EU4 - Development Diary - 28th of July 2020

Good morning! After last week’s dev diary on Ayutthaya, we’re taking a voyage across the sea to Java, home of what remains of the Majapahit Empire.

Majapahit once spanned nearly all of Maritime South-East Asia, ruling over countless vassal states and tributary kingdoms across the isles. The empire reached its golden age under the administration of Gajah Mada, a renowned statesman and military leader who vowed to conquer all of Nusantara for Majapahit.

It has been almost a century since Gajah Mada left office in disgrace after attempting to subjugate the Sunda kingdom against the wishes of both monarchies. The Chinese treasure fleet expeditions of Zheng He severely disrupted the balance of power in the region, with many kingdoms taking the opportunity to strike out on their own and the Chinese supporting the rival Sultanate of Malacca in the west. The Majapahit Empire in 1444 is in a state of severe decay. Only a few of its tributaries remain loyal, a series of bloody struggles over the succession are imminent, and religious tensions are rising. The last remaining tributary states are Blambangan, Bali, Banjar, and Palembang - for owners of Mandate of Heaven, all nations in the Chinese tech group can now have Tributaries regardless of religion.

At the very start of the game, Majapahit begins a unique Disaster that puts them on the road to total collapse if not managed carefully. This is intentionally one of the most difficult disasters in the game, immediately tanking your stability and legitimacy, while also adding a modifier that increases all power costs by 15%, reduces monarch lifespan by 50%, and increases the liberty desire of all subjects by 15%. As always, numbers are not final and I’ll need to play around with this to get the difficulty level right - navigating this Disaster should be a challenge but not an insurmountable one. In addition, every succession will be challenged by a Pretender and events will further increase the Liberty Desire of subjects, who will become independent if their Liberty Desire becomes too high. After dealing with these effects for a while, you’ll be approached with an offer of financial aid from a group of Muslim merchants who wish to trade in Majapahit. Accepting their offer will provide a much-needed influx of cash, but also causes the periodic conversion of your provinces to Sunni Islam. Rejecting this offer causes Majapahit to become diplomatically and economically isolated, with penalties to your diplomatic reputation and trade power.

Above is a worst case scenario. Successor states of Demak and Mataram vie for dominance of Java while the remnants of the Majapahit court helplessly watch their nation collapse. Muslim successor states spawn by event if a significant number of your provinces convert to Islam and you cannot maintain high Legitimacy.

But all is not yet lost! Through their new mission tree, Majapahit have the means to end the Disaster and restore the golden age of their empire:

The Majapahit mission tree is a little different to the traditional mission tree structure. It begins with 4 missions that guide you through the Disaster and alleviate its effects - putting an end to the succession crises, stabilizing the spread of Islam, disabling events that increase subject liberty desire, and preventing breakaway states from emerging. Completing the Prevent Collapse mission finally puts an end to the Disaster, and adds a permanent +1 diplomatic relation slot.

This mission tree does not award permanent claims (with one notable exception) or even Subjugation CB’s against specific countries. Instead, the Enforce Loyalty mission unlocks the unique Majapahit Campaigns CB, which functions similarly to the Subjugation CB but has no time limit, a warscore cost discount of only 25% (compared to Subjugation’s 50% discount), and can be used against any nation in the Malay culture group that you’ve discovered. This eliminates the need to award CB’s or claims preceding missions like Rein in Malacca or Subjugate Makassar. This CB is improved when you complete Gajah Mada’s Oath, which requires you to form Malaya, by unlocking use of the CB against all nations in the Chinese culture group. Completing the Subjugate the Mainland mission improves it for the final time, allowing the CB to be used without restrictions.

Some additional highlights:
  • Completing the Enforce Loyalty mission converts all of your current Tributaries into Vassals.
  • The Chakravarti mission, unsurprisingly, unlocks the Chakravarti tier 1 government reform described in the previous dev diary. It has all the (unrevealed) benefits of the Mandala reform without the penalties, plus a bonus to absolutism and monthly ADM power.
  • The Candi Shrines mission unlocks a new Hindu personal deity - the Buddha. Hindu-Buddhist syncretism was extremely common in South-East Asia, especially on Java. This personal deity increases your Tolerance of Heathen by 2 and decreases your Advisor Cost by 10%.
  • The Porch of Mecca mission requires controlling the Aceh area and spreading your religion through the region. As a reward, you unlock the Propagate Religion trade policy and your Hindu provinces become immune to its effects.
  • The Eastern Campaigns and its follow-up missions each add a permanent province modifier to various uncolonized provinces in Maritime South-East Asia that make them much easier for you to colonize. The final mission in that branch, Dominate the Moluccas, awards a permanent bonus to your Colonial Range and Trade Efficiency
  • Restore the Fleet begins a chain of missions that bring you into conflict with the Ming dynasty, which shattered Majapahit’s hegemony in decades past. Disrupting Chinese Trade adds a permanent modifier increasing your Naval Morale, Blockade Efficiency, and Blockade Impact on Siege - you’re going to need this because the Great Blockade mission tasks you with blockading the entire coast of Ming China. This then grants permanent claims on the Chinese coast.
  • The rightmost missions are part of a set of missions available to all countries in Maritime South-East Asia, and focus on provinces that were noteworthy for producing specific trade goods such as iron in Palopo.

