HoI4 Dev Diary - Poland Focus Tree Rework Part 2/2

Hello folks and welcome back to the Poland dev-diary extravaganza! This week, I am going to continue covering the changes coming to Poland in 1.11 Barbarossa and the unannounced DLC.Today we’ll be covering the DLC content.

So, I’m going to start here with something a bunch of you predicted last week; you can indeed play as the Peasants’ Strike! A Poland with ambitions to restore democracy or embrace the communist revolution must first build an organized peasant militia from the rabble of disorganized farmers!

No matter how many or few states join you in the strike, the rebellious state will be in a delicate balancing act between democrats and socialists. Your first step towards revolution is to sway the Front Morges to take up the peasant’s cause, the Morges being an alliance of political parties supported by a select few Polish generals including Sikorski.

Each focus you do in this initial block will add 5 support to either communism or democracy, with a total of 50% or more being needed for one to assert dominance over the other and take control of the government.

Similar to the Spanish Civil War, the Peasants’ Strike will be on a tight schedule, taking up to a year before the revolution happens. Poland will at first be able to add agricultural states to the strike, but by expanding the strike to factory workers, Poland will also be able to bring states from Poland’s industrial heartland into the revolution.

Along with contesting for popular support, gaining military support will be vital for the movement. Using decisions, certain field marshals and generals will be swayed to your cause and gain the “Peasant Sympathiser” trait, ensuring that they will join your side when the war begins.

Poland will begin with socialist politician Stanisław Mikołajczyk as country leader, but those who wish to see the return of Wincenty Witos will be able to bring him back to leadership via event.

Once the civil war is won, Poland will be in a vulnerable state. Recuperating manpower and resources after a civil war will place Poland in a precarious position, so some concessions and outreach for foreign assistance may be needed.

A communist Poland will have two options: they may be bold and elect an anti-Stalinist candidate as Chairman, or they may elect the Soviet-aligned Władysław Gomułka. However, aligning with the Soviets will come at the cost of ceding Eastern Poland, but will unlock a few focuses for dealing with the USSR.

With democracy, Poland may take advantage of the Front Morges’ ambitions for closer relations with the French and create the Morges Pact, a sort-of Poland-led Little Entente. Going down this route will allow Poland access to the Between the Seas branch we talked about last week.

Anti-Soviet communists will be able to denounce both Capitalism and Fascism, diplomatically isolating this people’s republic, but allowing for new expansion options and military bonuses against the empires of this world. In doing so, they will gain a powerful attack and defence bonus against major powers.

Both democrats and anti-Soviet communists will also be able to declare the destruction of fascism a greater cause than the spread of socialism and align themselves with the British Empire. Doing so will allow Poland to renew her interests in colonialism and attempt to purchase colonies from Allied powers. By officially recognising the Maritime and Colonial League, Poland can purchase Madagascar, Palestine, and more. If any of your purchases are successful, Poland will have somewhere to build their forces in exile, should the front back home fail.

No matter which option you pick, either conquering or building alliances with the Baltic States will allow you to create a new kind of Commonwealth: the Commonwealth of Socialist Republics.

Moving on to the next branch, we have the Regency Council: Poland’s attempt to “restore” the monarchy. The Act of the Fifth of November was the promise of the Central Powers to release a Kingdom of Poland from the occupied territories of the Russian Empire, but the Regency Council of the newly formed Kingdom of Poland failed to crown a King before Józef Piłsudski declared the Second Polish Republic.

With the Regency Council assembled, Poland will be able to choose from one of three claimants, each with their own complete political path. There were countless claimants and candidates for the Polish throne so it was impossible for me to make content for them all, so we have: The Hohenzollern, The Commonwealth Claimant, and the Cossack-King to choose from!

The Commonwealth Claimant is perhaps the most obvious: Poland’s preferred candidate for King was Friedrich Christian. Christian was preferred due to Poland’s long connection with the houses of Saxony, and with a claimant so supported by the Poles, you are able to claim the throne of Lithuania without the need for warfare.

