but what countries would not have the medieval tech which enables the building of anything? indios? africans? also will you be changing the anti air defense to something like research facility? and what about the license of hoi2 now? if you would have a coder (or could code yourself , i dont know) he/you could maybe code it so that there are more than one ic-like building buildable things and more resources. you could make research facilities and barracks and weapon facilities and weapons which would be required to do units - that would be awesome:)

There always has to be a starting point allowing you to build basic things. Without it a further development would not be possible.

By the way should Tunisia and Algeria be ordinary parts of the Ottoman Empire or should they be Turkish vassals in 1550 ?
 
Algeria should be an integral part, as for Tunis in fact until 1574 it was under spanish suzerainty IIRC

By 1550 all nations including Africans, Amerindians, even Aussie Aborigines and Polinesians are going to have researched a technology allowing to build those basic things.
