You mentioned that Leadership affects the quality of officer corps and essentially makes divisions tougher. Will 'Leadership' be tied into Air Power to represent a consistent effort by your nation to maintain a pool of quality pilots??

Okay, so then how does this effect combat when rivers no longer form part of the province borders like they did in HOI2. Will provinces with rivers in the middle of them mean the attacker suffers a reduced river crossing penalty to simulate that the river wasnt the dividing line between opposing armies? Or will they get the same penalty/bonus as if it was?

With smaller and more numerous provinces, I would suppose that the province itself will become "the river", and so the defender will get benefits as if he were defending behind the river in HOI2.

then the battle fails and army1 "stayes" in previous province without the gain it had until the river and the army2 is back all over the province

Put it this way, if "movement is attack" (like it was in HOI2) then a province with a river in the middle of it would still require the attacking army at one point or another to cross said river, they may not have to cross it right away, but to capture the province they will at some point cross that river.

Thats why I was thinking that you might suffer a slightly reduced river crossing penalty. Because in essence you're not crossing that river at the very start of your attack, which is alot harder to do in real life then it would be if you already broke through and were advancing behind a retreating army but still had to cross a river at some point.

In HOI2 the rivers were province borders and formed the front line, or no-mans lands, but in HOI3 it seems they do both.

I probably wont get an answer untill I play the game, which is fine :D

You're probably right, what I was getting at is maybe a little too much detail.
 
Professionals seems by far the best term suggested so far, and far better than leadership.

Do mean 'leading' as in being ahead in various functions? If so, that is represented by how large the pool is, and by how fast it grows, regardless of what it's called.

I quite like "expertise" or "cadre" - or maybe "motivation"? Don't like "leadership" much, though.

As an aside, maybe this means that we will get "elite" divisions (PAR, MAR, MTN) that are not monstrosities with huge amounts of MP but suck up 'leadership'/'expertise' instead? A beautifully neat way of dealing with the issue!

Its very similar to manpower, and has been assigned in a similar way to the map, based on several balancing values.

If it is a number on the map, you could add flavor by adding a name from where some of the values came from.

For example: West Point in New York for the USA, Krupp in Essen for Germany, Bletchley Park for the UK..

In fact, most of the former techteams could be added on the map this way as flavor.
 
what about having more production into consumer goods representing a factor to increase "Leadership" as it makes sense the more civilian goods that are being produced would employ the skilled engineers and lower levels of production.

where you can sacrafice production for research, which is a reasonable way to represent IC as a "budget"