Through decisions, Poland can trend monarchist sentiment up in Lithuania, and when it reaches high enough, they may either enter a civil war or peacefully take over the government. When either case has happened, Poland can annex the Lithuanian Kingdom and begin integrating the industries of their two nations and preparing for war with the Soviets and Germans: restoring the old borders of the Commonwealth and then some!

Poland and Romania enjoyed close relations at the start of HoI’s timeframe, and with the throne of Poland empty, Poland may throw herself into the complex mess of Romanian politics by electing a Romanian King.

With King Michael on the throne of Poland, the Kingdoms will be able to unite under the right circumstances. Either by Polish interference or by Romania completing “King Michael’s Coup”, Romania and Poland will be united, bringing their armies together and becoming a powerful wall between the Axis and the Comintern.

This Intermarium nation may seek Balkan Domination and a restoration of Poland-Hungary, or (as with the Commonwealth) it may seek to maintain its alignment with the Allies.

Finally, we have the most unlikely candidate for the throne: Pavel Bermondt-Avalov.

A warlord, a cossack, and a Georgian Prince, Pavel led an interesting life of conquest and warfare. In the interwar period, Pavel and his Bermontian host invaded Lithuania and Latvia for reasons historians are still unsure of, but his ambition for Baltic domination makes him the ideal candidate for militarizing the Polish state into action and dominating the Baltics and Czechoslovakia.

When done conquering the Baltics, Pavel will be able to either turn his militarized Polish Kingdom against the Germans and asser Poland’s claims in Silesia and Pomerania or, as a National Socialist, Pavel may wish to seek alignment with the Germans, which brings us on to the fascist branch.

Poland was home to a multitude of fascist and nationalist movements: the most notable of which are the Endecja (or National Democracy) and the Falanga. The Sanation historically made dealings with both of these groups, and as such, if you want either Endecja or Falanga to take control, you must collaborate with the Sanation until you are able to supplant them.

When either Endecja or Falanga have taken over the government, they will have a choice to either stand firm with Polish nationalism or make concessions to the Germans and attempt to seek an alliance.

Aligning with the Germans will not place you on equal grounds, and it is not as easy as it once was. Germany will refuse to ally with Poland unless Danzig and Poznan are surrendered and Poland becomes a German subject. Unlike Czechoslovakia though, the Poles will be able to break their shackles and tear the Reich apart from within.

With either Pavel, Piasecki, or Dmowski in control, Poland will be presented with a ladder of focuses enabling them to either gain powerful bonuses from the Germans or plot with the Underground State to overthrow their current masters.

Going for independence will allow Poland to switch sides and stab Germany in the back, whereas remaining loyal will enable Poland to gain some cores in the USSR in a sort-of reverse Yalta Conference.

However, a Falanga or Endecja that does not bow to the Germans will be able to lean into the Polish Catholic identity and form the Falangist International: a faction devoted to the perseverance of Falangist ideals.

Once the Spanish Civil War is done with, if either the Carlists, Nationalists, or Falangists come out on top, Poland will be able to bring them into their own faction and from there, they will be able to expand that faction to other nations where Falangism was present such as: Mexico, the Netherlands, and much of Latin America.

They will have access to decisions to boost fascism in those nations, and with a certain percentage achieved, those nations will be invited to join the Falangist International. These focuses invite multiple nations at once, so the faction can grow very large very quickly.

Similar to the Sanation path, the Polish fascists must choose between allying with Lithuania or attempting to reclaim the legacy of the Commonwealth, but choose wisely. Without allying Lithuania, this Poland will be unable to progress down the Between the Seas path, severely limiting their faction’s ability to expand.

That’s about it for the political paths, so I’ll wrap this one up by talking about a feature we haven’t touched in quite some time: Governments in Exile.

Unlike France and the Netherlands, Poland does not by default have a vast colonial empire to which they may retreat when things fall apart back home, so Poland will be entirely reliant on the support and goodwill of their allies and the network of resistance fighters in the Polish Underground State.

In exile, the Polish government went through a number of Prime Ministers and Presidents before landing on something the Allies were satisfied with. If Poland is following a historical route and is exiled in a Democratic nation like Britain or France, they will demand the resignation of the Sanation leaders, and from there, Poland may pick from one of three new leaders, each with a unique personality enabling them to gain manpower while in exile.