Surprisingly Majapahit does not have its own set of National Ideas in 1.30, and shares the Javan idea set with Sunda and rarely-seen tags like Banten and Mataram. This will be rectified in the South-East Asia update. Below is Majapahit’s new set of National Ideas:

I really like the fact that you are adding such unique mission rewards. There are plenty of other unique things that could be granted, like unique diplomatic interactions, opening up event chains, specialized government reforms, or maybe even crazier things, like alternative ways to complete certain age objectives or unlocking nation-unique policies.

Hopefully the variety with mission rewards will only keep increasing.

BUGFIXES WHEN???

When the patch is out. Nobody does Dev Diaries on bugfixes.

More mission trees. Exactly what we need. Who cares that the game mechanics are burning, right? :cool:

From what I understand, neondt is a Content Designer, not the Game Designer or someone who programs/fixes major mechanics.
And I do believe that he is doing these Diaries in his own time, as most Paradox Developers are returning from vacation in August. Other types of Developer Diaries won't resume before then.

All tributaries will become vassals, yeah? It`s kinda easy uniting of region, but there`s one trouble - vassal limit. 3-4 extra vassals - and you have everlasting troubles with dip. points. How to avoid it?

And, what do you think about make vassals not increasing your number of dimplomatic ties?

This is where the Strong Duchies estate privilege and Influence ideas come in handy.

When I've been playtesting with the new SEA map and content I've picked influence ideas first every time, it just fits so well with the playstyle.

Is there an opportunity(mission or event) to convert your country's religion to Islam like Kongo or Andalusia? Or do we have to do it in an old fashioned way aka via rebels?

Not for Majapahit, but countries like Sunda and Champa will have missions that allow them to convert without rebels. I may add a decision for Malay Hindus to convert if Sunni is their dominant religion as well.

You keep this mission tree if you form Malaya.

I really would love, that the nations near by get a notification event when the disaster starts and another when the disaster ends (2 different for any outcome) - its the same what I wish for the ayuttaja disaster - this simple mechanic adds a lot of flavor - not only for the nation that you programmed the disaster but also for the other nations around in a simple way.

I always loved the events when I got the informations about important things or different outcomes that happend in nations near by. is this a thing? @neondt

What also would be cool if the tributaries of majapit get an event at the begining of the disaster where they have to chose if they stay a tributary or leave the realm. (at least they should get an information event about the disaster in majapit)

Nearby countries get major event notifications about disasters starting and ending by default. If you're not seeing these you may have accidentally disabled them.


This all looks great and I am definitely going to give Majahapit a try when the update drops. Looks right up my alley.

I know that you said that Burma is a little bit outside of the scope of the update, but would it be possible to have an event or two added to do with Bayinnaung? The succession crisis after the death of King Tabinshwehti seems perfect for either a disaster or just an event where you choose between a few options for his possible replacement, maybe triggered by you having no heir for an extended period?

I'd rather not make a unique civil war for Taungu, because it's relatively rare to see them succeeding and I don't want to knock them down a peg when that happens. There will be some additional content in the Burma region however.

Now, some questions.

1. Are there Majapahit's successor missions, for Majapahit's vassal and countries spawned from Majapahit's territory? Afterall these countries are the one that will continue to rule, and not Majapahit, so they kinda deserve to have some mission, even if rather generic. I personally hoped for a Muslim and Non-Muslim Java mission tree, similar to the different version of North and South India missions.

2. Are there planned for unique estate or unique estate privilege? Not just for Majapahit, but for Southeast Asia in general?

3. Will there be unique sea doctrine or capital ship modification? Majapahit specifically, but I think Maritime Southeast Asia in general probably deserve one.

