1. The focuses Align Hungary/Romania are game breaking, they should have an event instead -> While it might be fun for Germany it's not really all that practical for a player who wants to play as Romania or Hungary, if Germany decides to follow this path. There needs to be an event that allows Hungary or Romania to decline becoming a Puppet.

Historically speaking: In Romania, after King Michael's Coup on 23 August 1944, Germany tried to revert the coup and puppet Romania leading to battles between the Romanian troops and the German troops, the battle lasted until 31 August 1944 when the Germany troops were pushed back. In Hungary, Germany discovered that Hungary engaged in armistice negotiations with the United States and the United Kingdom, after discovering this betrayal, the German forces occupied Hungary. The occupation, being a complete surprise, resulted in it being quick and bloodless. So we have 1 case where it didn't work and 1 case where it worked, but had the actions of the Hungarian government been different, they could have at least threatened to fight back if invaded.

2. The eastern regions of Romania are a historical mess:
* The region of Southern Bessarabia shouldn't be an Ukrainian core -> it has less than 20% Ukrainian population at the time and was never previously part of Ukraine. The only reason a core was added in Waking the Tiger is because Southern Bessarabia is nowdays part of Ukraine, which is an absurd reasoning, the equivalent of giving Poland a core on Hinterpommern because is nowdays part of Poland.
* The shape of the state of Bessarabia shouldn't include Hotin province -> If you want to make the 1917 borders then Hotin should be included, but just like the state borders for Germany, Poland, Czechoslovakia, etc; I think the game has in mind to make the 1945 borders possible. This is the border that Moldova had in 1945:

Notice the Hotin province is missing and a small part of Ukraine (Transnistria) over the Dniester river was given to Moldova.

* The shape of the Governorate of Transnistria is wrong -> This means states 192 and 198 should be exclusively between rivers Dniester and Bug.

* And the Romanian focus "Claim Transnistria" could be changed to get a claim on regions 192 and 198 (Odessa and Vinnytsia) -> So that it becomes more likely to ocuppy them during the war and get them at the end of World War II in case of an Axis victory, instead of gaining a wargoal on the Soviet Union, because let's be honest, without German support Romania would have never dared to attack the Soviet Union.

3. The political parties popularity and leaders in 1936 are swapped. -> I really don't know the reason for this, one could argue that Non-Aligned is for game balance but confusing the leaders....

- The ruling party in 1936 was Democratic PNL and in 1939 the Non-Aligned FRN.
- The leader of the Democratic PNL was Gheorghe Tătărescu and the leader of the Non-Aligned FRN was Armand Călinescu.

I believe the political situation can be fixed as following:
- Make Romania start 60% Democratic in 1936 and 20% Non-Aligned.
- Swap the positions of Gheorghe Tătărescu (to Democratic PNL) and Armand Calimanescu (to Non-Aligned FRN).
- After King Carol II's Dictatorship (historically 1938) make the country Non-Aligned and increase Non-Aligned popularity to 0.5

4. The "All Parties Must End" focus makes you more democratic instead of more Non-Aligned -> This is an alternative path where King Carol II gives up on his hendonistic lifestyle and actually starts to take care of the country. A what-if King Carol II was still authoritarian but a competent king and the coup against him after losing Bessrabia and Northern Transylvania didn't happen.

But at the end of that path there is this focus tree that gives +0.02% democracy support. This doesn't make any sense since it's supposed to be a royal Non-Aligned path, his son King Michael I was a supporter of democracy but his father was not, Romania was a constitutional monarchy that is what King Carol II inhereted from his father but he didn't liked it that way and had plans to change it before 1938.

My bet is that "All Parties Must End" was supposed to be a +0.02% Non-Alligned support but the programmer made a mistake.

5. King Michael I was a stunch suporter of Democracy and of the West. King Michael I's coup was not against his father but against the fascist party Iron Guard. -> The way "King Micahel's Coup" is portayed in the game is not even close to reality. King Michael's Coup should be at the end of the facist/communist focus tree and should be democratic.

