Description
Formable nations that were introduced before recent patches that added new states haven't had their cores updated. Full list of formable nations that are missing cores and the relevant state IDs. If the in-game name and file name of the state are different, both are provided:
Roman Empire:
From "Realize Roman Ambitions"
Zara/Dalmatia (163)
Istanbul (797)
Amasya (798)
Hatay (799)
Van (800)
Kosovo (802)
Southern Serbia (803)
Herzegovina (804)
Pyrénées-Atlantiques (806)
European Union
From "Realize European Unity"
Pyrénées-Atlantiques (806)
Austria-Hungary
From "Restore the Austro-Hungarian Empire"

Al-Andalus
From "Restore Al-Andalus"
Servilla (169) gets a core as it should, but isn't required to form Al-Andalus. I suspect this is an error, since all of the states surrounding it are required to form Al-Andalus.

Cores are not given on Attu Island (650) or Puerto Rico (686) unless the US has cored them though their decisions.
Additionally, and I'm not sure if it was intentional, but it seems weird that Transcaucasia doesn't require/core Stavropol (235), even though it gets cores on all of the surrounding states.
I'm not sure what to do for the screenshots, so I've just decided to upload every state that should get cored by forming Rome, but doesn't.
You'll notice in the screenshots that I've used a mod (State Transfer Tool) to give myself the required territory to form these nations. It shouldn't have any affect on the outcome and these issues should still occur in the base game.
Steps to Reproduce
All of these nations are formed from the Decisions tab upon obtaining the required territory. I did use a mod (State Transfer Tool) to give myself the required territory to form these nations, but it should not affect anything.
