Looks like neither the Jarl or his advisor are very well versed in the concept of trade. Given how resource-focused Phoenix III appears to be, are you planning to conquer to get what you need (outside of what uniting Scandinavia will give you), or are you going to get trading? Either way is technically the Viking way.
This Viking campaign is rather short. The purpose isn't really into trading. I will be focusing on trading a lot more with my Portugal campaign.
I'd advise throwing merchants into every COT you can find, you'll rake in the money
I'm making quite a bit right now. There isn't many COT right now either.

Chapter 3
The Jarl just finished his business at the barracks when he meets up with the advisor. The advisor approaches him but the Jarl has nowhere to run.
Advisor: Jarl, where were you?
Jarl: I needed to relieve myself.
Advisor: You need to relieve yourself at the barracks?
Jarl: You see. The barracks has a great .... You don't believe me, do you?
Advisor: Why don't you come clean?
Jarl: I wanted to have our soldiers trained and armed like the Goth Noble Warriors.
Advisor: You cannot wait until our meeting is over?
Jarl: It was rather urgent.
Advisor: I see. Now that you got urgent stuff out of the way, I guess we can continue with our discussion.
Jarl: I thought we were done.
Advisor: We still have some things to discuss. Let's head to your studies.
The advisor turns around and walks towards the Jarl's study. The Jarl hoped to sneak away but, when he turns around, he sees two guards standing there.
Guard: Jarl, the study is behind you.
Jarl: Right. I must be getting tired.
The guards escorted the Jarl to his study and closed the door behind him.
Advisor: Is it fine if we make our nation more centralized?
Jarl: Sure, why not.
Advisor: Our people may not be too happy.
Jarl: Just do what's necessary.
Advisor: Yes, Jarl.
Advisor: We also got into three royal marriages.
Jarl: I couldn't care less.
Advisor: The Franks offered us an alliance.
Jarl: The Franks? Never heard of them.
Advisor: I'm afraid we don't even have them on our map.
Jarl: They are that small of a nation?
Advisor: Not exactly. We just haven't discovered any of their lands. However, there are rumors they are quite powerful.
Jarl: Then an alliance would be beneficial?
Advisor: Yes.
Jarl: Do it then!
Advisor: Yes, Jarl.
Jarl: Now that we are finished, please ask the guards to unlock the door.
Advisor: We still have some matters to discuss.
Jarl: Can't we leave it until tomorrow?
Advisor: Knowing you, we would be in a war tomorrow.
Jarl: You know me too well.
Advisor: First, it would appear we have plenty of weapons.
Jarl: Excellent! Our men will be well armed indeed.
Advisor: We also have options to construct buildings in our provinces.
Jarl: Like what?
The advisor takes out a small list.
Jarl: Me and my big mouth.
Advisor: We will start from the left. The one that is in blue.
Jarl: Looks like a road to me.
Advisor: Good observation, Jarl. A dirt road's biggest benefit is movement speed.
Jarl: Troops move quicker, right?
Advisor: Yes. We can move onto the red one. It's farming.
Jarl: Yawn. Who cares about farming?
Advisor: Farming provides manpower and more production.
Jarl: Okay, I care about farming.
Advisor: You should. Next on the list is clearing land.
Jarl: To make more houses?
Advisor: Yes, people are happier while we make more ducats.
Jarl: I like that. Ducats are great.
Advisor: Finally, we have black one. It's plantations that act like farms.
Jarl: They have same benefits as farms but cost more?
Advisor: The Gods decided on this, not me.
Jarl: Are you done now?
Advisor: You're talking as though I'm imprisoning you.
Jarl: With the guards locking the doors, you are indeed imprisoning me.
Advisor: Oh right. Well, it's your fault. Anyways, please don't start a war immediately.
Jarl: Well, ....
