1. The focuses Align Hungary/Romania are game breaking, they should have an event instead -> While it might be fun for Germany it's not really all that practical for a player who wants to play as Romania or Hungary, if Germany decides to follow this path. There needs to be an event that allows Hungary or Romania to decline becoming a Puppet.
Historically speaking: In Romania, after King Michael's Coup on 23 August 1944, Germany tried to revert the coup and puppet Romania leading to battles between the Romanian troops and the German troops, the battle lasted until 31 August 1944 when the Germany troops were pushed back. In Hungary, Germany discovered that Hungary engaged in armistice negotiations with the United States and the United Kingdom, after discovering this betrayal, the German forces occupied Hungary. The occupation, being a complete surprise, resulted in it being quick and bloodless. So we have 1 case where it didn't work and 1 case where it worked, but had the actions of the Hungarian government been different, they could have at least threatened to fight back if invaded.
2. The eastern regions of Romania are a historical mess:
* The region of Southern Bessarabia shouldn't be an Ukrainian core -> it has less than 20% Ukrainian population at the time and was never previously part of Ukraine. The only reason a core was added in Waking the Tiger is because Southern Bessarabia is nowdays part of Ukraine, which is an absurd reasoning, the equivalent of giving Poland a core on Hinterpommern because is nowdays part of Poland.
* The shape of the state of Bessarabia shouldn't include Hotin province -> If you want to make the 1917 borders then Hotin should be included, but just like the state borders for Germany, Poland, Czechoslovakia, etc; I think the game has in mind to make the 1945 borders possible. This is the border that Moldova had in 1945:
Notice the Hotin province is missing and a small part of Ukraine (Transnistria) over the Dniester river was given to Moldova.
* The shape of the Governorate of Transnistria is wrong -> This means states 192 and 198 should be exclusively between rivers Dniester and Bug.
* And the Romanian focus "Claim Transnistria" could be changed to get a claim on regions 192 and 198 (Odessa and Vinnytsia) -> So that it becomes more likely to ocuppy them during the war and get them at the end of World War II in case of an Axis victory, instead of gaining a wargoal on the Soviet Union, because let's be honest, without German support Romania would have never dared to attack the Soviet Union.
3. The political parties popularity and leaders in 1936 are swapped. -> I really don't know the reason for this, one could argue that Non-Aligned is for game balance but confusing the leaders....
- The ruling party in 1936 was Democratic PNL and in 1939 the Non-Aligned FRN.
- The leader of the Democratic PNL was Gheorghe Tătărescu and the leader of the Non-Aligned FRN was Armand Călinescu.
I believe the political situation can be fixed as following:
- Make Romania start 60% Democratic in 1936 and 20% Non-Aligned.
- Swap the positions of Gheorghe Tătărescu (to Democratic PNL) and Armand Calimanescu (to Non-Aligned FRN).
- After King Carol II's Dictatorship (historically 1938) make the country Non-Aligned and increase Non-Aligned popularity to 0.5
4. The "All Parties Must End" focus makes you more democratic instead of more Non-Aligned -> This is an alternative path where King Carol II gives up on his hendonistic lifestyle and actually starts to take care of the country. A what-if King Carol II was still authoritarian but a competent king and the coup against him after losing Bessrabia and Northern Transylvania didn't happen.
But at the end of that path there is this focus tree that gives +0.02% democracy support. This doesn't make any sense since it's supposed to be a royal Non-Aligned path, his son King Michael I was a supporter of democracy but his father was not, Romania was a constitutional monarchy that is what King Carol II inhereted from his father but he didn't liked it that way and had plans to change it before 1938.
My bet is that "All Parties Must End" was supposed to be a +0.02% Non-Alligned support but the programmer made a mistake.
5. King Michael I was a stunch suporter of Democracy and of the West. King Michael I's coup was not against his father but against the fascist party Iron Guard. -> The way "King Micahel's Coup" is portayed in the game is not even close to reality. King Michael's Coup should be at the end of the facist/communist focus tree and should be democratic.
I believe the political situation can be fixed as following:
- Move King Michael's Coup at the end of the Fascist / Communist tree.
- With King Michael's Coup make Romania Democratic under democratic leader King Michael I (constitutional monarchy) and increase Democratic popularity to 0.5.
This is all I can think that seriously needs to be fixed.
