    The Imperium of Manx (West)

The Imperium of Manx is offended at this uppity display by the Terran Barony, and informs Baron Gaius that he must drop his delusions of grandeur. We are the one true Imperium of Manx. We are stronger than you, and we control the Manx System. The Isle of Manx is the home to our government. In contrast, the Terran County is based out of the capital of the old Earth Government. Its claim to the title of Imperium holds no ground. The self-proclaimed Emperor of the Earthlings is but a deluded baronet.

The Soczarist Communczaric of Manx would like to remind the Western and the Eastern Empire that Manx isn't about a title, it is about an ideal of Humans being bound together as one and as a symbol of Liberty and Freedom, clearly both of the "Emperors" do not reflect the will of their people anymore and we highly advise them to stop the Dictatorship of the Bourgeoisie and of the Nobles and instead come together in the bonds of the People.

We request that the communists not poison the minds of the people. We believe that Mr. Valentinian should go to a Psychiatrist. Oh wait. There aren't any in his village.

We would like to correct the Statement of the Eastern Empire, unlike you we don't limit the power of the peoples mind by limiting access to education to the bourgeoisie and the aristocrats, if this is what you refer to as poisoning minds, i would rather refer to it as freeing the scientific powers of the nation.

    Sector 1

The Soczarist Communczaric of Manx started out the year by signing the Treaty of Kalmir with the Union of Central American Nations, properly delineating and recognising each others claims. The SCM also agreed to demilitarise the with the UCAN resulting border system. Relations between the two states are cordial. The Communczaric also claimed several new systems, though most of them contained planets of poor and hazardous quality. [+2 Hazardous Systems, and +1 Normal System to Soczarist Communczaric of Manx]

The SCM leadership, realising the need of an adequate defence force for their fledgling state, ordered the establishment of the People's Republican Navy. Construction was begun on five frigates and one battleship to serve as the initial forces of the PRN. [+5 Light Ships to SCM in 1 turn. +1 Heavy Ship to SCM in 2 turns. -110 credits from SCM]

A development programme was started in the second system of the SCM, recently dubbed "Luxemburg", aiming to build up the poor infrastructure and encouraging more people to move to populate the sparsely-populated system. Unfortunately, bureacratic inefficiency led to much of the funds allocated for that purpose to go to waste. [+2 Development Level to Other System. -150 credits from SCM]

The drain on state finances that the Luxemburg development programme proved to be made a noticeable impact on another grand project. The Colonial Worker's Univerisity of Kalmir, meant to focus on researching terraforming and Influencing of natural conditions, was established in the capital city of the SCM. However, poor funding led to it being of inadequate size and its equipment likewise insufficient. Still, the gesture made a great impact on the population, who viewed their new government as truly something that helped the people. [-15 credits from SCM. +5 Prestige to SCM]

The Human-Sandhana Republic similarly started out the year by signing a treaty. The treaty alleviated the tensions between the HSR and Verlin, though the latter remains suspicious of HSR motives and goals. This was not helped by the HSR beginning construction on several new warships. [+5 Light Ships to HSR. +2 Medium Ships to HSR. -110 credits from HSR. -50 credits from HSR. +50 credits to Verlin. ]

The HSR followed this up by acquiring the systems that the treaty had assigned to them, which on the whole proved to not be of splendid quality. [+1 Worthless System, +1 Hazardous System, and +2 Normal System to HSR]

Industry was also encouraged in the home system and the recently acquired colonies. This drive was overall successful, establishing an industrial base for the new colonies to build on. [+4 Development Level to Normal Systems. +1 Development level to Homesystem. -125 credits from HSR]

The Human-Sandhana biological research programme made great progress this year, with many new discoveries and breakthroughs being made. The ultimate goal of a Human-Sandhana hybrid species was estimated to be possible to be proceeded with in 2555, assuming the current rate of progress and funding. [Human-Sandhana has gained further expertise in Biological Technology. +10 Prestige to HSR. -20 credits from HSR]

In the Republic of Siltways, vast sums of money was invested in building high-capacity freight lines and new churches. Unfortunately, most of the funds put towards that purpose vanished into thin air. [+2 Development Level to Homesystem. -150 credits from Siltways]

Just as badly went the colonisation drive in what was arbitrarily designated as the "north-east". The systems found were mostly of very bad quality, and were more of a burned than a boon. A second expedition was funded to scout out some of the other nearby systems. Unfortunately, it ended up a total failure as contact was mysteriously lost, with some suspecting pirates of having seized the scout ships. [+1 Worthless System, +1 Hazardous System, and +1 Normal System to Siltways. -10 credits from Siltways.]

