EUIV - Development Diary - 17th of March 2020

Good morning! As you may have heard, the Paradox office has shut down temporarily due to Coronavirus concerns; we’re all continuing to work from home though, and you’ll be pleased to hear that thus far the team remains in good health. If all goes as planned we should be able to continue releasing dev diaries as normal.

Today I’ll be covering the Papal and Italian mission trees. It’s been a while since we had a content-focused dev diary, and there’s still quite a lot we haven’t covered. Emperor and the 1.30 patch have such an immense wealth of content that we almost definitely won’t be able to talk about it all before release. With that in mind, here’s a list of mission trees we’ve created over the last year or so:

Improving Catholic and Papal gameplay has been one of our core priorities during the development of Emperor, so it’s only fitting that the Papal States get a suitably comprehensive mission tree to boot. I won’t attempt to describe the requirements and rewards for every mission, so I’ll just focus on the parts I think are especially interesting.

Starting from the Patrimony of St. Peter, the Holy Father is encouraged to embark on a campaign of conquest across the Italian peninsula. Besides uniting Italy under the rightful patrimony of the Pope being a noble goal in and of itself, this will also help you meet the requirements for the Kingdom of God decision.

Among the first missions the Papal States can pursue is Form the Swiss Guard. To achieve this the Pope must either have very good relations with Switzerland or else directly own a province in Switzerland itself.

The Swiss Guard is a unique mercenary company available only to the Papal States through the completion of this mission. They are very cheap to maintain, cheaper even than your normal Infantry regiments at base maintenance, and highly disciplined. They are however a very small Company, so while they will provide a significant edge in the early game they will not scale as well as other Companies later into your campaign.

Pursuing this branch of the mission tree will eventually get you to End the Schism. Besides completing previous missions in the branch, the owners of Constantinople and Moscow must both be Catholic. Completing this mission will give every remaining Orthodox country an important choice to make:

Several of the missions for the Papal States give bonuses not only to the Pope himself but also to other Catholics. The Holy League for instance gives mercenary bonuses to the Pope’s allies, while Eastern Catholicization gives Lithuania a bonus to their Missionaries. The most interesting application of this idea is in the Missions to China and Japan. Using whatever means the Pope deems necessary, several provinces in China/Japan must be owned by a Catholic country to complete these missions of evangelism. Upon completing the mission, not only will relevant countries receive events giving them an opportunity to embrace Catholicism, but all provinces in China owned by a Catholic but not yet Catholic themselves will become easier to convert, while provinces already converted will receive reduced development cost.

Moving on, here’s the mission tree for a united Italy:

As you can probably tell from some of the mission names, this mission tree has a somewhat Roman theme. Completing these missions will set you well on your way to restoring the Roman Empire and, therefore, Italy’s rightful place in the world.

The leftmost branch of the tree deals with bringing prosperity and advancement to Italy itself. Completing the Prosperity for all mission grants a temporary development cost modifier which will be useful in completing the Develop the South mission, which requires at least 5 provinces in southern Italy to have at least 25 development.

The main part of the mission tree encourages you to embark on a widespread campaign of conquest across the Mediterranean. A new Caesar must launch a new invasion of Gaul by crossing the Alps and defeating whatever barbarians have made it their home in the absence of proper Roman order. The so-called Holy Roman Empire must also be dealt with, either by dismantling it as a false pretender to the mantle of Rome or by seizing its crown for yourself. With the matter of Empire settled, it will be time to consider invasions of Iberia, the Balkans, and Anatolia. Completing this branch of the mission tree will reward you with 10% more manpower and land forcelimit for the rest of the game.

A united Italy must have a great navy, both to repel invasion from the sea and to launch invasions of its own. The Barbary Pirates inhabit the lan

d which was once Carthage, and later the Roman province of Africa. Once again it aligns itself against Italian interests, and must be annexed to ensure the safety of your trade routes. Before taking the fight onward to Egypt, it would be wise to secure an ally in Ethiopia, for the Kingdom of Prester John would surely aid your efforts. Jerusalem is the ultimate goal of this campaign, and once secured its religion will immediately be restored to your faith.

On the topic of Italy, we’ve added some new content about the Italian Wars:

The Italian Wars can begin at any point during the Age of Discovery if an Italian country is the war leader (on either side) against a major Christian power - most likely France or Austria. Lasting for around 50 years, special Mercenary Companies such as the Tuscan Free Company will become available. Participants in the Italian Wars receive -10% mercenary cost and +5% mercenary discipline while they remain in an applicable war.

They said in the earlier dev diary about the various italian mission trees that most of them focus on Italy internally, while the united one focus more outward. So by the time you actually form Italy you will have done a number of internal missions already from the Milan/Florence/Savoy/Venice/Genoa/Naples tree.

The problem is, let's say I play Milan, unify Italy in mid 1500s, from what it looks like, your old mission tree is gone, so now for the rest of the game your missions are very vague "Go conquer this entire area, it'll probably take you 2-4 wars, have fun", which to me doesn't sound fun

My second gripe is that I still don't see any military buff to Italian minors' NIs (including Papal state). It really sucks when formable Italy, the apex form of the whole region has only +15% ICA, while neighboring France and Spain boas with morale + discipline (and +1 artillery fire for Spain). Papal State itself might be a really fun and challenging nation in SP, but in MP it simply lacks the military "ooomph" since Vatican Library event has stopped giving +5% discipline a few patches ago.

Italian NIs need updating badly, I hear lots of people say they're good, don't know where that got that idea from.

