Some historic buildings in Germany haven't been restored until today (some deliberately, some because of inadequate funds, and some were blown up by the GDR-regime if they didn't get the approval of the socialists, oh well).
The nuclear bombs likely flattened any building that wasn't steel-reinforced. The question is, how accurately were they delivered?
Then, most of the East Coast was occupied by the Confederates for quite some time, so it can be assumed that they razed some buildings that were connected to the civil war or the Union in general.
Thirdly, the fighting in the second civil war didn't spare most cities. That produced even more damage.
It's safe to say that no American city (apart from Chicago and Detroit) looks anything like it looked before the war and even after reconstruction won't remotely resemble any of today's skylines. Buildings in the style of the 50s and 60s will dominate the cities in this new timeline, much like today in Germany.
This will likely mean many raw concrete buildings, since concrete buildings are cheap and fast to construct. Sadly, today such buildings are mostly known for also being very ugly*.
*(at least those that were mass-constructed after the war to provide living room for East Germans)
