I am deeply concerned with recent events. Not just by the events with regards to comrade Yagoda but by the rise of militaristic tensions within the party in reaction to those events. The loyalty of the entire NKVD has even been questioned at some point. Have they forgotten about the importance of the role that the NKVD played during the early years of the revolution? Lenin himself turned the NKVD into an invaluable organisation to the party! And if these people agree that under Lenin the NKVD was functioning properly, then I feel their criticism of the NKVD is directly questioning the reforms of Stalin himself.

Of course the Red Army is loyal to the party but the army is there to protect our motherland from physical and not intellectual or ideological threats, these are two different matters entirely. These suggestions to incorporate the NKVD into the army are counter-revolutionary and reminiscent of the aristocratic tradition! I welcome the ideas to improve rather then abolish the NKVD and will do everything I can to support the Two Agency Plan.

((Nice to see new faces :) Just a small comment on the name you chose; Is his father's name Bodil and Masha his mother's? Or opposite? It is only a bit confusing for me as a Norwegian myself, as Bodil is a womans name in Norway. I am also certain that Masha is short for Mikhail (correct me if I'm wrong), a Russian male name, so I find it a bit contradicting. However entirely up to you to choose the name, I am merely pointing it out :)))

I happen to think very highly of the position of commissariat of Agriculture. It is all fair and well to have a great standing army, but this is useless if we are unable to feed our soldiers. Our great country has vast lands consisting of various climates and soils. The administrative complexity of this commissariat would be a challenge for many.

Since there has been ample time for discussion, I will call the vote on Comrade Pasternak's Two Agency Plan.
Two Agency Plan

-The NKVD shall be dissolved
-Two new agencies shall be created, the NKVR and the NKGB
-The NKGB shall be incharge of internal security
-It shall have arrest powers, and the power to investigate Criminal Crimes
-The Current NKVD regements will be transfered to NKGB to be used to supprese armed disidents, and shall be renamed OMSBON
-The NKGB shall be in charge of the protection of all members of the Protburo except for the General Secretary, and the Chief of the NKVR
-The NKVR shall be incharge of foreign and domestic intelligence gathering
-It does not have arrest powers, exept the ability to detain people for at maximum a week. They must inform NK of Justice when the have detained someone
-If they wish some one to be held longer than a week, they must hand them over to NKGB for a formal arrest
-The NKVR shall run all inteligence operations out of the USSR
-It shall be allowed to operate in allied territory
-Both Agencies shall have full portburo membership, but the positon of the first Chief of the NKGB shall go to a current member of the Portburo
((GAME TERMS: NKVR shall run the spies. NKGB will not have any ingame powers, exept that they control the NKVD regements, but in game Minister of Intelligence and Minister of Security, should be diffrent if they are not already. Purges will require NKGB and Justice to work together :p.))
I request that a full portburo member support this, and would like to make sure it is understood that this plan is up for debate. If you do not would perfer to provide your own personal security, and do not want the NKGB to protect you, please let me know ((PM me)).

A very detailed report.

With seven ayes, the Two Agency Plan passes. It would probably be a smart decision to name Comrade Sokolov the first head of the NKGB, as it already fits in nicely with his current duties. Of course, I leave the actual nominations up to you.

We now have three nominations to make.

1) New head of NKGB (must be existing full member)
2) New head of NKVR
3) Fifth member of SGO.

Once all the nominations have been made, I will formally call the vote. For now, let us give 48 hours (or Sunday at approximately 12 PM (-6 GMT)) to make recommendations, and we shall vote on all three at once.

I'd like to come up with a separate seniority track for military members, so that the members of the SGO don't get an unfair advantage in "winning" the AAR. (In other words, civilians accumulate seniority the normal way, but military officials, which would include in the SGO, would accumulate it some other way.) I don't know if we would have two "winners" or if we could come up with a way to compare the two. In any case, I'd like to hear some ideas on this, but only via PM for now. If I get some good suggestions, we'll vote on it, but after this current round of nominations.