Construction proceeded on three new starships. One of those was designated as the "Pride of Siltway", meant to be the flagship for the Siltway navy. [+2 Medium Ships to Siltways in 2 turns. +1 Heavy Ship to Siltways in 3 turns. -132 credits from Siltways]

The incorporation of the idea of a religious manifest destiny into public schooling was heralded with much applause, firmly bringing the population behind the government's expansionist policies. [+1 Stability to Siltways]

    Sector 2

The Jorlyon Empire started out the year with a massive development programme for its new colonies. It was widely successful, providing a great boon to the Jorlyonite economy and eliminating the burden that one of the newly-claimed systems had been on the Jorlyon economy. [+1 Development Level to all three Normal Systems. +1 Development Level to Hazardous System. -100 credits from the Jorlyon Empire]

The Jorlyon Empire also seized new systems, claiming the two chokepoint systems which led into Region 1 from the "north". [+1 Hazardous System, and +1 Normal System to Jorlyon Empire]

The Jorlyon Emperor also gave a widely-broadcasted speech to the nation, boosting the popularity of the Empire. [+1 Stability to Jorlyon Empire]

The Imperial Colonial Administration was also formed. Unfortunately, it proved inefficient and unable to adequately fill its role, and would need restructuring and reforms in order to function as planned. [-10 credits from Jorlyon Empire]

The Intergalactic Empire of the Mongols started out the year by ordering three new frigates laid down. They were to be named "Khan", "Conquest" and "Kittens". When an inquiry was made as to the name of the third ship, the only answer presented was that there had been a glitch in the Sternberg A.I.. [+3 Light Ships to Mongol Empire in 2 turns. -33 credits from Mongol Empire]

The Mongol Empire also devoted a large amount of funds to improving the general quality of their warships and systems, something which achieved huge success for them, despite vastly overshooting the alloted budget. [+4 Development Levels to Other Systems. +1 Space Tech Level to Mongol Empire in 1 turn. -235 Credits from Mongol Empire]

    Sector 3

The Terran Ascendancy's colonization program continues their expansion into the galaxy. Upon moving further southward, they discover a large host of habitable systems, and their attempts at colonization this year are turn out to be much more fruitful that the previous year. However, when these exploration teams are tasked with searching for valuables that may have been left behind by previous civilizations or from the decline of the Manx Imperium, the searches prove fruitless. Shortly after these colonies are set up, a second round of exploration and colonization southward occurs, albeit being less successful. [+2 Worthless Systems, +1 Hazardous System, +4 Normal Systems to Terran Ascendancy]

Following last year's somewhat unsuccessful round of colonization, the Terrans begin to develop their colonies in the systems that are severely undeveloped. The plan, requiring only adequate funding, is a huge success, and the colonies begin turning a profit for the Terrans. [+2 Development Levels to all Hazardous Systems. -300 credits from Terran Ascendancy]

However, the Terran's last efforts for the year prove to be somewhat unsuccessful. In an attempt to further expand their own navy to guard their frontiers against pirate and foreign attack, the Terrans lay down the hulls of several more light ships. However, construction delays and setbacks extend their overall construction time. [+2 light ships to Terran Ascendancy in 2 turns. -22 credits from Terran Ascendancy]

Lastly, the Terrans attempt an expansion of their starports and tradeports in their capital system. Antiquated methods, coupled with a general lack of parts and poor construction quality, also delays the upgrades and costs the Ascendancy a large sum of credits. However, when completed, the Terran's income improves. [+1 Development Level to Terran Ascendancy Home System. +5 Other income to Terran Ascendancy]

    Sector 4

In Merchanos, the government attempts a massive expansion of the empire through a series of mass-colonizations. Colonization north and east is very swift, and five systems are rapidly secured. However, when attempting to expand west, colonization is stalled due to a lack of volunteers and supplies, and only two systems are taken. Despite this, the government stakes their flag in an entirely new host of systems. [+2 Worthless Systems, +2 Hazardous Systems, +3 Normal Systems to Merchanos].

To increase the state's relatively low annual revenue, industrial growth and expansion is encouraged throughout the state's current systems. It is a relative success, with the infrastructure on most previously-secured planets improved. [+1 Development Levels to Merchanos Home System. +2 Development Levels to 1 Merchanos Hazardous System, +1 Development Levels to 2 Merchanos Normal Systems]

In a series of negotiations with the member-states of the Trade Order, Merchanos establishes itself as a leading figure of the Order, despite being simply an observer state. Gaining large amounts of influence within the organization, the people's trust for the government - as well as their belief in security due to being aligned with these foreign powers - increases. [+1 Stability to Merchanos. +5 Prestige to Merchanos. Merchanos a leading Trade Order state, though still just an Observer]

Lastly, the Merchanos state government attempts to increase their influence with their own people by launching a second and much larger propaganda campaign. However, the people, tired of often the same repeated phrases, ignore the propaganda, much to the dismay of the government. [-20 credits from Merchanos]

The Manx Imperium, growing in influence and strength every day, begins a massive public works program on three of their most important systems. The effort is a huge success, with the Emperor hailed a hero of the Imperium and the people. [+3 Development Levels to Manx Home System. +2 Development Level to 1 Manx Hazardous System. +2 Development Levels to 1 Manx Normal System. +1 Stability to Manx Imperium. -320 credits from Manx Imperium]

The Imperium, now with a capable military, a strong and rapidly expanding navy, and a growing power base, concentrate their expansion towards the west, in the direction of the Western Imperium, which is growing to challenge the Imperium's power and influence in the region. Also colonizing to prevent the system's falls into the hands of the Westerners, the effort is largely a success, with a large number of systems grabbed for the Manx, while they also spread east a bit and grabbed two systems. [+2 Hazardous Systems, +3 Normal Systems to Manx Imperium. Western Imperium a growing threat to Manx]

