Description
Carrier based fighters do not engage (shoot down) land based bombers in naval battles, ever.
Carrier based fighters do nothing against enemy bombers (allowing CVs in particular to be badly damaged) when moving fleets through regions that are being naval-bombed.
Test results:
Two separate engagements are shown in screen shots.
In each I have carrier based fighter planes and zero Naval AA on my ships.
Against land based bombers carrier fighters are completely impotent and do not shoot down a single plane.
Against enemy carrier planes, carrier fighters perform as expected and shoot down enemy planes.
Also:
Carrier based fighters do not protect ships or provide any AA value against bombers (land or carrier based) when moving through regions that are being naval-bombed.

Steps to Reproduce
Easy to recreate.
ISSUE ONE:
Create fleet with no Naval AA on your ships and put only Fighters on your carriers.
Create naval battle that includes enemy land based bombers.
The result will show your carrier fighters do not engage (or shoot down any) enemy land based bombers.
Your carrier based fighters will perform as expected against enemy carrier based planes.
ISSUE TWO:
Move the same fleet created above through a sea region that is being naval-bombed by the enemy (land based or carrier based planes). Your fleet will take heavy damage, focused primarily on your carriers, but your carrier based fighters will do nothing to stop this. The enemy will not lose any planes (as you have no Naval AA). Putting your carrier based planes on intercept missions has almost no effect and cannot be done anyway in cases where your fleet is on a mission (for example a 'strike force' fleet moving to battle through a bombed region cannot set it's planes to intercept).
