Let's just begin the story already, shall we?

Chapter 0: The Prolouge(1991-2003)
"Eto mozhet pokazatsya konce nashego naroda i nashey imperii proizoshlo v 1991 godu. Oni byli ne pravy, ibo on dal Rossii vtoroy shans i sposob naladit' Novoye Nachalo i formu svoyu sobstvennuyu sud'bu."
("It may seem like the end of our nation and our empire has occured back in 1991. They were wrong, for it gave Russia a second chance and a way to forge a New Beginning and to shape its own destiny.")
-Vladimir Vladimirovich Putin
The year is 2003.

The Russian Federation had seen better times and it had seen worse times since the nation had been re-established in 1991. Long considered a Great Power since Peter the Great's reign, Russia had ruled a vast empire, the largest empire ever seen, continuing in 1917 under new rulers and a new ideology. Ruling as the Union of Soviet Socialist Republics (known as the Soviet Union for short), it continued to keep parts of the old empire together for 74 years. Then in 1991, everything changed. The old Empire was split up, with 15 sovereign nations formed out of its shadows. Russia entered a state of turmoil, instability and economic collapse, forced to watch as parts of the former Soviet republics were being courted by the West to join their camp, led by its former Cold War enemy, the United States of America. It also had problems dealing with the war in the breakaway region of Chechnya, where seperatists tried to break free of Russia's grasp. It was a troubling decade for Russia, and a stressful time for its people.
But in 2000, Russia's prospects began to turn for the better, after Boris Yeltsin, the former President that saw the break-up of the empire, was replaced by a young President named Vladimir Putin. He began to see to it that the Russian economy would resuscitate after years of economic collapse, and has also began to stabilize the country after years of political instability. Benefiting from the shift in American foreign policy to root out terrorist camps after the attacks on 11 September, 2001, and the subsequent War on Terror, President Putin began to pacify most of Chechnya, claiming that the seperatists were working for al-Qaeda and other terror networks. But Russia has a long and ardous way to go before regaining her spot amongst the Great Powers, for if Russia is to become an empire once again, it would have to reclaim the lost territories and defeat its enemies abroad.

Chapter I: From A New Beginning (2003-2004)
23 March, 2003
As it stands, the former Russian Empire has been broken up into 17 sovereign states (the 15 nations that made up the former USSR, plus Finland and Poland), plus portions that are now in the hands of its neighbors. In the coming years ahead, Russia would reclaim its territories and serve as the bulwark against tyranny and opression.
The Russian Federation, circa 2003
As it stands, Russia could barely call out its industrial might to arm and equip the soldiers that Russia needs for its plans, so a massive industrial drive was started, complete with industrial subsidies and tax benefits to construct industrial complexes around the Federation. Most of these industrial zones however, were built near major cities, with the most grants located in Moscow and St. Petersburg.
The list of federal grants granted to the leading industries to constuct industrial complexes across Russia. The list goes on and on.
Meanwhile, a Cabinet Meeting was set up by President Putin to dicuss matters regarding foreign policy. At the end of the meeting, they agreed to create a new foreign policy goal that would let Russia intervene in regards to new terrorist threats, as well as continuing the job of pacifying the rest of Chechnya, which is seen by the Russian Government to be part of the War on Terror.
The Current Presidential Cabinet as of 23 March, 2003. The Cabinet agreed to push a more agressive stance to terrorism. Also, due to personal reasons, Igor Ivanov resigned from the Foreign Ministry on 25 March, 2003. He would be replaced by chess champion Garry Kasparov, who quickly liked the job.
Also discussed during the meeting was the continuing war in Iraq, which was started by United States President George W. Bush to oust the regime of Saddam Hussein, and to dismantle the alleged stock of Weapons of Mass Destruction that Iraq currently has. Immediately after hostilities began, President Putin began to formulate his response, and a day later, he issued a statement condemning the attack as it "constituted a direct violation of international law that had put a sense of disrespect for the UN charter."

The tone of the Russian response to the invasion was harsh and bitter, as Russia did declared it to be against international law.
26 March, 2003
That day, the Russian Government released its Status Report of the Russian Federation to the President. Such a report, which is highly classified, is presented to the President every year, and shows their stance in the world today. Currently, Russia is considered a very large nation with massive economic growth and massive profits from the oil industries in Western Siberia. Yet even with these numbers, Russia is still a long way off from unleashing its true might and power.