On top of that, they will gain access to Irena Anders as a political adviser, granting more legitimacy, stability, and exiled manpower.

In the exile focus tree, Poland can gain a number of offmap factories and dockyards, and bonuses to their ace generation and an increase in special forces cap. Poland will never muster a major army while exiled, but with these bonuses, Poland will still be able to keep fighting on with a small but specialised force.

Owners of La Resistance will gain access to a slew of agency bonuses including an increase to their spy capacity, free agency upgrades via focus, and the new Warsaw Uprising operation.

Completing the operation will trigger the Warsaw Uprising sooner than the game mechanics usually allow. With 50% resistance or higher in Polish states, the uprising can be started, but time this well as you can only complete this operation once. A well-timed uprising can shatter the German army and leave them short on supply as they attempt Operation Barbarossa.

Poland was also vital to assisting in decrypting the enigma machine, so they also gain access to the Mastermind Codebreaker advisor: Marian Rejewski.

The old Cyclometer and Bombe focuses have been moved into the espionage branch, but I noted that without any territory left, a bonus to atomic research was fairly useless to Poland. So, when the Atomic Research focus is done, Poland gains an offmap nuclear reactor that will give roughly one nuke per year... Try not to think too hard about it.

There were a lot of interesting alternate-history scenarios for Poland to explore and new possibilities came up during my research and implementation. Though I didn’t represent everything in game (such as the proposed Japan-Polish alliance), Poland is a treasure-trove of alternate history scenarios if only you can find a way to survive.

I think I can propose a plausible background for king Pavel. Maybe I even guessed what Meka66 is planning to do!

Growing monarchist tendencies became dangerous for national unity. Marshal Edward Rydz-Śmigły and president Ignacy Mościcki, aware of Soviet and Nazi threats, wanted to avoid internal conflicts. Because mantaining power seemed no longer possible, they decided to establish back Regency Council. They both became members of Council, together with many influential politics, artists, bishops and highest ranked soldiers. Although the people were longing for Karl Albrecht of Austria, Council was against him. House of Habsburg had already lost political power all across Europe. Other candidates, able to provide a strong military alliance with strong state, seemed more beneficial for Poland.

Karl Albrecht decided to strengthen his position and traveled to Japan, hoping to make an engagement between his daughter Maria Christina Habsburg and son of Emperor Hirohito, Akihito. A future marriage would be a base for military alliance of countries on two Russian borders, blocking their aggresive attempts. Germany could not allow it: they wanted Japan to make alliance with them.

Germany decided to use legal tricks. They started convincing, that a new Regency Council was a legal successor of original council ruling in years 1917 and 1918. Previous Regency Council was not allowed to choose a candidate not accepted by both Germany and Austria. Germans searched for a dynamic and charismatic aristocrat without political support, hoping to control the future king. Or at least, they wanted to destabilize Poland. Pavel Bermondt-Avalov was chosen. His monarchist legacy was very weak. He proved to be a loyal German operative in World War I and a capable leader. Pavel was perfect! Moreover, he had a big support among White Russians refugees in Germany, who could aid him during planned operation. 50 thousand volunteers, both Russian and Germans, all armed, leaved Germany and started marching towards Cracow.

Regency Council was divided. Even though everybody was aware of dirty German trick, many of them were not able to stand against the law established by Act of 5th November, granting the choice of king to Germany and Austria. Military staff decided not to wait and stop Pavel's actions. Unfortunately, Germany raised an ultimatum: crown Pavel, or Germany will declare war. As most soldiers were directed to guide borders, units sent to stop a cossack warlord were too weak to succeed. The law required to use Regalias stored in Royal Treasury in Wawel castle, Cracow. Without them crowning was not possible. When Pavel entered a previous Polish capital, only one thing were between him and crown: Treasury's Gate. It required several keys in possession mostly of his rivals. Pavel could not destroy the gate, as it would be a sacrilege and he would lost all legitimacy. So his people demolished a wall and took a treasure outside. Pavel was crowned in Wawel Cathedral.

