"I never stated that I wanted your votes. I signed my name on to the Coalition government during the election in order to establish a Reichstag that would not buckle under pressure from the Socialists, and Chancellor von Birkenfelt appointed me Minister of Justice and Vice Chancellor. Though Poland is an integral part of our country, it does not deserve a staggering percentage of our annual budget. Not to mention that Poland also belongs to the Russians. If anything, you should be glad that we do not treat the Poles like the Russians do."

~ V. Chancellor von Weiss

I'm more than happy that the German people have decided to treat the Poles as equals. But as far as I know this is a minority government, you need more votes for the budget to pass. But if you are not interested in ruling Germany maybe his highness the Emperor should try the Social democrats.

I vote yes to the budget.

I would like to question why Herr Skrzyński wishes us to spend more on the province of Posen. He says he wishes for equality for Poles and Germans, and yet he wishes us to spend a disproportionate amount of money on Posen. Our budget was created in such a way that it is divided relatively fairly between all parts of the Reich. To spend more on Posen, a very small part of Germany, would not be equal at all, and in fact it would likely cause more damage in the long run than your vote would help short term.

Of course, ultimately this isn't a German affair but more of a Prussian one anyhow. You're in the wrong place, Herr Skrzyński, and you might want to look into running for the Prussian Landtag instead.

I'm in the same line than Minister Thauman in this matter. We are talking about our budget at a Federal level, matters such like education and health are more thoroughly dealt with in the regional Landtags, in this case the Prussian one.

The german citizens of polish ethnicity are equal to the rest of us; if they wish to be treated equally, then they shouldn't be literally holding their votes for randsom. If Herr Skrzyński has ideas on improving the duchy of Posen, for the benefit of all the germans living there, regardles of their ethnicity, it can be debated here; selling their votes for the benefit of a few, not.

Name: Herbert von Browshiz
Age: 47
Political Party: Progressive People's Party
Bio: A recent entry into politics, Browshiz was a self-made media magnate. He is a firm believer in equal opportunity, and supports the expansion of civil rights to ethnic minorities, and wants to increase education spending. As a self made man he is a firm believer in freedom of trade, and supports the acquisition of further colonies to expand German markets.

I vote Yes on the budget. While the increases to education spending are far too small, it is a sign that we are moving in the right direction.

I can not speak for the other members of the Party of the German Reich, but personally i favor this budget, as it is nearly the same as last year's budget. While i personally would have preferred to increase Educational Spending a bit, opening Military Schools in the less developed regions, i think that this budget will ensure further growth and will assure that our military keeps its highest standard.

OOC: I am quite a fanatical support of the Wilhelm II, German Monarchism and Militarism, which would be the best party for me?

OOC: By my count, considering the relative weight each player has this puts at 193 votes for the budget, 6 short of a majority

EDIT: It's either the Reich Party or the Conservative Maxwell

OOC: Which of the two is more fanatical and loyal to the Kaiser? What year is it? I apologise for all my questions, just getting the info.

OOC: As far as I can recall, there is a very thin separation between them, and in some issues one is more fanatical than the other. But, in the game all the right wing nutjobs (with love, fellas) are in the Reich Party, so you should be warm and cozzy with them. And we're in January 1913

I hereby affix my signature to the 1913-1914 budget, which passes the Reichstag, having achieved the requisite number of votes. The legislation will be delivered to the Kaiser that it can be signed and promulgated into law.

Furthermore, I now open the floor of Reichstag to general debate.

~Chancellor Reinhart von und zu Birkenfeld, Chancellor and Treasury Minister of the German Empire

OOC: By the way, lemme remind you, the new people, that there's the IRC channel, #CitR at Coldfront; there's always someone and it's quite handy for all the obscure negotiations. Instructions for logging are in the OP

Name: Graf Robert Von Urlich
Age: 32
Political Party: German Reich Party
Background: Joining the navy as an officer out of school, he went to the naval academy, and emerged near the top of his class. Seeing little action, he distinguished himself by leading a very disciplined crew on the destroyer he served on for almost 4 years. Later on, he was transferred to a pre-dreadnought, and he continued to lead a very tight ship by commanding the loyalty of his crew. Once he achieved the rank of Rear Admiral however, he was transferred to a land job, as a Liaison between the navy, the treasury, and the foreign ministry, negotiating for naval funds and learning the trade of International relations. Now, he has been discharged from the navy upon request to join the Reichstag, and is a staunch supporter of a reform in German foreign relations and of a slow but steady expansion of the German Imperial Navy.

I believe both bills have already passed, but in case they haven't, I vote YES to both the budget and the Naval Bill.

OOC: I assume that even though we are not signing up during an election, we automatically have a seat in the Reichstag? And is there any other thread or source of info such as a group that I should join? I have noted that there seems to have been a lack of discussion on topics other than the navy and the budget.

IC: I propose that in the interest of inter service cooperation, the Naval Ministerial position be changed to the Military Minister so the Army also has a voice for funding but we do not have to increase the number of ministers as it has become clear this Cabinet is already unwieldy.

OOC: We have an IRC channel. Click that link, set your nickname, then put in /join #CitR.

Also, the reason there's only a naval ministry and not a military one is because the military is handled by each respective state. There is no "German Army", only a Prussian one, Bavarian one, etc. I believe we'd need to amend the constitution in order to change that, and that isn't very likely to happen anytime soon.

Krupp Industries announces Worst Month for the purchase of raw materials!

ESSEN, Germany - News from the Krupp Industries today came forward that from January to February was the worst month for buying raw materials, as the prices were sent through the roof by some unknown factors. In response to this, they had to up the purchase costs from their biggest buyers, the German Government, to try and make up the lost profit and revenue. This throws the newly passed German Budget deeply in the red, as the total cost of the military skyrockets to 200,000,000 RM, up from the previous levels of 167,500,000 RM. The nation turns to both the Kaiser and the Chancellor for some sort of explanation, and why the budget constantly gets thrown into the red.
