Placing fleets on patrol, after a while their range drops massively...
why? -> because they are not getting any fuel (see fig 1, and 3) this is working as intended
-> why are they not getting any fuel? (unclear)
I fully meet my fuel needs by trading for oil. (see fig2)
I suspect has something to do with new supply system and ports is being funky.

I manually moved individual fleets suffering from lack of fuel to ports (see fig 4)
This was at 10am september 26 1937
I then reactivate the patrol task and within two ticks (noon september 26th) some of the fleets are out of fuel (see fig 5).

Steps to Reproduce
Grab all British ships, split into a couple of fleets.
Assign to patrol in a few areas around Britain
Some of them run out of fuel?

Some follow up information:
If I remove the Bay of Biscony as an assigned region it seems to fix the fuel issue.
When I reassign Bay of Biscony the red hashed reigons (showing lack of range) flash in/out every few hours.

*update* - this makes the issue less prevalent, but doesn't permanently fix it.
