Japan is planning to stay neutral in that war, which is good. Improving relations with both sides is wise.

Are there any territories that Japan might be able to steal from the weaker members of those coalitions? Especially in the Pacific? Should Spain (and maybe France) be worried?

Good point. Even if the great powers (even Russia) are immune, maybe this is the time to pick on China?
China may not be protected by anybody. But it is too big for Japan to take over. I don't think it has a Navy but it could likely overwhelm our Army by just numbers.

I might try. I have to see if China has any allies among the Great Powers.

When the new year rolled in the Liberal Party wasn’t too happy with 1887.

They lost seats, as did the Socialists and the Conservatives. While the Reactionaries, the Communists, and the Anarcho Liberals gained seats. The Liberal Party still had the majority. But for how long?

Also it meant the Party had all the same problems but with less voting power to work with.

On the other hand at least Japan wasn’t on the sinking boat that was about to be Europe.

And two wars were raging in Africa. Still.

But maybe a major war in Europe would help.

It was noticed that the Chinese Empire had no relationship with any of the Great Powers. Interesting. And its military wasn’t as large or as powerful as the Liberals had once thought. Double-plus interesting.

At the time Chinese’s only ally was Korea. The one nation already defeated by the Japanese.

Japan on the other hand was on Friendly terms with the UK, the US, Spain, and Russia.

Then, in Europe, somebody fired first. British War of Polish Liberation had begun. While, the English-German War. As they were allies in the war against Russia and their allies of Spain, France, and Two Sicilies.

NOW would be a good time, if any, to focus on gaining territory. And China was looking like an easy target.

With the war of the Great Powers drawing all attention to Eurasia Japan’s focus turned to China.

As of January, 1887, China seemed to have no friends among the Great Powers. They were free of any influence from any of the powerful nations.

As this was happening a Steamer Shipyard was built in the Province of Fukuoka.

By March it was kind of clear that Germany and the UK was winning. Not just against Russia.

Germany was also invading France. Likely the UK was beating up their enemies in the oceans.

At the same time the Province of Niigata built a Glass Factory and was still upgrading their railroads.

Near the end of March Portugal asked for permission to have Military Access. Japan agreed to this. The more the European powers hurt each other the better Japan’s position in Asia would be.

Portugal and Spain were in a war with the Dutch over New Guinea. Funny enough Spain and Portugal were both in completely different wars with somebody else. Which meant both were fighting two wars at once. Kind of had their hands full.

Then in April the scientists discovered what they called the Machine Gun Armament. But cool people called them Gatling guns.

The Army was very pleased as this invention would help them greatly in the future war with China.

I'm vaguely surprised that they're not demanding more than that now. Maybe Britain is still trying to keep a balance of power on the continent?

That may be giving the AI governments too much credit. Have you read any of my HoI3 AARs? Even the ones that don't crash come out weird....

As the war in Europe spread and other wars seemed to pop up here and there in Asia the Japanese decided they wanted to get closer to some of the Great Powers.

The Diplomats in Russia did their best to improve Japan’s relationship with the Empire. And it worked. Mostly due to their use of vodka.

In April Spain asked for, and received, Military Access. Japan had no problem with the Europeans killing each other.

In May the scientists announced they had discovered Strategic Mobility. But they could not explain what that meant. But many within the Army seemed happy. If not a tad confused.

So they went on to researching Steel Steamers. No doubt making the Navy happy.

Later that month the nation of the Netherlands asked for, and got, Military Access. Let the European military forces kill each other. The more they focus on each other the less they will get in Japan’s way.

In July the provinces of Etorofu and Shumshu, in Colonial Hokkaido, were both working on their railroads and were also ordered to start upgrading their Forts.

The government feared invasions from the naval forces of China. Not that the Chinese had much in the way of a military. But the Japanese Army and Navy wanted to make sure the coasts were well protected before the war started,

Edo finished upgrading its rail system around the same time.

By mid July the Great Powers were still beating each other up in Europe.

And Africa was normal. In other words everybody was picking on Ethiopia.

The government started to work on the war justification on the 16th of July. The goal was to Demand a Concession. Or series of Concessions. Japan wanted territory.

Wanting to make sure Russia didn’t get involved the Japanese Diplomats once again did what they could to improve Japan’s relationship between the two Empires.

By August the Province of Chiba had finished upgrading its rail system. It was decided to also upgrade the Fort.

In September the Province of Yokohama had also updated the rail system. It was also ordered to upgrade their Fort.

The Coastal and Island provinces of Kagoshima, Amari, Okinawa, Api, and Brunei all started to upgrade their Forts.

Sadly, Japan’s attempt to create a Casus Belli against China was leaked on September 11th.

Then General Sukenori Nogi died and everybody was, “Who?”

Then a Fertilizer Factory was built in Osaka. What smells they invented!

Of course the Province of Osaka was told to upgrade their Fort.

In mid September the Naval Budget was increased. Along with the spending in Land Units and Defence Spending also being increased.

The war was crawling nearer and Japan would be ready!

Then, on the 20th of September, it was announced the next elections would start.

Somebody else might be in charge of Japan when the war ended. And get all the credit! The Liberals were pissed.

With a election coming the Liberals needed to work quickly. They might be replaced by March of next year!

The War Justification was halfway done and the Liberals had to work with the Army and the Navy to get things ready.

A Artillery Factory was completed in Edo in late September.

In October there were four wars still raging on the planet. Two in Africa, one in Europe, and one in New Guinea.

The major conflict between with Great Powers had ended. Poland had been born!

Ruled by the Royal Faction it was allied with, and protected by, the UK and had a truce with the Russian Empire.

While this was happening another Fertilizer Factory was built. This time in the Province of Hakodate. At that point the province was also ordered to upgrade their Fort.

It was noticed that British ships were off the coast. No doubt returning from attacking Russian shipping.

And a Spanish warship passed by the southern colonies. The European powers, even the weak ones, had a long and powerful reach.

In November the Liberals were so busy they ignored such issues like Red John. They decided they had other issues to deal with. In other words preparing for the upcoming war. Also, as Liberals, they agreed with many of the ideas he spoke about.

The Armies were being moved to make it easier to defend the home islands and transport them when the war started.

Time was ticking away. And the war would soon be declared.

The Dutch started a war for New Guinra with Spain and...one of their allies. I forgot the third nation involved.

While the new nation of Poland pleased some people and upset others the Japanese could not care less.

They had their own goals to reach. Let the Polish now try to live between Germany and Russia. Even with the protection of the UK it was felt they might not last very long.

While the military worked hard to prepare for war the nation continued to build itself up.

The Province of Urawa, for example, upgraded its rail system.

In the middle of November the Third Home Island Army was told to go to Edo. Because the Army in the Capital was going to be loaded into the Naval Transport Ships soon. Once war had started, of course.

Around the same time, in a Province of Edo, a new Glass Factory was built.

As the military worked hard for the future war the government got sidetracked by the election.

The election seemed to center around trade and the policy related to trade.

A few days later the government informed the military that they were ready to declare war. The Army in Edo were loaded into the transport ships. Not ALL of them could fit and so three Engineer units and four Infantry units were left behind.

The First Fleet was ordered to sea. The military wanted them to be on their way before the war officially started.

Which was soon declared. On the 22nd of November, in the year 1887, Japan declared war on China.

But what did they want from the war? What would they demand from China?
