I'm playing as France ATM. Haven't seen any issues with the way it unfolds currently but I will play UK next.
Currently their is a '5' unrest and '5' belligerence penalty plus some -ve relation hits.
TBH if Churchill was appointed PM in place of Baldwin, there would be some major ructions:
# A serious relation hit with India [maybe 40-50] and also increased unrest [c5%] in India [the latter handled by increasing the unrest value of Indian provinces]
# UK would be less concerned with Japanese actions in China - this conceivably could reduce the effectiveness of the Burma road - this might change after Nanking
# a more difficult one to assess would be a possibly less effective choice of cabinet ministers.
If playing as UK and you really want to go for the 1938 DoW on Germany at Munich you can go for the interventionist approach. The 3 free shifts will just about get you there anyway.
I should add I only tested two games with UK with Churchill appointed. 1 opted for no agreement... and so it begins, the other went to Munich anyway Peace for our time .