With the top admirals of the Imperium laying down plans for the future of the Navy, a new training regimen is instituted to increase the navy's effectiveness in combat and maneuvering. It is a success, with the overall effectiveness of the navy improving noticeably. [+1 Level to Manx Space Forces in 1 turn. -250 credits from Manx Imperium]

Not satisfied with the growth of his navy, Emperor Gaius orders the construction of two new heavy ships and another medium ship. Upon the completion of these deadly and powerful warships, the Imperium will have the largest navy in the galaxy, unchallenged by any other government. [+2 heavy ships to Manx Imperium in 2 turns. +1 medium ship to Manx Imperium in 1 turn. -130 credits from Manx Imperium]

The Alkaterian Empire, in an attempt to succeed where they failed during the previous year, has a new set of colony ships emerge from the Void, which are then dispatched to colonize nearby worlds. The effort is massively successful, grabbing a large number of productive worlds for the Empire. [+1 Worthless System, +3 Normal Systems to Alkaterian Empire]

A new meeting is called between the highest-ranking leaders of the Empire to institute a new plan for the development of infrastructure and industry in the home system. Largely a success, though requiring a large number of credits, infrastructure is improved and industry is expanded, netting the Alkaterians a larger annual income. [+3 Development Levels to Alkaterian Home System. -150 credits from Alkaterian Empire]

The first of three major attempts by the Empire to increase internal stability and prestige is implemented when a massive military parade is held on the capital planet. Confronted by a massive cheering crowd, the military shows off their power, discipline, and effectiveness in a series of demonstrations that ultimately prove very successful. [+1 Stability to Alkaterian Empire. +5 Prestige to Alkaterian Empire]

The next stage entails the construction of a large galactic communicator that will help the Empire to communicate with their fringe worlds and their nearest outposts. It is a success, and the communicator is finished in a relatively short time. [+1 Development Level to Alkaterian Home System. -50 credits from Alkaterian Empire]

The last stage, however, was not as successful as the previous two. Military chefs aboard the Empire's warships attempt to create a series of new meals for the crew members, in order to improve morale on board the fleet. However, the crew members are extremely disappointed when they find cauliflower casserole added to their meals.

In the Brotherhood of the Stars, a development program is launched in the least developed system of the empire. Utilizing the colonists as a labor force, which proves to be a successful move as the people are put to work and are paid, infrastructure is improved in this underdeveloped system. [+1 Development Level to 1 Brotherhood Normal System. +1 Stability to Brotherhood of the Stars. -50 credits from Brotherhood of the Stars]

To give the people something to do - more rather, to keep them pacified and away from the doings of the government - the Brotherhood establishes a space-fighter racecourse in their capital system. It proves to be a huge success, as the Brotherhood not only gains interstellar fame for possessing some of the best racers and pilots in the galaxy, but it also nets the government quite a nifty profit. [+5 Prestige to Brotherhood of the Stars. +1 Stability to Brotherhood of the Stars. +5 Other income to Brotherhood of the Stars]

The Brotherhood, in an attempt to continue expanding their influence, colonize primarily northward and westward. Seizing a fair amount of new systems that have modest productivity, it is sure to boost the Brotherhood's income and power in the near future. [+1 Hazardous System, +2 Normal Systems to Brotherhood of the Stars]

Lastly, the government sent out their fleet of light ships to guard their borders and trade routes not only from foreign incursion, but from piracy and smugglers. In one particular battle with an unsuspecting pirate fleet, the undamaged Brotherhood fleet not only destroyed an equal sized enemy fleet but also secured an internal trade route. [+1 Stability to Brotherhood of the Stars]

The Communczaric is most proud of this new University and further complexes and larger funding will follow this year. The expansion program was not an as big success as we hoped, however due to our recent treaty with the UCAN, we do not have to press claims as quick as possible and can start with examining these planets of any specific or viable resource, so that a maximum efficiency can be reached and further places for work can be created, so that no worker has to suffer under the conditions of the planet.

    The Human-Sandhana Republic

This year has been a year of great prosperity and progress for the HSR. We have made large strides forward in the industrial sectors, with new industry being established in both the home system and in the new colonies. The growth in industry not only provides jobs but it also makes us economically stronger. Additionally, we continue to make huge advances in our biological research. Soon we will have achieved our ultimate goal, the creation of a new, strong species, which holds the best qualities of Humans and Sandhana. On the colonisation front, we continue our peaceful expansion outward, claiming systems which will make us stronger and provide us with much needed resources. Lastly, our construction of military vessels is not an aggressive move, but a necessity in order to protect our people.

    Name: Armakus Imperium
    Capital System: Armar
System of Government: Militaristic Electoral Empire (Resembling HRE system of electing the next Emperor from a pool of heirs to the crown)
    Leader: Emperor Marcus Exilius Terrianus
Development points used for: 1 extra system, 1 extra Heavy Ship
Backstory: Two hundred years ago, a fringe group from the Manx Imperium, obsessed with the ancient Roman Empire, boarded their private fleet and made off for the systems outside the Imperium. Seeing as the Manx Imperium has collapsed, they have decided that their centralized rule can save mankind from destruction by its own internal conflicts.
The government system is modeled on the ancient Roman Empire of Earth, but with one significant change: Instead of the last emperor's eldest surviving son inheriting the throne automatically, after the death of each emperor the Senate convenes to elect a new Emperor from the previous one's relatives, up to cousins in the second degree.
Each fleet is commanded by a Fleet Centurion, each land army is commanded by an Legion Centurion.
Each of those is divided into around five Divisions, commanded by a Half-Centurion, (land) or (naval) accordingly.
The Imperium seeks to bring all humanity (and perhaps others in the galaxy) under its reign, but is not relentless in its expansionism, and will wait for conquest.
    Only up to a point.