4. Will there be something to help with gain additional marine? Maritime Southeast Asia is ripe for some marine action, but as far as I aware, no countries in this region has national idea or mechanic or bonus that help gain more marine percentage.

1. Not for Majapahit, because the disaster isn't set up for the player to transition into a successor state. But Sunda will have content, including the ability to transition into one of their successor states.

2. There will be a few new estate privileges. I'll be talking about them in next week's dev diary since Khmer gets access to (I think) all of them.

3&4. Not planned but not impossible.

Does any Indonesian Minor have their own mission? I believe nation like Aceh deserves their own, and maybe Sunda? Or Sumatran Minor, as they were some sorts of descendant of Srivijaya Empire? (Pagaruyung for example was established by Adityawarman, son of Javanese nobleman and Local Malay/Minang royalty of Dharmasraya, which is contuinity of Srivijaya after their collapse)

Several minors in both Mainland and Maritime South-East Asia will get mission trees, yes. Aceh and Sunda will be among them.

Great DD @neondt. You give many unique things for Majapahit: disaster, CB, religion, etc.

I have some correction and suggestion for Majapahit design.
1. Can you add Tanjungpura kingdom into the game, in Katapang Province? Tanjungpura or later known as Sukadana is an important vassal for Majapahit and its successor (Demak and Mataram). In 1447, Tanjungpura is governed by Majapahit dynasty. Tanjungpura is also regarded as 1 of 3 major mandalas of Borneo (Tanjungpura in the west, Brunei in the north, and Banjar in the west). Tanjungpura is bigger than Sambas, territorially and politically. Also another note, Sampit Province is controlled by Banjar in 1444.

2. Change the religion of Palembang into Salafi Sunni. As a remnant of Zheng He's troops, the majority of Palembang's citizens are Salafi Sunni. But because losing the connection to the Muslim Salafi in China, many new generation of Palembangese began to shift theirschool into Syafi'i Sunni, which popular in SEA. Especially when Palembang is abandoning Majapahit and joining Demak Sultanate.

3. Give Majapahit's vassals an active role in the war of succession. Give them the ability to choose sides, either join the new spawned successor state as a vassal, remains as Majapahit's vassal, or choose neither and become a free country. All the decisions must have its own consequences. IRL, Palembang, Jambi, and Tanjungpura join Demak as a vassal, leaving Majapahit powerless and abandoned by other vassals. (Yes, Jambi is also a Majapahit's vassal in 1444).

4. It's just a flavor, but can you change the disaster name of "The Fall of Majapahit" into "The Wealth of Earth Disappeared and Diminished" / "Sirna Ilang Kertaning Bumi"? It's a chronogram used by the Javanese to remember the date of the fall of the Majapahit.

5. Not related to Majapahit, but can you change the religion of Ligor and its neighbor into Theravada? The only Muslim territories in 1444 Malay Peninsula are Malacca and Terengganu.

Yeah no.

The Filipino Country is purely post-colonial. There is no pre-colonial Philippines. There is nothing to base a formable nation upon. No united culture, no united history, no united language, and no united religion.

Even the in game Filipino culture is inaccurate. There was no Filipino culture until the 20th century. Back then it was just South Luzonite culture, North Luzon it's culture, Visayan culture, West Mindanao culture, and East Mindanao culture. I've complained about this before, and Philippines shouldn't have a Filipino culture, but several cultures including Moro, Lumad, Bisaya, and Tagalog.

You're meaning Demand Loyalty mission and not enforce loyalty CB, right?

and also: WoW! the missions you made are looking really unique! Almost a shame that you can just play them for this only nations. The propagate religion - amazing! The new hindu budda - great! Thats really unique - Iam glad that you finally have time to make South east Asia - and its very promissing until now.
Do the sucessor states and the tributaries have also acess to some of the missions? Propably not?
But I really like that there are some more missions on the right for the little nations, thats really needed.

While estates were changed latley - are there any new estates in this region planed? Or even more flavorfull - different/more estates missions/agendas for this region?

Keep up - really love to read this stuff

It will make uniting the Philippines much more difficult for any nation in the Filipino region. As it should be. There's a reason there was never any Filipino empire or united Filipino nation or proto-Philippines prior to colonization.

Neondt, is there possibility that with this expansion you could add a small event considering Ieyasu Tokugawa ?
Right now it is odd that we are stuck with the Matsudaira dynasty for the whole game

A similar thing could occur with Sunda? Sultanate of Banten and Sultanate of Cirebon are rare tags that already exist in game and their formation reasons are similar to the formation of Demak inside Majapahit.
