Currently, a Burgundy player can elect to form France, the Netherlands, or Lotharingia without changing primary culture. With the 1.35 Domination rework of France and the upcoming 1.37 rework of the Netherlands, Lotharingia has the least potential of these three.
The tag-locked opportunities afforded by Lotharingia are claims, extra cultures, and administrative efficiency from the very tail of the Burdungian-Lotharingian mission tree. On the other hand, forming the Netherlands or France trades these opportunities in favor of a whole new mission tree, governments, etc. with valuable alternative bonuses.
Lotharingia should compete with the Netherlands (which I speculate is a 1.37 end game tag) and France (which is a 1.35 end game tag).
However, as Lotharingia is not likely to receive attention, I suggest that Lotharingia be changed to a non end game tag. Then Lotharingia can be an intermediate rather than a run ender.