    The Commune-Nitheimer War (14th February 2554-19th December 2554)

In the wake of the rapid expansion of the different human polities, conflict was inevitable. However, the metaphorical avalanche that was started by a border dispute between the Union of Communes and the Nitheim Resurgence was anything but foreseen. While there were existing tensions between the UC and Nitheim, with insults constantly flinging back and forth, none of the two states had actually moved to start an armed conflict. That all changed when they shared borders. There were two systems in between the officially recognised borders of the two states, and these two systems were claimed by both states. None of them were willing to back down, and thus war was inevitable.

The declaration of war came in February 14th, 2554, from the Union of Communes, after one of their patrols had been assaulted and mostly destroyed by what was believed to have been Nitheim-founded privateers. The Resurgence neither denied nor confirmed Commune suspicions, but it was a well known fact that the Nitheim military was itching for a war to put down what they saw as a great threat, to both Nitheim itself as well as the Trade Order.

The UC-Nitheim border upon the outbreak of war in February 14th 2554. Yellow denotes the disputed area.

For the first month of the war, only skirmishes and isolated raids occured. However, it quickly picked up intensity when the Nitheim 2nd Fleet was sent out. The second Fleet used to be renowned for its ingenuity, but under the leadership of Admiral Wilhelm Hammerstiel, himself infamous for his very aggressive tactics, it had become known for its aggressiveness. They quickly entered the disputed area and engaged a Commune raiding party. Instead of letting the vastly outnumbered raiders retreat and have the fleet pick them off at a distance, Hammerstiel instead cut off their escape by sending forwards a wolfpack of frigates and utilising one new weapon in the Nitheim arsenal. This recently-developed device was known as the "Interdictor". Its function was quite simple: disabled FTL travel. However, the means by which it achieved this were not and are a well-kept secret of the Nitheim state.

With this tactic, Hammerstiel was able to trap the helpless raiders and utterly destroy every one of them, dealing a blow to the Commune People's Navy. With the disputed area mostly secured, Hammerstiel decided that the time had come to launch an offensive into the UC. Ignoring advice from some of his subordinates that it would be best if they first secured all of the disputed area, Hammerstiel ordered the Nitheim 2nd Fleet forwards into Commune territory.

Arriving at the system of Biskupin, Hammerstiel immediately ordered his fleet to the capital planet of the system, Biskupin II, ignoring other installations abound in the system. Hammerstiel had assumed that since Biskupin was a relatively undeveloped border system that there would not be much of importance on the other planetoids or asteroids in the system. Unfortunately for him, that assumption proved to be a grave mistake as the early warning relays in the outskirts of the system were able to alert the garrison, as well as the nearby Commune naval base.

The Commune garrison quickly mobilised to meet the Nitheimer fleet, positioning themselves with the defence platforms between the Nitheim Fleet and Biskupin II. Hammerstiel went for his trademark quick and aggressive strategy, aiming to knock out the garrison fleet with a quick hammer strike to decapitate the leadership. He ordered the Javelis Long-ranged Missile Frigates to fire volley after volley of missiles as most of the rest of the 2nd Fleet advanced. Hammerstiel himself, in command of the Command Cruiser NSN Fleming's Curse, remained at the outskirts of the battle.

The NSN Fleming's Curse with LRM force.

The first volley from the Javelis LRMs struck the Commune lines a short time after launch. While all of the Commune garrison remained intact from that strike, they took damage. The second and third volleys made that evident as shielding went out and some of the lighter starships exploded in a flash of white and yellow. The Commune Missile Platforms returned fire, taking out some of the Nitheim LRMs, though they were unable to stem the charge of the main contingent of the Nitheimer fleet.

Once the Nitheim advance had reached firing range, they opened fire. Nitheim lasers and autocannons passed by Commune projectiles, lighting up the dark void of space around Biskupin II. Despite being horribly outnumbered, things did not look too bleak in the beginning. However, they started to really dim when the Nitheimer Javelis frigates eliminated all of the Commune Missile Platforms, but the real killing blow was when the flagship of the Commune garrison was taken out by sustained fire from the heavy anti-capital ship laser mounted on the 2nd fleet's contingent of Krosovs.

Disorganised and without effective naval leadership, the rest of the Commune garrison was picked off with ease, as the ships of other high-ranking Commune officers were also picked off. Unfortunately for him, Hammerstiel's victory proved short-lived as UC reinforcements jumped in behind them, immediately opening fire on the weak rear of the Nitheimer fleet. The lightly-armoured LRM Frigates were decimated, and the Fleming's Curse was nearly destroyed in the surprise attack. Finding himself in a horrible strategic situation and outnumbered, Hammerstiel was forced to retreat.

The Commune force did not pursue, instead regrouping, resupplying, and repairing at Biskupin II. Commanded by Admiral Abdul Boridas al-Karshan, the Commune 3rd Fleet eventually decided to head out after having received intelligence reports on the whereabouts of the Nitheim 2nd Fleet. It was regrouping in a Nitheimer naval base in the disputed area.

