I always fail to control the Collage nor i have fully understand the Collage mechanics yet, I read that the italian culture make it easy, A Merchant Republic have a better chance then? or any culture will work as long you have the Gold?

The Papal succession wiki page gives all the details behind the Cardinal appointment score, which gets your candidate onto the short list to become Pope, and then the Papal suitability score. I've found that being King of Sicily or Italy, and then having a high learning Italian cultured vassal Bishop owning a duchy title will be appointed a cardinal in short order. Make him your Court Chaplain and then send him to Rome to improve relations with the Pope will make it even faster.

I see, Ty I will try that with the King of Italy 936 bookmark and see what happens.
 
In one of my recent games I saw a Hohenstaufen Pope, a younger brother of a previous Emperor. That was nice to see.