Military was divided. Pavel's foes were waiting until Karl Alblrecht arrival one weak later. To their surprise, he wanted firstly to negotiate with Pavel. A truce was made and talks took place at another sacred place for Polish nation, Częstochowa Monastery. After 2 days Karl Albrecht made a speach, to abandon all his claims and recognize Pavel Bermondt-Avalov as a new King of Poland! As many theories were raised what was a topic of negotations, it remained a mistery.


Germans were used to send an influential political to eastern neighbour to weaken Russia. They did it with Lenin and Piłsudski already. Also, demolishion of Treasury's wall was a trick which granted a crown for Augustus II the Strong, first Wettin king of Poland, even though French prince Conti was chosen during election! Looking at proposed focuses we can see, Act of 5th November is the legal base to choose a new monarch, so the heritage of previous Regency Council may cause troubles. Lastly, looking at final focuses of Pavel we can suspect, he has some hidden agenda. Will he follow the orders from Berlin? Or will he choose his own path?

Ive played Spain, Bulgaria, and Turkey recently and it is clear to me that you guys are focusing too much on politic's.
Now Poland is going the same route, and therefore i change my mind about Italy focus tree rework, dont do it.

Maybe, but on the other hand, it could be that a small, but vocal, portion of players are the ones to focused on politics.

Just thinking out loud here, but this is a game that requires multiple ways to play to keep players interested. Due to original game design, playing most nations requires accumulating additional provinces and additional buffs during the build up for a chance to win. Creating those three or so different ways can be facilitated by designing three or so branches on a focus tree. These branches and individual focuses require some interesting names to cover the fact that the focuses are simply a series of buffs and province colleting tools to make the nation competitive.

The Polish reveal shows that the developers focused more on making three or so interesting ways to accumulate provinces and buffs, but did not focus as much on the politics or political correctness. All you have to do is read the previous 33 pages of posts to see that it is the players focusing hard on the politics.

I do not profess to know which way is better, focusing hard on the game design or on the political correctness, but as with many things, I suspect the answer cannot be found at either of the extremes and is more in the middle.

Getting to that better answer is going to require the vocal players to give some and the developers to do the same. Of course the cost to the DLC for making changes has to be taken into account. After all, if there are 15,000 labor hours of development left before release, adjusting Poland does not add to those hours. It can only take away. That may not sound like much, but I am confident that when the DLC comes out there will be many many more people complaining about why something was not included or fixed in the DLC, than ever complained about Poland's focus tree.

Some people are saying they're not gonna buy this DLC, but haven't they already bought it? Isn't the Polish DLC already bundled with the base game?

I might have forgotten something, but from what I've understood everyone is getting Poland, but the rest we'll have to pay for.

(EDIT) I looked it up and no, this is part of Barbarossa. The historical branch and its sub-branches are bundled with the base game though. I don't know where the exact line is drawn however.

No, this part is actually exclusive to the new DLC, rework of United and Ready was week ago

The best thing they can do is making a custom panel in order for us to select not only which DLC to play but what part of the DLC we want to play.

This enables us to show the devs what is actually interesting to us and gives more freedom of playstyles in multiplayer.

Generally speaking I enjoy all new features and would never turn them off. Even if I'm not a fan of the content I feel it at least adds something to look at.

That said, having played pretty much since release, and mostly as minors, I have developed a certain nostalgia towards the generic tree. But if I disable the DLC I also disable all the fun new gameplay, so in that sense I think this would be an ok feature.

Also I'm a sucker for anything that adds options.

I mean, in the case of focus trees that option already exists: You can set which branch they will go down, so if you don't like the alt-history either just play on historical or select the patch you dislike the least.

I am sorry some replies are for posts from another topic. But better leave there whole anger and focus here about Polish rework details.

Kinda unrelated, but why doesnt Austria Hungary get cores on Galicia?
So the population isn't willingly part of the new empire, but Austria still has a claim on it.
They acquired Galicia during Poland's partitions to not let Prussia grow too strong. In XIX century they did not invest here, leaved very big political freedom for Poles. They just did not care.

And to those who say alt-history must be plausible... would a Donald Trump presidency seemed plausible alt-history if you were making a game set in the 2000's? I seriously doubt it.