The Commune 3rd Fleet moved quickly to assault the Nitheim 2nd Fleet in what would become known as the Battle of Neustein. Neustein was the moon that the Nitheim naval base orbited, something which would become crucial in the resolution of the battle as both sides attempted to utilise the small moon as cover and to manoeuver around their enemy. Ultimately, the one that managed to pull it off best was al-Karshan, who emerged the victor from the battle. The Nitheim 2nd Fleet essentially ceased to exist at Neustein as Hammerstiel was killed and its entire heavy and light arms were annhiliated. The remnants limped back to Nitheim space and would not see any action throughout the rest of the war at all.

The Commune 3rd Fleet spent a month securing the disputed area, fending off lighter Nitheim forces and destroying Nitheim installations. It was during this time that aid from the rest of the Trade Order trickled in, with the Arn Consortium launching a few raids on the UC's southern border, keeping the Commune 2nd Fleet occupied, and both the Aluxian Descendants and the Luopica Colonists providing volunteers and material aid, though mostly the Luopica Colonists.

Still, the Trade Order contribution was relatively minor and mostly just tied up forces that would in any case not have participated in the war, and the Commune 3rd Fleet prepared to move out against Nitheim after having secured the disputed area. They moved into Nitheim territory proper, smashing aside the garrison of the Neu Franken system and besieging the capital planet, Bayreuth, itself. However, Nitheim had been thorougly shaken by the destruction of the 2nd Fleet, and sent the infamous Nitheim 1st Fleet to combat the Commune incursion. The Nitheim 1st Fleet was by no means any larger or better equipped than the 2nd Fleet, but it was commanded by the recently-promoted Grand Admiral Frederick Eisenstein. Eisenstein was a relatively new Admiral, having made himself known for his iron resolve, brutal tactics, but also for caring about his men. His flagship was the most powerful ship in the entire Nitheim navy, the NSN Expedition of Destruction, a heavily modified version of the very recently-developed Kol-class of battleships.

While Eisenstein was racing to the front, the Commune 3rd Fleet had secured Bayreuth and was resupplying. Eisenstein knew that he would not be able to attack them while they were supplying, and instead set up an ambush in an asteroid field once he had been notified of the direction that the Commune 3rd Fleet would be taking, using the Interdictors to snatch the Commune Fleet out of FTL. As the Commune forces were disorganised and manoeuvering to avoid the asteroids, the Nitheim forces struck, dealing a devastating blow. Caught off-guard, under fire, and out of his element, Admiral al-Karshan still managed to gather together his fleet for a counter-attack against the Nitheimer forces, knocking out some of the faster and lighter frigates, but mainly aiming for the Interdictor Cruisers.

Although he took heavy casualties, al-Karshan managed to disable or destroy all of the Interdictors, allowing the Commune 3rd Fleet to fall back to Neu Franken, with the Nitheim 1st Fleet in hot pursuit, leaving the relatively slow Interdictors to travel back to a shipyard for repairs.

The Second Battle of Bayreuth was not too dissimilar from the first. The remnants of the Commune 3rd Fleet could hardly stand up to the Eisenstein's force, and it was all a delaying action to allow the relatively small Commune 1st Fleet to move into a position from which it could reinforce the Commune 3rd Fleet. Admiral al-Karshan had those defence platforms orbiting Bayreuth that were still intact repaired, and make-shift mines were deployed. Al-Karshan had planned on jumping away to the rendezvous point with the 1st Fleet before Eisenstein's fleet arrived, but the Nitheim force was quicker than he had assumed and arrived just before they were ready to jump away.

Eisenstein, fully aware of the fact that the Commune fleet was going to be falling back, ordered an all-out assault on the Commune Fleet, though he did first order his LRM Frigates launch a few volleys of shatter shots to clear out the Commune mines. This gave the Commune forces enough time to fall back relatively unscathed, leaving the Nitheim 1st Fleet empty-handed. Wanting a fall-back point just in case, Eisenstein secured the system, taking care to only disable the impromptu defensive works that the Commune force had put up so that Nitheim engineers would be able to make use of them.

This delay in the pursuit of the Commune forces allowed them to regroup at one of the disputed systems. Despite being reinforced by the Commune 1st Fleet, bringing the total strength up to something respectable after the disastrous defeat against the Nitheimers, Admiral al-Karshan did not fancy his chances of emerging victor in a confrontation against Eisenstein's 1st Fleet. Still, his orders were to stop the Nitheim advance at any costs. Once again, he set up defensive works, with the aim of impeding Nitheim mobility and providing some additional firepower.

The advance and retreat of al-Karshan.

Soon after the completion of these defences, the NSN Expedition of Destruction and the rest of Eisenstein's force jumped into the system, well outside firing range of both fleets, and narrowly missing the impromptu mine field which had been lain so as to have the Nitheimer force jump in right on top of them. This was something that Eisenstein had suspected that the UC force would try and he had thus jumped in further back than he otherwise would. Al-Karshan watched with dismay as his mine-field was obliterated by volleys of shatter shots from Nitheim LRM Frigates.

