It's from Sir Arthur Conan Doyle's The Sign of Four as spoken by Mr. Sherlock Holmes to Dr. John H. Watson.
It's also on the coast. I wondered whether it represented some kind of storage/ dock facility?
It's a special dlc for the super-industrialized Aztecs that settled there during the middle ages.

I would laugh my arse off if it was a War of the Worlds DLC that added nothing to the economic or political side of the game. Seriously.

Interesting that industrial buildings are showing up in two different provinces in the same state...
Maybe if you have ten factories it shows ten in the province.... that might... work...