EDIT: apparently pictures are coming from episodes after Trump's election. There was an episode in 2000, "Bart to the future", where Trump's administration is mentioned to leave massive debts for the next president Lisa Simpson.

Polish would-be purchase of Madagascar was a thing that was considered in prism of ethnic cleansing by Poles. To get rid of Jews. And Palestine is likely the same.

Palestine and Madagascar are problematic because the reason Poland wanted these areas was apparently that they wanted to deport all their Jews there (which, yes, is ethnic cleansing)
1. By some Poles, English, French and German, to be correct.
2. It was France who proposed it to Poland. And France wanted to relocate there their own Jews.
3. Zionism involved creating a Jewish state somewhere in the world. Madagascar was taken into consideration, but Palestine was prefered.
4. Some Poles had colonial ambition and government wanted to use Jewish attempts to create their own state to acquire them. The official Polish mission to check if it is reasonable consisted of Mieczysław Lepecki (adventurer and infantry major), Leon Alter (represantive of Bund, Jewish-socialist party and leader of Polish section in Jewish Emigration Association) and Szlomo (Solomon) Dyk (Jewish Engineer). Their report said, it is a stupid idea and government listened to them.
5. Poland was subsidizng sea connection Constanța (Romania) - Haifa (Israel) and mantained air connection to Tel Aviv. Jewish were traveling on their own.

Words matter. Ethnic cleansing involves using of force in relocation and deportation. Nothing like that happened. All people who relocated to Palestine were volunteers. No one moved to Madagascar.

Let there be even a monarchy, although as I wrote several times it is almost impossible. Just let it take long years of changes, not 3 focuses
3 focuses are 350 days, it is a year. Very fast in reality, but you have only 3,5 year ingame to reach such a thing before war. I agree with the other part of the message, monarchism in XX century Poland is more a fantasy than political fiction.

why Poles get a 15 percent bonus in industry as a soon to be killed off minor, why does Germany's MEFO in return give em only 5. instead of addressing this clear imballance
Because quite frankly the extra -10% for 2 yrs over MEFO will matter far less since the Polish economy in nowhere near the scale of Germany.
If Poland needs to be stronger, then that makes more sense then to give them options that breaks immersion.
Gameplay perspective was clarified. Now reality. Bigger growth for Poland is a historical fact. Look at growth of GDP per capita

That is the biggest sin in my opinion. It is the core of the whole Intermarium idea. People wanted it. Playerbase in Belarus and Ukraine wanted it! Why are their money ignored?

Endecja was nationalist (which is nowhere near the same as fascist) and in strict opposition to Germany.
Endecja was showing Germany the biggest threat. If there would be an option to ally them and not get puppeted or cede territory, they would be the first to do it.

Please explain to me this "diplomatic plausibility". At which point in history did Hohenzollerns rule Poland? Or Poland had a personal union with Romania? By what right would he become the king of Poland?
Who would expect in 1200, that Polish king may be coming from Czech, Romania, Ukraine, Russia, France or Saxony? That a Polish king may be coming from Swedish dynasty or be a teenager girl from Hungary? It all happened, because politicians in Poland were electing kings for a long time. Possibility for making a strong alliance with neighbour makes more reason than searching for the most royal, noble and Polish guy.

Lack of prometheism, idea behind Intermarium hurts me. Lack Belrusian and Ukrainian focuses hurt me. Even lack of Russian invasion on 17th September hurts me. You have border war mechanic to present it! Despite that, I've made attempts to increase of plausibility of proposed tree. Current links are in my signature, but I may change it, so I put links to those propositions here.
Reorganize navy tree. Embargoed Economy makes no sense. Danzig was not demilitarized
Replace Embargoed Economy with Great Depression
Leave Sanation branch (almost) without change. It's great!
Peasant strike is great, Looming strike description is false. Focus minor doubts. Few suggestions

Only the historical path is free, the last DD, this DD is full of content from the DLC

I will personally mod this content out of the game if the need be. We need another developer to create a WW2 grand strategy, because Paradox is shitting the damn bed and leaving a niche open ripe for the taking just like Maxis did with Simcity, when ironically Paradox saved the genre with Cities Skylines.

