the Black Sea Fleet). If we are taking Greece, then Bulgaria becomes little more than a speed bump and I do not believe it would warrant a victory condition by itself. I find the suggestion of expansion in the Middle East as a bit too much adventurism although in the absence of another target, I could be persuaded to add Persia since it touches our southern border and would be an important stepping stone in eventually liberating the Indian subcontinent from the imperialist English. However, I would like to suggest another option, namely Spain. We have many loyal friends there and if we are looking for a stretch goal in Western Europe, it offers the attraction of drawing us to the very edge of the Atlantic either through the weak French or around the flank through the Mediterranean (possibly via Italy depending on events).

As to NK Yagoda's proposal for providing succour to our friends in enighbouring states, I haveno problem with it in principal but I would like to see how much leadership we have to play with as there will be a strong need for research to strengthen the RKKA for inevitable clash with the Fascists rather than for covert operations which may or may not bear fruit.

Dear Comrades,

I am awed by the wealth of ideas that we can reach in such a short time. With men (and women) like us our Union will never be bored that is for sure. Amongst all of these great ideas, one in particular seems the most feasible, NK Vatutin's plan. For one, our neighbors will be much more willing to side with us if we give them the freedom to choose their own policies (a shift to communism will occur naturally upon seeing the greatness of the Soviet Union).
We must strive to keep our plans for gaining new land and allies responsible. Places like Saudi Arabia are to far from Soviet influence and holding it would be nearly impossible against an attack from an African or Indian power such as Great Britain. The alternativel of Bulgaria and Greece is much more reasonable, especially when coupled with our Turkish ambitions. I feel that keeping our land and that of our allies mostly contiguous is key due to our limited ability to project force with our out of date navy. The proposal for Spain is a reasonable exception due to its military potential and ability to project force on the opposite side of Europe in the event of war with Hitler, and Soviet access to the Atlantic. With that said, NK Vatutin, you have my full support in your plans for our glorious nation.
