Yes, how fake can it get?

Rome with fort level 5 aswell, in the year 1488.
This player just played/cheated with Italy, as sweden has lots of ghost navies, wich a player doesn't get.

Well it is definitely cheated, but I think there's level 5 fort in Rome when playing Magna Mundi so that might also be because of it or some other mod.
