AI often attacks my province beyond the command capacity

I noticed that AI often attacks my province beyond the command capacity, such as 52/48.
I can't remember if this situation happens in the previous versions, is this a common situation?

Given the date I can also imagine the AI Japan being desperate given it hasn't made any advance into China, and is likely at war with the US too at that point.