Apart of this, I have a few minor suggestions, they are not necessary:

- Soviet: Recognition of Bessarabia -> A nationalist movement developed in Bessarabia after the Russian Revolution of 1905, and in November 1917 a council was established. It declared Bessarabia’s independence on 24 Jannuary 1918, and voted to unite with Romania in December. The Treay of Paris on 28 October 1920 confirmed this union, but the Soviet Union never recognized Romania’s right to Bessarabia. In 1924 the Soviet Union formed the "Moldova Autonoums Soviet Republic" ecompassing Transnistria (see point 2 with the eastern regions, this is why 1945 Moldova had that eastern region too), to further their claims over Bessarabia.

I believe an event can be made to normalise relationship and have the Soviet Union recognise Bessarabia's union with Romania. Of course, this could only happen in Romania becomes communist and joins the Comintern. This will lead to Bessarabia and Northern Bukovina not being claimed by the Soviet-German treaty of 1939.
- Soviet: Restoring the National Treasure -> During World War I, Romania sent its national treasure of 120 tones of gold to Russia for safekeeping, the Soviet revolution and Bessarabia's union with Romania happened and the Soviet Union didn't want to give the national treasure back.
I believe an event can be made to normalise relationship and have the Soviet Union recognise Bessarabia's union with Romania. Of course, this could only happen in Romania becomes communist and joins the Comintern. This will lead to Romania's national stability increase by 10%.
- Puppets: Decisions to lower autonomy so you can integrate them into Romania -> In the "Balkan Dominance" path Romania has the ability to puppet Slovakia, Hungary, Yugoslavia, Bulgaria, Greece and Turkey. To further continue this path of balkan dominance Romania should have the decisions to gradually lower the autonomy of the puppets and integrate them into Romania proper.
You can also make an Achievement out of this: "The Latin Ottoman Empire" -> Own all of Slovakia, Hungary, Yugoslavia, Bulgaria, Greece and Turkey. This is a reference to the territory owned by the Ottoman Empire but now being owned by Romania.
2. Add prioritization in Kingdom of Romania's building focus trees -> Not having state priorities is a bit unhistorical but not a big inconvenience for most nations. But Romania is a special case because it's going to give up 5 states before joining World War II (Bukovina, Bessarabia, Southern Bessarabia, Northern Transylvania, Southern Dobruja) out of total of 11 states. There's a high chance some of these focuses are going to spawn those buildings and resources on states Romania is going to give up before the war starts. While in singleplayer you can easily avoid this, this is especially annoying in historical multiplayer games.
This is the completion reward for "Danubian Transport Network" focus, it gives you 1 infrastructure on all 3 regions next to the Danube, if you don't have them due to losing a war you instead get 1 infrastructure on another random state, makes sense, right?
Unfortunately, the "Danubian Transport Network" is the Romanian only building focus with a priority on certain regions, the other building focuses are random, including "Hunedoara Steel Works" that is supposed to give 12 Steel in Southern Transylvania.
The priorities should be coded as following:
3. Add General Constantin Sanatescu -> He was really a great guy. He is in the game buy only as the Army Chief with a defensive bonus, while the Army Chief with an offensive bonus is Ion Antonescu, I suggest adding Constantin Sanatescu as a general too.
The son of general Gheorghe Sănătescu, he graduated from the Military School in Bucharest in 1907. He fought against Bulgaria in the Second Balkan War in 1913 and in World War I. Between the wars, he was a military attaché in Paris and then London. He became general in 1935 and was named deputy Chief of the General Staff in 1937.
Constantin Sănătescu led the Romanian legation to Moscow in 1940, after the beginning of World War II. From 1941 to 1943 he commanded the IV Corps, from 1943 to 1944, he commanded the 4th Army. During the battle between 23 August 1944 and 31 August 1944 (see point 1 about King Michael's Coup) he led the Romanian Army.
When the pro-German dictatorship of Marshal Ion Antonescu was overthrown, Constantin Sănătescu was charged by King Michael with the forming of a new government. He unsuccessfully tried to strengthen the ties with the United States, in order to save Romania from a Soviet Communist occupation, but the growing suspicion of Joseph Stalin forced him to resign on 2 December of the same year. He died of cancer in 1947, and was buried with full military honors. He was awarded Order of Saint Sava and a number of other decorations.