I believe the political situation can be fixed as following:
- Move King Michael's Coup at the end of the Fascist / Communist tree.
- With King Michael's Coup make Romania Democratic under democratic leader King Michael I (constitutional monarchy) and increase Democratic popularity to 0.5.

This is all I can think that seriously needs to be fixed.

Apart of this, I have a few minor suggestions, they are not necessary:

1. Decisions:
- Soviet: Recognition of Bessarabia -> A nationalist movement developed in Bessarabia after the Russian Revolution of 1905, and in November 1917 a council was established. It declared Bessarabia’s independence on 24 Jannuary 1918, and voted to unite with Romania in December. The Treay of Paris on 28 October 1920 confirmed this union, but the Soviet Union never recognized Romania’s right to Bessarabia. In 1924 the Soviet Union formed the "Moldova Autonoums Soviet Republic" ecompassing Transnistria (see point 2 with the eastern regions, this is why 1945 Moldova had that eastern region too), to further their claims over Bessarabia.

Of course, this could only happen in Romania becomes communist and joins the Comintern. This will lead to Bessarabia and Northern Bukovina not being claimed by the Soviet-German treaty of 1939.

- Soviet: Restoring the National Treasure -> During World War I, Romania sent its national treasure of 120 tones of gold to Russia for safekeeping, the Soviet revolution and Bessarabia's union with Romania happened and the Soviet Union didn't want to give the national treasure back.

I believe an event can be made to normalise relationship and have the Soviet Union recognise Bessarabia's union with Romania. Of course, this could only happen in Romania becomes communist and joins the Comintern. This will lead to Romania's national stability increase by 10%.

- Puppets: Decisions to lower autonomy so you can integrate them into Romania -> In the "Balkan Dominance" path Romania has the ability to puppet Slovakia, Hungary, Yugoslavia, Bulgaria, Greece and Turkey. To further continue this path of balkan dominance Romania should have the decisions to gradually lower the autonomy of the puppets and integrate them into Romania proper.

You can also make an Achievement out of this: "The Latin Ottoman Empire" -> Own all of Slovakia, Hungary, Yugoslavia, Bulgaria, Greece and Turkey. This is a reference to the territory owned by the Ottoman Empire but now being owned by Romania.

2. Add prioritization in Kingdom of Romania's building focus trees -> Not having state priorities is a bit unhistorical but not a big inconvenience for most nations. But Romania is a special case because it's going to give up 5 states before joining World War II (Bukovina, Bessarabia, Southern Bessarabia, Northern Transylvania, Southern Dobruja) out of total of 11 states. There's a high chance some of these focuses are going to spawn those buildings and resources on states Romania is going to give up before the war starts. While in singleplayer you can easily avoid this, this is especially annoying in historical multiplayer games.

This is the completion reward for "Danubian Transport Network" focus, it gives you 1 infrastructure on all 3 regions next to the Danube, if you don't have them due to losing a war you instead get 1 infrastructure on another random state, makes sense, right?

Unfortunately, the "Danubian Transport Network" is the Romanian only building focus with a priority on certain regions, the other building focuses are random, including "Hunedoara Steel Works" that is supposed to give 12 Steel in Southern Transylvania.

The priorities should be coded as following:

3. Add General Constantin Sanatescu -> He was really a great guy. He is in the game buy only as the Army Chief with a defensive bonus, while the Army Chief with an offensive bonus is Ion Antonescu, I suggest adding Constantin Sanatescu as a general too.

The son of general Gheorghe Sănătescu, he graduated from the Military School in Bucharest in 1907. He fought against Bulgaria in the Second Balkan War in 1913 and in World War I. Between the wars, he was a military attaché in Paris and then London. He became general in 1935 and was named deputy Chief of the General Staff in 1937.

Constantin Sănătescu led the Romanian legation to Moscow in 1940, after the beginning of World War II. From 1941 to 1943 he commanded the IV Corps, from 1943 to 1944, he commanded the 4th Army. During the battle between 23 August 1944 and 31 August 1944 (see point 1 about King Michael's Coup) he led the Romanian Army.