We should have known HoI IV would be a memey "WWII" game, I mean literally the first three trailers for the game were all alternate history, can't even say they false marketed the game... At least those were plausible, to an extent, alternate history scenarios.

Yes, unlikely things sometimes happen. The buildup to the Great War was pretty much a tragic series of extremely unlikely coincidences. The archduke's driver making a wrong turn for then to stall the engine right next to the table where one of the terrorists happened to be eating a sandwich, a gentleman having a heart attack right as he is about to sign an important agreement, misunderstandings that really had no right to happen, and so on and so forth. Had it been a work of fiction the author would have been ridiculed.

For anyone who hasn't read about the prelude to WWI, I recommend Extra Credits' series, the Seminal Tragedy. Some far-right populist tapping into the sentiments of the USA in just the right way, and ultimately barely winning because the moderates in the country are too complacent, with too much faith in their fellow man to think he has any chance of winning? That's positively mundane by comparison.

Now, consider how unlikely the Great War was, and then consider that the things that happen in Hearts of Iron IV are way more unlikely than even these events. Like "Anastasia returning from the dead through dark magic to lead an army of Siberian tigers to retake Moscow from Stalin" unlikely. Then you might consider that some of us are a bit peeved.

Words matter. Ethnic cleansing involves using of force in relocation and deportation. Nothing like that happened. All people who relocated to Palestine were volunteers. No one moved to Madagascar.

1936 idea for settling Madagascar was submitted by Poland to the League of Nations. Certainly there were other attempts, including 1926 talks with France. But for 1936 the most relevant plan is another one, the one that would encourage movement of people away.

The counterpart to Madagascar is Palestine. And the only real association they have is exactly Jewish question, they are both put across as "counterparts" between UK and France route even. It exactly this positioning of those two foci as being "alternatives" that gives them negative context.

Of course, there were a lot of justifications outside of the negative ones, thank you for share. In fact, 1926 plan was just that, probably being an aspiration for foci - which doesn't dismiss the overall odd arrangement.

Lastly, it is double standard that is laughable. Out of all things, something like this is dismissed and yet no content comes about eastern interactions because of probable sensivity?

Game devs pretty much painted Poland as an ethnostate in 1936, that also has options for Madagascar/Palestine for some reasons and explicitly avoids minority issues for most part outside of buffing military/science when removing those... while ignoring fully why those restrictions were there in the first place. That's just too much. Even most mods about Poland aren't like this.

Yes, unlikely things sometimes happen. The buildup to the Great War was pretty much a tragic series of extremely unlikely coincidences.

Strategically it was all but anticipated. The military preparations went for over decade. The way it escalated was avoidable and random, but as Bismarck said it was due to Balkans and wars there since 1911.

Even if it didn't escalate then, it could easily escalate later. In terms of HoI4, you basically completed a great chunk of National Focus tree and how only thing left is to start the war.

In this regard, the Cossack King is something that must be considered in context: he was a clear German candidate, was introduced to bound Poland to Germany through White Russians sympathetic to Germany, his aim would be restoring order in Russia long-term (including Poland). Without context, he is a lol random dude out there, far less likely than a Habsburg monarch.

It especially contrasts with length HoI4 goes to allow to become monarchy and restore Kaiserreich, where a right context is provided for the events. For Cossack King in particular there is no geopolitical factor that actually was the 99% of basis for his claim (because he had way less chances than Habsburg otherwise). If it was Germany given such focus, to push him for throne, it could be far more acceptable - and even then his greater goal wouldn't be represented.

Honestly, the worst thing about Bermondt-Avalov in this DD is how he became an option:

Meka presents Avalov as some sort of rouge and warlord, trying to carve out his fiefdom with his cossack host in the Batlics and since he operated in this area, he might be somewhat interested in becoming king of Poland.

Irl those "mysterious reasons" for which Avalov was fighting against newly-born Lithuania and Latvia was that it was middle of the Russian Civil War and he sought to restore White Russian rule to these lands and his "cossack host" was in fact West Russian Volunteer Army.

I can somewhat understand poor research of Polish political history, as it is a rather obscure topic in western historiography, but to miss such a detail in one of the most important modern civil wars?
