PATENT OF PERPETUAL PEACE AND FRIENDSHIP
In the name of God Almighty, the Father, Son, and Holy Ghost, three persons distinct and separate, and one sole divine essence. Be manifest and publicly known to all who shall see it this public instrument of confirmation and agreement, revision, and rectification of perpetual peace which was made in the year of the nativity of our Lord Jesus Christ, 1901.
We, the signatories of this patent, make known to all who shall see the present letter that perpetual peace between us and the Departments of Chile, was negotiated, at our command and acting as representative and ambassador. The said peace was first negotiated by we, the President of the Free State, and our partner in governance, the Chief of the Administration. Afterward the peace was affirmed, signed, and sworn to by the said officials acting as a competent and qualified representative of the said departments, and as their ambassador, as is set forth more fully in the instrument of agreement of peace which was made in regard to it. We should authorize, confirm, and swear to the said peace in our own person. Its tenor, word for word, is as follows:
Therefore, the President of the Free State and the Chief of Administration declared that they renounced, and they did renounce, in the name of their constituents, all allegations, exceptions, and all legal remedies and beneficial aids, ordinary and extraordinary, which might rightly belong to their constituents, or to any one of them, now or at any time hereafter, to annul, revoke, or infringe, in whole or in part, this said instrument of agreement, revision, and rectification of the said peace, with the said additions made by them, or to postpone or prevent its operation. Likewise they renounced all rights, laws, customs, usages, actions, and opinions of lawyers of which they might avail themselves of it in any way. Especially did they renounce the law and right which declares a general renunciation invalid. And for greater assurance, the said representatives, by virtue of the said powers which they have especially for it, declared that they took oath, and they did take oath, in the names and on the consciences of their constituents, for themselves and for their successors, will keep and observe the said peace, and cause it to be kept and observed, perpetually and inviolably, according as it is set forth in this instrument, in good faith, and without any evasion, deception, or mental reservation whatsoever. Their constituents will not ask of any other person who may have the power to grant and concede it, in their own name or by means of persons acting as their agents, absolution, remission, dispensation, or commutation of the said agreement. And even should this be granted proprio motu, or in any other manner besides a posteriori, they will not avail themselves of it. But the rather, notwithstanding that, they will keep, observe, and perform, and cause to be kept and performed, all that is set forth in this said contract of the said peace with the said additions, and each and every part of it, as it is set forth therein, faithfully and truly, and actually. In testimony of the truth, the said representatives approved this instrument and contract of the said peace.
The National Government shall denounce any communist insurgency orchestrated and organised by Senor Dio Guerrero as contrary to the values and traditions of the Free State; specifically, the National Government shall denounce all efforts to impose a proletarian dictatorship by revolutionary means as contrary to the democratic institutions of the Free State and in opposition to the rightful, legitimate order of government. The aforementioned Senor Guerrero is declared a traitor against the Free State and a warrant issued for his arrest. Senor Rios is also declared a traitor against the Free State and a warrant similarly issued for his arrest. The National Government shall not suffer any communist insurgency based in or operating from the Free State.
The National Government shall undertake to exclude all officers who espouse a revolutionary Marxist doctrine to impose a proletarian dictatorship by violent and extralegal means from active service and government. Such subjects shall be prohibited from entering the civil service, the legislature and the executive. Such subjects shall be rendered incapable of obtaining ministerial office; incumbent ministers professing such beliefs shall be immediately removed from office. This ordinance shall universally apply to any subject of the Free State who professes support for violent undemocratic revolutionary Marxism to impose a totalitarian dictatorship.
The Continental Administration shall undertake to suspend preparations for active interregional conflict between the Department of Panama and the Administrative territories. The Continental Administration shall withdraw all requests issued to foreign governments requesting access for the transfer and deployment of armed forces into and through their territories. In the spirit of mutual peace and friendship, the Continental Administration shall publicly renounce efforts to subvert the integrity of the Free State and the National Government shall do likewise in regard to the Continental Administration.
This instrument of agreement and peace having been seen and examined by us, by the said representatives of our council, we approve, assent to, and confirm it, and promise and swear to perform, maintain, and observe this said instrument of contract of peace, and all the articles contained in it, and each one of them, in good faith, and without any evasion, deception, or mental reservation whatsoever, by us and by our successors, and by our respective departments, lands, peoples, and citizens, under the stipulations, agreements, obligations, fines, bonds, and renunciations contained in this said contract of peace.