Eisenstein adopted a rather standard approach when moving to engage the Commune force. His LRMs would stay back and dish out punishment from afar, guarded by a few light escorts, while the heavy cruisers and the Expedition of Destruction would advance straight ahead with the goal of smashing through the enemy centre and possibly decapitate their leadership. Finally, the majority of the Nitheim light ships along with a fair number of the medium ships as well would assault both the right and left flanks of the Commune force in two groups. One of the most pressing concerns for Eisenstein would be the elimination of the Commune Carriers, which he did not delegate to any one group, though he did expect the flanking groups to have the greatest opportunity to deal with them.

The battle initially went as planned, for the Commune forces. The Nitheim flanking manoeuver was a failure as the UC fleet concentrated on them, trusting in their heavy ships to soak up the assault on the centre, or at least delay the Nitheim ships for a sufficient amount of time. This they succeeded in, though at a high cost as the Commune contingent of heavy ships was crippled. Still, they managed to inflict more damage than they took, leaving mostly just the NSN Expedition of Destruction intact.

Despite managing to eliminate the flanking manoeuvers and stopping the charge into the centre, the Commune forces were in a bad spot as the Nitheim LRMs continued pounding away at the UC positions throughout, and the heavily armed and armoured Expedition of Destruction was allowed to wreak havoc on the Commune force, its spinal-mounted heavy laser beams shearing several Commune ships in half. The Expedition of Destruction managed to single-handedly eliminate the Commune Carriers and wipe out most of the crippled remnants of the Commune centre.

The NSN Expedition of Destruction, flagship of Grand Admiral Frederick Eisenstein

It was in this situation that al-Karshan ordered a retreat with what remained of his force, travelling back into Commune space. All that remained of the once-proud Commune 1st and 3rd Fleets were a few frigates, corvettes, and medium cruisers. On the other hand, the Nitheim 1st Fleet was also badly-bloodied, its heavy contingent badly damaged and its complement of light and medium ships mostly annhiliated with the obvious exception of the LRM Frigates and their escorts that emerged form the engagement relatively unscathed.

Still, none of the sides could see any benefit in prolonging the war any further, and a peace treaty was signed on the 19th December 2554 that recognised the two disputed systems as Nitheim territory as well as forcing the UC to pay indemnities to Nitheim. Bitter from this defeat, the Union of Communes began an extensive programme to restructure and rebuild its armed forces. On the other hand, the Nitheim Resurgence was confident that its superior military would be able to eliminate any threats, and though their fleets took a heavy beating, their losses were already being quickly replaced by the growing Nitheimer war industry, which was further boosted by investment from the Arn Consortium who were very fearful of a powerful UC.

On the other hand, this victory ended a territorial dispute between Nitheim and Farunenion in favour of Nitheim. Furthermore, Nitheim started to assert its power and influence in the Trade Order much more strongly than before, garnering strong support from Verlin, the Galan Rim Union, and the Arn Consortium.

The Soczarist Communczaric of Manx would like to contact the UC, in order to make sure that both of our States, sharing the same goal of liberation for the worker can stand up to the arising threat of the Capitalist menace that is called the Trade Order. In order to do so we would extend an offer of sharing experiences and technological advances on that field.
We furthermore congratulate Admiral al-Karshan, who has, despite his technological and numerical disadvantage held out so well and secured, that only borderlands of the Union of Communes had to be conceded, rather then systems where the population lives under good condition.

OOC: Very nice update Dyra. Time for IC!

The war that has occurred between the Union of Communes and Nitheim, so close to our space, is disturbing. Being the first major interstellar war in my memory, it shows the brute strength and power of a large battle fleet while in combat.

I would like to congratulate Nitheim, its sailors and navy, and Admiral Eisenstein for their crushing victory over the UC, and having secured their dominance in the area. The UC is an aggressive state, and if their aggressive behaviors continue into the future, action must be taken. Blatant aggression over such a petty encounter as a border dispute is surely to bring about negative consequences, as well as a displeased Emperor.

Though we often remain quiet, the war between the Union of Communes and Nitheim demands that we make our position clear. The Nitheim fleet, and its commander Admiral Eisenstein have shown their determination to defend their homeland in the face of the aggressive union of communes. A nation whose ideology is wholly incompatible with that of the Trade Order. May Nitheim remain forever secure in its defense of its homeland.

SCM-UC Treaty of Friendship and Cooperation

In these times of regrowing aggressiveness by the forces of capitalism, threating the freedom and equality the Revolution has established in both our Nations, the Soczarist Communczaric of Manx and the Union of Communes have agreed that cooperation is required in order to assure that the the worker will not be forced into slavery once again.
Thus this is proposed by the SCM:

    - In times of Special crisis, the UC and the SCM agree to grant loans to each other, to make sure the population does not have to suffer.
    - An exchange program for scientists and students will be started, to assure that our armed forces and our production measures are on the highest standards.
    - The creation of an "Interstellaire", to grant fundings to organizations of the worker in nations where he has not freed himself, but can do so by peaceful means.