When the pro-German dictatorship of Marshal Ion Antonescu was overthrown, Constantin Sănătescu was charged by King Michael with the forming of a new government. He unsuccessfully tried to strengthen the ties with the United States, in order to save Romania from a Soviet Communist occupation, but the growing suspicion of Joseph Stalin forced him to resign on 2 December of the same year. He died of cancer in 1947, and was buried with full military honors. He was awarded Order of Saint Sava and a number of other decorations.

One more thing I forgot to mention, the population numbers in Hearts of Iron IV are completly wrong for almost any nation in the game. For some reason, the developers used the population census from 1930 instead of the population census from 1935 when the game starts.

From the countries I checked, the only countries whose population number was correct are France, Spain, Canada, Denmark, Norway, Finland and the Soviet Union. I took into account only the core territory.

For everyone else, this is how replacing the population census from 1930 with the population census from 1935 will alter the game:

You can't be serious. Do you really think that release in 25.2. should be cancelled and pushed back to march, because game should not be released with Germany having 2% less population than in reality and Romania has some minor issues with borders? Or what do you mean with "Things that need to be fixed before La Resistance comes"?

No new issues of any sort will be introduced before the DLC releases.
It is far too late for that now.

Hi Zeprion! Thanks so much for all this feedback. While unfortunately there isn't enough time to address all of this, I did fix this one! All Parties Must End now gives a non-aligned drift instead of democratic. :)

One thing that I am concerned about in 1.9 and the upcoming DLC is a long standing issue with Fascist Britain's focus to get an alliance with Nationalist Spain in exchange for giving them Gibraltar. Since 1.6, this focus hasn't consistently worked and I suspect it's because the focus checks to see if the country is Nationalist Spain and is fascist. In historical focuses, Nationalist Spain will actually have a tag like D01(usually, unless someone else has a civil war first) and I think the code of the focus may be looking for the tag SPR, which is the tag for Republican Spain.

Seeing as how Nationalist Spain will be getting its own tag, and that Franco will be non-aligned(at least initially), there will be a need to rework this focus to take into account the new realities of the DLC and the changes in the code.

Just a minor mention to make sure we avoid creating another bug while fixing this one:
The national spirit "King Carol II" that gives +0.02% democracy support is in fact used as the effect of 2 exclusive focuses: "Handle the King" where King Carol II's powers are restricted to a figurehead and the state no longer pays for his personal expenses, this is on the democratic path and here it makes sense to have +0.02% democracy support; and "All Parties Must End" where he is still in power but willingly gives up on his hendonistic lifestyle and actually starts to take care of the country, this is on the non-aligned path and was supposed to be a +0.02% Non-Alligned support.

If you only change the effect of national spirit "King Carol II" it will ruin the democratic path after "Handle the King". Instead, you should create a new national spirit such as "Competent King" that gives +0.02% Non-Alligned support.
 
Ah yes the "This is my country therefore it deserves 500000 tweaks to it."

I'm all for adding stuff to Romania and the other Balkans nations (especially as they've had a whole dlc and are still largely underdeveloped) but the amount of detail you're asking the devs to sink into Romania is dumb. Well, to rephrase a bit better telling them this is the most urgent thing on the planet and that it should be done before the dlc is dumb. So many countries have problems with them that are far more egregious and break gameplay, or just lack content in general. I don't understand why a tiny border discrepancy and a 5 year out of date population census is such a big deal that it needs to be fixed before the new dlc, particularly when larger more important (to the game) countries also have discrepancies and fixes needed to make them perfect and yet fixing Romania is apparently the only issue and is NEEDED before anything else is done.

It's great you have such a passion about your country/the country you have chosen to study, but please don't market extra achievements and tiny fixes as hyper important and need fixing/implimenting straight away, particularly when there are far bigger countries that played a far larger role in WW2 that need a lot more fixing (Poland's focus tree is bland as hell compared to all the new fancy ones, China's breaks every other game, India's autonomy focuses don't account for being puppeted by another nation etc.)
 
