Please explain your issue is in as much detail as possible.
Hi there,

I ran into an issue with endless war over a subject. The subject demanded extra systems and planets, which have been occupied. Unfortunately the AI claims the systems are unoccupied and the extra -150 means I cannot win this war.

- Declared war on another overlord for a subject that has sworn secret fealty to my empire
- Smashed 4 AI empires with 100 warscore
- Subject demanded 3 systems and 1 planet
- Systems: Polaris, Polaris, & Telaarim
- Planet: Stenect
- All systems and the planet are occupied (even by the subject)
- War screen claims "demanding unoccupied systems and planets -50, -100)
- Subject has no occupied systems or planets
- This effectively leads to war being unwinnable atm

Suggestion:
- The subject claims a system twice (2x Polaris) - this might be a problem
- The Polaris system has an orbital ring - this might screw things up and cause the double count
- There is a second planet of the same name (Stenect) that is occupied by the player in another system as well


Finally, you should really adjust warscore acceptance. Occupying dozens of worlds means absolutely nothing right now. Occupying planets is actually detrimental as any lost army counts against your own war exhaustion. Only hunting down AI fleets actually gives warscore which is a bit effed up tbh
Wars are unnecessarily long as AI just counts warscore to +100 and has insane negative modifiers for unoccupied systems and planets.

Steps to reproduce the issue.
1. Open save game
2. Observe war goals (in declined peace offer)
3. Search for systems and planets to check that they are all occupied

Hi! I happened to have the same problem. But in my part the bug happens, when there is a planetary ring structure inside the system. The rings were build from my vassals, but lost their system either in war or through a revolt.
Now the problem is, that the system and all planets belong to the one I attack, but the planetary ring still belongs to the one that build it.
Therefore it says that I havent occupied the system, even thoughI did.

Kinda like an immortal bug for them. xD
 
I'm having a slightly less severe but fundamentally the same occurrence of this problem. I've made another bug report about it before I found this thread.
 
A simple one with the same problem.
An AI empire was attacked and a vassal of that empire occupied all systems and planets of the attacker. Still unoccupied systems and planets.

Yeah, I've encountered this a few times now. It's the ring that does not properly change occupation owner to the starbase occupation owner; thus counting the system as not fully occupied.

I am having a the same similar issue. Vassals have a rebellion and the during the war with the splinter empire the war score does not see the occupied systems. It is very trivial for me to check the systems are fully occupied because there are so few of them. It happened twice in a row with this game. Save attached.
No mods enabled.