    Sector 1

The Human-Sandhana Republic continued its programme of rapid expansion, and like before, it brought them into conflict with their neighbour, Verlin. The Trader had just surveyed one of the systems in their planned route of expansion when HSR colonists entered the system and settled down on one of the planets. When the Verlinese surveyors protested this, citing that the system had already been claimed by Verlin, they were ridiculed and their claims dismissed, with the colonists refusing to budge. When news of this arrived in Verlin, it caused an uproar in the Verlin Congress, who demanded that the Human-Sandhana ceased their encroachment on Verlinese territory. Verlin was backed up by the Trade Order, with Nitheim as the most prominent member. Additionally, the Union of Central American Nations and the Kingdom of Komnenia became entangled in the dispute, both of them being wary of the HSR attitude as of late. The decision of what to do would have to be resolved by the HSR President. [+2 Hazardous Systems, and +2 Normal Systems to HSR. Dispute with Verlin]

This tense situation was certainly not helped by the continued build-up and modernisation of the HSR military. New ships started construction, and observers were sent to observe the ongoing Nitheim-Commune War, though they were unable to ascertain much information until it had actually concluded. Still, what information they could acquire would prove vital in improving the tactics of the HSR navy. [+1 Heavy Ship in 3 turns, +2 Medium Ships in 2 turns, and +4 Light Ships in 4 turns to HSR. +1 Space Tech Level to HSR in 2 turns. -210 credits from HSR.]

The HSR biological research hit a snag, as the research teams received nonsensical instructions with no base in reality. They were told to attempt to increase the intelligence of the new species, in spite of the fact that they were still only conducting research into the field and had not yet utilised the knowledge gained to proceed with the main project. It must also be noted that they did not yet have the expertise required to grow a sapient species. The lead researcher was deemed mentally unfit and was relieved from his position, to be replaced by a more competent colleague. [-30 credits from Human-Sandhana republic]

A search was conducted for resources on the planets of the newly colonised systems. A fair amount of minerals and metals were discovered which allowed them to cover the expenses of maintaining the colonies on the more hazardous systems. [The two hazardous systems gained each receive +1 Development Level]

The SCM-UC Treaty of Friendship and Cooperation was signed by the Soczarist Communczaric of Manx and the Union of Communes, creating a united front against the forces of capitalism. The exchange system mandated by the Treaty was immediately put into action, slowly rumbling into motion. The first effects were being felt by the end of the year as the industry in the Manx home system was expanded. Also the UC felt the positive effects of the treaty, helping speed along its militarisation programme. Additionally, the creation of the Interstellaire further cemented the bonds between not only the SCM and the UC, but also other extreme leftist parties and currents. [+1 Development Level to Homesystem. +5 Prestige to SCM. -50 credits from SCM]

Shortly following its creation, the first congress of the Interstellaire was held. Funding was granted to those extreme leftist parties who followed a non-authoritarian branch of socialism. This prompted several of those neglected authoritarian leftists to re-evaluate their stance, with some totally changing ideology to one more similar to the UC or SCM. Special funding was granted to the Communist Party of the UCAN, which allowed them to drum up much support among the UCAN populace through actions such as helping the poor and downtrodden, charity actions, and also propaganda campaigns which they before did not have the funds necessary for. As the CPUCAN did not agitate for a violent disposal of the old order, the UCAN did not react to this, especially since the growth of the CPUCAN brought the ruling coalition into trouble. Many of the leftist parties in the coalition wanted to leave it, which was in no small part encouraged by the Interstellaire, though this was not known to anybody except the SCM leadership. [CPUCAN major player in UCAN politics. Imminent UCAN political crisis. -80 credits from SCM]

The SCM also pushed funds to support the Colonial Worker's University of Kalmir. This effort was a massive success, seeing the University more than triple in size, to become a proper University. Shortly thereafter, a breakthrough was made regarding habitats on planets hazardous to human life, greatly boosting the SCM's economy. [All (2) Hazardous planets gain +1 Development Level. +5 Prestige to SCM. -40 Credits from SCM]

The SCM colonisation programme was also continued with success, with the SCM cementing its control over the Scorpion Spit. Unfortunately, the vast majority of the systems seized turned out to be utterly worthless. [+3 Worthless Systems to SCM, and +2 Normal Systems to SCM]

    Sector 2

In Mongolia, expansion started up rapidly. Vast swathes of systems were claimed by the Mongolian expansion fleets, greatly expanding the reach of the Mongolian Empire. Many of these systems were also very well-suited to human life, so they could probably be swiftly developed to provide a huge industrial and economic base for further expansion out into the stars. [+2 Worthless Systems, +3 Hazardous Systems, and +14 Normal Systems to Mongolia]

Half the Mongolian treasury was also spent to improving the defences of the home system. Unfortunately, bureacratic inefficiency led to most of those funds either disappearing into thin air or being utilised for other purposes. [+2 Development Level to Homesystem. -150 credits from Mongolia]

The Jorlyon Empire, securely in control of the entrance points to its region of space, moved to secure control of those systems lying to its south and west. Unfortunately, it was discovered that many of these systems were utterly worthless. [+3 Worthless Systems, and +2 Normal Systems to Jorlyon Empire]

The expansion of the Jorlyon navy continued, with another cruiser and three more frigates being added. [+1 Medium Ship to Jorlyon in 1 turn, +3 Light Ships to Jorlyon in 1 turn. -66 credits from Jorlyon Empire]

