Xenophobic Egalitarians should (selectively) approve of Resettlement policies

Currently you have a binary on/off choice regarding Resettlement policy, and if it's on, you can resettle anyone, and if it's off, you can't resettle anyone.

Egalitarian factions (of Free Citizens, at least) in Xenophobic Empires which have alien species present under Residency, Slavery, or Purge, therefore get unhappy with your Empire for having Resettlement enabled. But if you don't have it enabled, you can't move the Xenos sla-er, Prisoners with Jobs around, nor tell second-class species that their residency permits are now only valid for Bunghole III, the Tomb World on the edge of the Empire.

The resettlement policy should be split between Full Citizenship tier species and everybody else.

It makes sense that some goody-six-hooves space-liberals might want resettlement prohibited for all species, but as many if not more NIMBY Space-Dorrises from the local HOA would have no qualms seeing The Blorgssons down the road 'encouraged' to move to an out-of-sight backwater Rural World by the local Enforcers, as long as resettlement was prohibited for the likes of her and her darling Grandson (who just got a job at that new Research Lab they built! She's so proud!). "They're called [%GETSPECIESNAME%] rights, not Xenos rights!"

Unfortunately, this would leave the defaultly egalitarian leaning slave pops being indifferent to their own forced relocation.

I'm still of the view that Egalitarianism should be like Xenophobia, and have two faction versions:
  • Xenophobes should default to citizen league, which concerns itself with full citizen rights but doesn't care about non-citizens. These certainly wouldn't care about non-citizens being relocated.
  • Xenophiles should default to a progressive faction that believes in full equality for all inhabitants of your empire. Non-citizen egalitarians in xenophobic empires would also support this faction.
I have a now quite old suggestion that details how this could work.

I'm still of the view that Egalitarianism should be like Xenophobia, and have two faction versions:

for problem with faction attraction i had solution in similar post of mine, see Edit Edit, this way pops will oppose the ethic that actually is offender of their freedoms

I think that xenophobic egalitarians should purge aliens rather than enslave them. I find it weird that an empire entirely opposed to the notion of slavery like egalitarians would still enslave aliens if they are xenophobic.

Also anyone find it weird that the AI just defaults to indentured slavery? I find it weird that every AI from the most fanatic of xenophobes to the most authoritarian of tyrants simply prefer to shackle xenos to debt. I want more diversity in properly managing slaves. I want more chattel slavery and domestic servitude and battle thralls! If you manage your slaves right, it's possible to have every job except for rulers done by slaves.

*Or* they could just purge them. This however could be something more tame than fanatic purifier purging, such as displacement or neutering.
