Can I receive a report on the overall literacy and of how many percent that is in the clergy in our country?

Literacy is presently at 74.8% and on a countrywide level, 3.12% of our population is clergy. I cannot quickly or easily provide you with statewide clergy levels, but I would happy to check a small group of states for you if you have specifics in mind.

The cost of a single level 2 naval base is £20,000. At present, we have 15 level 1 naval bases (not including the two under construction); the cost of upgrading them all would require us to take out extensive loans. Our Kolberg naval base is already level 2.

However, we do still have some open sites for level one naval bases. Sardinia and Corsica, Campania, Romagna, and German Croatia all have excellent beaches and are well suited for bases.

Of course, the final decision is yours. We will not be able to construct Ironclads unless we have, at a minimum, level 3 naval bases, so we will still require technological advancements to support those. The same goes for Monitors. A new doctrine for our cruiser groups would encourage the construction of those more advanced bases. ((Raider Group Doctrine))

I am pleased to note that government subsidies for factories have vastly decreased. Unfortunately, this has led to people out of jobs in some states. But there are already new factories under construction, so those people should be employed again within the year. For now, out industry should continue as it is: the bureaucracy shall continue to open new factories and expand existing factories on the industrial plan as long there are (anticipated) workers to work in them and the good are profitable, and to close factories not on the plan as long as there are other profitable factories in which the people can work.

Also, there has apparently been an oversight in not including East Switzerland in the industrial plans. I shall publish a new version of the plan that rectifies this oversight.

I'm glad to see the government has finally seen some sense and is allowing at least some factories to be subject to the forces of the market. But is it really the case that the Minister can propose a tax rate up to 75% with no-one blinking an eyelid?

High taxes are merely the price one must pay for living in a civilised society. The Republic of Germany has a newly-improved free public school system, a state-run industrial economy, a modern military, a food security trust - and each of these, when proposed, were enthusiastically taken up by the Reichstag as being Good Things. I would hardly call it much of a surprise that these Good Things must be paid for somehow.

(And, as an aside, I believe that if the more Socialist-minded members of our government would propose further "social reforms", they would do well to carefully consider the expense before doing so.)

We should encourage more people to become soldiers, so we always have a surplus of manpower. ((That is, encourage soldiers in the states where there is to few. EDIT: Use the NFs from the bureaucrats in states where they have reached 1.00% or more. The same is applied to Brandenburg with the officers(0.20%).))

Year One: Expand 2 existing level 1 bases to level 2, one on the Baltic and one in the Mediterranean; build 2 of the 4 level one bases.

Year Two: Expand 2 existing level 1 bases to level 2, both in the North Sea; build the other 2 level one bases.

Years Three, Four and Five: Each year, expand 2 existing level 1 bases to level 2, Chancellor's choice.

Herr,Gutfeund I Object to your plan surely we do not require building 4 additional bases nearly 30% more then our current number. Further still if even yourself the minister of war cannot designate good spots for the costly navel base expansions then they must not be needed. After all it is not as if the chancellor for all his talents is a expert navel planner so I see no need to offer him his choice and risk him accidentally wasting money and manpower expanding bases that need not be expanded.

Herr Gutfreund, I agree with Stadtholder Fellman wholeheartedly, and I object the authorization of this plan. As of now, I feel like our focus should be on leaping ahead of our competitors in terms of technology.
 
I too object to this plan. A more gradual and less costly approach would, I believe, be best.
 
In regards to the War Ministry's plan, I will not block funding to it (if that is possible) unless the chancellor objects as well. If the chancellor objects, I reserve the right to withhold part or all of the money necessary to fund the project.

Sir, I do believe that this plan is too costly, and I am the financial minister. I will gladly support a less expensive plan, but at the moment I can't say yes to an expensive plan that doesn't have the chancellor's backing.

I await the chancellor's response, and the supreme justice's response to determine my course: Can I block funding for a plan I consider too expensive?

In terms of the economy, stay the course. Keep the balance at least 100 marks over a deficit, and ensure that taxes are as low as possible.
