How do you create trade posts?

I'm starting as Genoa. When I look at other provinces I see a button to create a trade post, but it's greyed out and hovering over it says "only a merchant republic can create a trading post", but I am a Merchant Republic, so why is it saying that?

You can only create a trade post in your province that is in trade node other than your capital one.
Genoa should be able to create a trade post in Crimea.

You can only create trade posts in "trade nodes abroad", that is all trade nodes that is not your home node(in which your trade port/capital is where you collect with no penalty). It costs 50 admin points and there can only be 1 trade post per trade node. You can also only create it in provinces you own directly.

Ok, Kaffa is mine, not in my trade home node, I have 150 admin points... when you say there can only be 1 trade post per trade node I'm guessing that's per country? or is it whoever puts one first? if so, maybe someone has a trade post somewhere in the trade node? how would I see that? Also this is early in the game so do I need some sort of tech advance for that?

Do you have both Res Publica and Wealth of Nations? Apparently, you need both to create trade posts.

It is unclear whether the requirement for WoN is intended or not but it seems strange that a function would require two DLCs to use. It's been reported as a bug but I haven't seen any dev commentary on the matter.
