Plans of the Ministry of War

The Ministry of War believes it is time to move away from wind power, and to embrace fully steam power for our fleet. Or at least, to do so as much as possible. We do not as yet have a steam powered replacement for the Men o'War, and so must leave their replacement for some future plan. Keeping in mind the fiscal constraints we face, the Ministry plans to replace the frigates and transports over the next 3 years, as follows:

Year 1: Build 3 commerce raiders and 10 steam transports
Year 2: Build 3 commerce raiders and 10 steam transports
Year 3: Build 2 commerce raiders and 10 steam transports

As each new ship is commissioned, a corresponding obsolete vessel is to be scrapped.

The ministry of fininiance thanks you for the kinder aproach to building and recruitment that you have adopted howeaver, if possible would you please extend your plan another 2 months to allow the laying of a new knell once a month simply to create a more uniform and smaller expense over the next 3 years. I also announce no changes to the finance plan.
 
If I may interject, being from a shipbuilding family, it is no secret that some powers - Britain included - are retrofitting wooden ships of the line with steam power. Germany must do likewise; undesirable as it may be to face the attendant risk of fire, a ship which can sail in a flat calm or directly against the wind can defeat or escape any sailing ship as she pleases. I submit to the Reichstag that, with reinforced prows, such ships might also be fitted with rams.

((This of course has no game mechanical effect, but is a real historical oddity; from the 1840s a number of wooden ships were so fitted, simply because the alternative of not doing so was worse. Rams were extremely popular (and almost entirely ineffective) in the 19th century.))

Your suggestions are much appreciated. I have consulted with the Design Bureau; they are not as confident as you that either or both changes (steam power for SOLs and retrofitting rams) are capable of successful execution. They do forsee a new class of capital ships, tentatively dubbed 'Ironclads', that would usefully replace our current SOLs. The Design Bureau is working assiduously to assemble the technical advances required to make this new class a reality. When their work is sufficiently advanced, the Ministry will propose an appropriate construction program.

This is the beginnings of a comprehensive industrial plan for the nation. For each of the regions I list below, I have determined the best core industries for the region.

  • The factories listed with a plus should be opened as we have the finances to spare, they are currently profitable, and there are likely to be sufficient workers to run the factory.
  • The factories listed with a minus are existing factories that should removed whenever they are bankrupt, unprofitable, or the existing factories can absorb the existing workforce without future job shortages.
  • The factories listed with no special symbols are existing factories that should continue to be supported.
  • The order of the listing is the order in which changes should be made.
  • All of this can be done at the discretion of local bureaucrats appointed to the State Planning Commission as it seems appropriate. (( Avindian, use this as a guideline, but don't feel the need to do everything at once. Make changes as they fit the region's situation. ))
  • Unlisted factories will be supported, closed, or left alone at the discretion of the local bureaucrats, but the factories here must remain the core of the local industries. (( So if you see, say, extra canned food factories around making things difficult for the states having them as a core industry, feel free to shut them down ))

I will continue developing the comprehensive plan for the rest of the nation.

He is appalled by the violence and instability caused by Karl Marx but believes that the suppression of the German people is not the answer.

((Wilkommen Somberg! With the temporary closing of FoE, hopefully more people will join SoA. :) One question, though: given your character's radical views, he might be better suited to DDA, as the UAI is notoriously moderate and somewhat irrelevant (no offense guys :p).))

I only joined the UAI because my guy isn't really a big supporter of laissez-faire, but more of interventionism. However, I may reconsider the party if the UAI is indeed too moderate for his somewhat radical views.))

((Welcome to Sonderweg Oder Anderweg, Watch out as Karl Marx is like Adolf H around here at the moment.It is almost so bad that talking about Marx = Death(They even threathened my 8 year old Hohenzollern :O(Who was kidnapped by the Jacobins lead by Marx but during his capture became a kinda socialist)) And your political views are as my characters,More suited for the DDA until the socialist parties arrive in a matter of a few years.))

((My guy doesn't quite agree with the DDA's economic or war policies. I'll see if it makes sense to have him switch parties, but that is the main reason why I chose to have him be a member of the UAI rather than the DDA.))

((My dude matures in 21 years...Maybe we can make a socialistic Imperialistic party by then(My character sees himself as the rightful Kaiser(He was born after his fathers(Prince Albrecht von Hohenzollern)) death)) but does want democracy, The monarchy being the police of the Goverment and vice versa with Marxs social ideas.))

(( It's slow progress figuring that all out. I'm likely to have more by that point, but for the sake of letting people in the government object if they choose, I'll leave it be until the next update. I expect this form of industrial planning to play out over a longer stretch of time. ))