For single player they are awesome, but they are quite the opposite for MP:

  • Italy: +15% Infantry CA
  • Florence: +5% discipline
  • Milan: +10% infantry CA
  • Austria: +10% land morale, +3% (lol) discipline
  • France: 20%(!!!) land morale, +5% discipline
  • Burgundy: +10% land morale, +5% discipline
  • Spain: +15% land morale, +5% discipline, +1 artillery fire
  • Hanover (formable): +5% discipline, +10% fire damage
  • Brandenburg/Prussia: +20% ICA, +20% land morale, +5% discipline, +0.5AT, -1 AT decay
  • Ottomans: 5% discipline, +33% land FL, Janissaries and none cares about cavalry
Italy is in big poo with these laughable military modifiers.

Excuse me but.. ok Italy mission are wannabe fascist in flavor and in that regard is somewhat history based. But the time completely off. Propaganda and origin myths are 20th century stuff.

Can we also get an alternative mission tree that is more "actual Italian" rather than "propaganda Italian", i.e. centered on the Lombard and Goth origin of the actual polities that exist in the country at game start? Something on the lines of restoring the old kingdom, getting vengeance vs France for conquering Italy, stealing the iron crown and adding it to HRE by doing the same to them, beat German states to get back HRE crown, and so on?

I mean, it's surely a fun mission tree but for me it looks like it's also very difficult to RP.
 
@Groogy I know is not exactly part of Europe, but Rûm is the only end tag (that i remember) that doesn't have a decently customized mission tree. Wouldn't this update be ideal for that?

Country wise yeah they're good for SP, but even in SP you suffer from the military bonuses and it's noticeable. I'd be fine with less combat bonuses if there was a land force limit bonus but that doesn't fit with Italy, and ICA just isn't enough to compete against the others. Considering the military history of the region and that it's a formable, I don't see the problem with buffing Italy to be at or near the power of other Western European majors, such as France and Spain. I don't want to delve too deep and list off a whole idea set for Italy here, but just give them some extra Fire Damage, receive less Fire Damage, more morale, I don't see many of the other unit modifiers working out so well with representing Italy.

The fact that Epirus is (still) regarded as a Crusader state (still) irks me. Seriously, the only thing Italian about Epirus in 1444 was the last name of the guy who ruled it. Just take away those crusader missions

That'd leave Epirus with no missions, and it's unlikely that a small mission tree could be cooked up explicitly for the Epirotes (or Greek tags in general) in this span of time.

The vast majority of the playerbase does not play in MP games and therefore does not need every nation to have a bunch of military modifiers for them to list out loud after winning a battle thanks to taking Innovative + Economic + Quality for the 400th time in a row.

Milan missions? Nice.

Now, did you fix the laughable Como province, so that if Milan loses Tessin to Switzerland it doesn't have to give one of the most strategic cities it had and that it held despite losing Tessin? Or is Lombardy still locked in the 1100s for no reason whatsoever?

Glad that they're adding/updating so many mission trees. I actually like the new mission tree system, but I was always disappointed that most countries were stuck with generic missions.

I excluvisely play SP, I don't have friends who play EU IV or any strategy games for that matter, but seriously, ICA is useless and GCA is nice but Heavy Ships are always better so the second you fight France, Great Britain/England or Spain, you basically lose your naval bonuses. When I think Italy, I don't think of spamming blob armies, yet that's what I'm forced to do because they lack actual combat bonuses, ICA is fine if you have something else, like morale. I'm not saying they should get a +20% like France, but maybe a +10%, teamed up with the ICA that's not bad, not OP, and not pathetic. I don't see why giving Italy 1 more military bonus, and buffing their naval bonus to be a major issue. I'm not saying redo the ideas and give them 4 military ideas, I'm saying tweak them and give them just 1 more thing to help them out. If I'm playing SP as Italy and go up against France, I'm looking at +15% ICA against +20% Morale and +5% Discipline, both of those ideas only are better. Spain has +15% Morale, +5% Discipline, +1 Artillery Fire AND if they have Tercio age bonus, a massive Shock Damage Reduction. I'm not saying take away their Core Creation Cost, I'm not saying take away their +33% Manpower Modifier or their +20% Global Trade Power, I'm saying get rid of the useless +50% Improved Relations or merge the -10% Stability Cost Modifier with the +1 Yearly Prestige and it gives room for the extra military bonus. Trust me, I hate the super military ideas of countries like Prussia and Nepal, I tend to play England and Holland the most, I don't want 4 military ideas, just want Italy to at least be able to put up a fight and not have to resort to Russian blob tactics of throwing manpower, I think Italy as playing tall with elite troops, not blobbing with levied conscripts.

Do you really play SP? That is Italy's second strongest idea after CCR. Your Aggressive Expansion decays 1.5x faster, so expansion into North Africa or the Middle East (or Europe, where the mission tree guides) is done much easier.

Both France and Spain throw manpower even with those military ideas, Italy doing the same is not "having to resort to" but only doing the normal thing, none of the three are Prussia who can get away with having actual elite troops.

You are thinking too modern of Italy there. If anything i expect half Italy's force to be mercenary corps given their development and trade node.

I find your stance extremely selfish: "I don't play MP, so I don't care about and therefore don't need those military bonuses". Bravo!

You might not like what I say, but I most definitely consider it a bad game design decision when a player on any more or less historically relevant nation of that era decides to switch tag or form any other nation or switch religion (putting tons of efforts in process) simply because his current NIs and/or religious bonuses are vastly sub-optimal.

Poland usually has literally no interest in Italian affairs, especially with Sweden and Muscovy at it's side =)

IMO formable Italy would be fine with an extra bonus equivalent to +10%-15% land morale: atillery CA, fire damage or fire damage received. Just something relevant would've been a start. Even boring discipline would do...
