Description
Fleets not at sea based at a port do not get supply from the port supply hub, nor from supplies sent in by convoy or train. They appear to use only supplies created in the port hex itself. Furthermore, if a land unit or stack is stationed in the port, those units also do not get supplies from the connected supply hub regardless of motorization level.

Steps to Reproduce
Base a fleet at a port. Put a land unit on the port.

I think this is also partially responsible for the fuel bug that I've been experiencing.

Quick Workaround - Air Transports
Aside from the workarounds suggested in the known issues list, another workaround is the use of Transport Planes. Land and Naval Units stationed on a port will accept supplies from airdrops even as they are not demanding/accepting supplies from the port or the supply hub. A small number of transport planes in a group (10) is usually sufficient to overcome the bug effects. Obviously, this is inadvisable if your side cannot maintain air superiority in the air zone, but for peacetime or out of reach areas, it's ideal.
 
I noticed that to.
I had a basic division guarding a port as USA with level 4 railway connenction to the capitol, i did get notifications of out of supply.
