Can I receive a report on the overall literacy and of how many percent that is in the clergy in our country?

Literacy is presently at 74.8% and on a countrywide level, 3.12% of our population is clergy. I cannot quickly or easily provide you with statewide clergy levels, but I would happy to check a small group of states for you if you have specifics in mind.

The cost of a single level 2 naval base is £20,000. At present, we have 15 level 1 naval bases (not including the two under construction); the cost of upgrading them all would require us to take out extensive loans. Our Kolberg naval base is already level 2.
However, we do still have some open sites for level one naval bases. Sardinia and Corsica, Campania, Romagna, and German Croatia all have excellent beaches and are well suited for bases.
Of course, the final decision is yours. We will not be able to construct Ironclads unless we have, at a minimum, level 3 naval bases, so we will still require technological advancements to support those. The same goes for Monitors. A new doctrine for our cruiser groups would encourage the construction of those more advanced bases. ((Raider Group Doctrine))
