I was trying to build some ships, when I noticed that, for some reason, I couldn't build in Liverpool. I went to the military screen to try and build it from there, but I saw this(the darkened version was on multiple provinces, including Liverpool).
Why does this happen? If it has to do with anything, I was having a battle with rebels in Liverpool.
