What are the "nations" with no provinces that get the "minor boost/setback/etc" events when Germany picks its parties for?

They were intended for some extra flavour for Germany, but have been scrapped since version 1.1, IIRC. Since we're currently on 1.3, I must ask... What version are you playing? 
I'm pretty sure that I have 1.3 but I still get an event with Germany deciding how to educate the youth and they still pop up. I always wondered what they were ...
That is positive. I just got this event whilhe playing the aforementioned version. I guess they mean nothing in this game, it is just something the devs forgot to weed out.