Fixing the population to fit the 1935 census shouldn't be too difficult for the devs to implement. I'm amazed by some of the population jumps in 5 years though. This is right in the heart of the great depression era too.

Had it kept on going at that rate, Europe would have around 2 billion people today.

EDIT: Doing some math, that was a bit exaggerated. From first glance, I thought Germany had 4+ million, growth in 5 years which would put it at around 200 million today, but with their 2.03% growth it works out to 103 million in 2020. Still around 20 or so million more than they actually have right now.

India's autonomy focuses don't account for being puppeted by another nation etc.

Perhaps India's focus tree was fixed by one of the Paradox staff? Here's a quote from the famous "releasables" Developer Diary:

As we have expanded the scope of Hearts of Iron, some old bits of content started to become outdated and lead to some annoying bugs, which I have dedicated some time to fixing. One key thing I have improved is the way that the British Raj interacts with different game options and Britain doing strange things. From now on, the Raj will be able to freely pursue their focus tree even if Britain forces them into independence, with some focuses bypassing, and others no longer requiring the Raj to be a subject.

Special thanks to Meka66 for dedicating non-work time to HoI4...although, if I understood the post correctly, the Raj focus tree was part of the work-hour requirements...but the rest of that post shows that Meka66 very much enjoys working on HoI4. Good stuff!

Another bit about the Raj focus tree that I hope was fixed was to allow the Raj to complete its UK affiliated focuses, even when the Raj becomes independent as part of the Imperial Federation process

(not free as part of the UK Decolonization route, but free as part of the Imperial Federation tree...two separate trees...and then there is the whole "India's autonomy focuses don't account for being puppeted by another nation etc." conundrum as identified in the quote at the top of this post ).

Right.

The Raj's focus tree is a complicated piece of inter-related game mechanics that each subsequent game version has made even more complicated (or "outdated" as Meka66 pointed out).

I'm all on adding stuff for other nations too, I have heard complains about Poland and Hungary's focus trees but I don't have enough knowledge in that field to make a correct suggestion.

As long as it isn't a game-breaking problem, it's not an urgent one. I never said that this is the most urgent thing on the planet, that's all on you. What I did in fact say is that these things need to be fixed before "La ressistance" comes out so that the new DLC will already have a historically accurate Romania. All my proposals are quick & easy to implement which is why I believed that it can be done, it can take 3 hours at best for a modder to implement them with the hardest part fixing the historical mess in eastern Romanian regions. The only real challenge will be the balance testing after that but none of these suggestions fundamentally change the way Romania works. One of them was fixed which is great.

Lack of content is fixed with DLC, Romania already had a DLC, it is likely it will never be revised again.

A 5 year out of date population census is a big deal in terms of missing manpower for minor nations. And again, it's very easy to implement. You can do it yourself in 30 minutes at best. Open: Hearts of Iron 4's file -> history -> states and start editing the manpower of states belong to a given nation to bring its total population to the population census from 1935.

You're just making up things again. I never said that fixing Romania is apparently the only issue and is NEEDED before anything else is done. What I did in fact say is that there are problems in Romania (mostly of historical inaccuracy but some of gameplay) that need to be fixed, the rest is completly an overinterpretation from your part.

Making suggestions about Romania does not automatically mean that I'm against suggestions for other countries or that other fixes aren't needed or that Romania needs to be prioritized before all of that. I just wanted to bring these problems into awareness so that the devs will fix them when they have the time.
Fixing the population to fit the 1935 census shouldn't be too difficult for the devs to implement. I'm amazed by some of the population jumps in 5 years though. This is right in the heart of the great depression era too.

Had it kept on going at that rate, Europe would have around 2 billion people today.

EDIT: Doing some math, that was a bit exaggerated. From first glance, I thought Germany had 4+ million, growth in 5 years which would put it at around 200 million today, but with their 2.03% growth it works out to 103 million in 2020. Still around 20 or so million more than they actually have right now.
Turns out wars and communism can solve the overpopulation problem.