Concurrent with the second wave of colonisation for the year was the reformation of the Imperial Administration into something capable of administering the vast lands under the control of the Jorlyon Empire. This effort was a huge success, bringing in extra funds for the Empire that would have otherwise been lost to bureacratic inefficiency. However, the second wave of colonisation ended up an utter failure, claiming only two more systems for the Empire as the rest of the colonisation fleet was destroyed due to accidents and pirates. [+1 Hazardous System to Jorlyon, +1 Normal System to Jorlyon. +1 stability to Jorlyon Empire. +10 Other Income (Imperial Administration) to Jorlyon Empire]

Despite the new and more efficient administration, many of the funds pushed to improve the less habitable systems of the Empire still disappeared, though most of it was expended for the purpose that they were meant which did require a lot more funds than originally thought. Still, both of the less habitable systems stopped being a constant drain on Jorlyon finances. [+1 Development Level each to the 2 Jorlyon Hazardous Systems. -150 credits from Jorlyon]

    Sector 3

For the Terran Ascendancy, much of the first part of the year was marked by setbacks. Research was done for next generation laser cannons to upgrade the Terran navy with. Unfortunately, multiple setbacks pushed back the estimated time to completion and full upgrade of the pretty much nonexistent Terran navy considerably. [+1 Space Level to Terran Ascendancy in 3 turns. -110 credits from Terran Ascendancy]

The attempt to expand the Terran mining industry ended up a costly venture, also due to multiple setbacks. [+2 Development Levels to Terran Non-home systems. -150 credits from Terran Ascendancy]

The expansion of the Terran navy suffered many setbacks which made the process go painfully slowly. [+1 Medium Ship to Terran Ascendancy in 3 turns. +2 Light Ships to Terran Ascendancy in 3 turns. -55 credits from Terran Ascendancy]

However, the projects initiated during the later part of the year were more successful. The continued southward drive of expansion alloted the Ascendancy five new systems, although none of them were especially stellar quality. [+2 Worthless Systems, +2 Hazardous Systems, and +1 Normal System to Terran Ascendancy]

A successful attempt was made to iron out efficiencies and corruption in the Terran administration, netting the Ascendancy some extra income. [+5 Other Income (Efficient Administration) to Terran Ascendancy]

    Sector 4

The Alkaterian Empire launched a massive colonisation campaign, laying claim to vast swathes of uninhabited space. Unfortunately, the vast majority of these systems were hostile to Alkaterian forms of life and were mostly a drain on the Alkaterian economy. [+1 Worthless System, +4 Hazardous Systems, and +2 Normal Systems to Alkaterian Empire]

The Alkaterians also invested in building up an industrial base for their previously claimed systems. This proved to be an expensive yet successful venture. [+1 Development level to each of the four Alkaterian systems. -200 credits from Alkaterian Empire]

Several scattered elements of the Alkaterian fleet emerged from the void to form up with the existing Alkaterian forces later in the year, greatly increasing the size of the Alkaterian fleet.[+5 Light Ships to Alkaterian Empire. +3 Medium Ships to Alkaterian Empire. -96 credits from Alkaterian Empire]

Unbeknownst to most, but knownst to the Alkaterian top leadership, quite a lot of funding was put towards the system deemed totally worthless. The why, how, and where were all unknown to most of those who knew about it but were not directly involved. All of this was kept under wraps, and any outsider would not know that anything even happened. [Effects are classified. -10 credits from Alkaterian Empire]

An inquiry was also made to find out who had proposed the idea of serving Cauliflower casserole. However, after initially making some headway, the trail suspiciously dried up. What was suspicious was that a ship captain, which was the next lead in the trail of clues, had been found killed by a gunshot to the head.

While Nitheim fought the Union of Communes, Merchanos made a bid to acquire full membership in the Trade Order. This was successful, though only by a very very narrow margin. In fact, had they tried to do this a month later than what they had, then they would have surely not been accepted. With Nitheim being unable to use their full clout within the Trade Order, and with their position not being as powerful as it was after the Nitheim-Commune War, the vote looked like this: The Aluxian Descendants, Luopica Colonists, and the Galan Rim Union voted in favour. The Arn Consortium, Nitheim Resurgence, and Verlin voted in opposition of the Merchanian application. The observer state Farunenion was brought in to resolve the tie. They voted in favour of Merchanos on the promise that Merchanos would lobby in favour of full membership for Farunenion. [Merchanos now a full Trade Order member. +5 Other Income (Trade Order) to Merchanos]

In less dramatic news, Merchanos funded increased industry in their existing colonies. [+4 Development Levels to Merchanian systems. -200 credits from Merchanos]

The expansion programme of Merchanos received massive funding this year to facilitate rapid colonisation of the border systems with the Great Tiě. Unfortunately, the Tiě caught notice and sped up their colonisation programme as well. What resulted was a series of disputes, primarily in the "north". One system in particular (de facto controlled by the Great Tiě) became hotly contested between colonists from the Great Tiě and Merchanos, though several other systems along the Merchanos-Tiě border are also contested, though these are all de facto Merchanian. [+1 Worthless System, +2 Hazardous Systems, and +3 Normal Systems to Merchanos. One more Normal System disputed with the Great Tiě (de facto controlled by Great Tiě). Also several other systems claimed by Great Tiě (though de facto Merchanian)]

A second expansion programme was also undertaken, aiming to colonise the systems directly to the east and west of Merchanos. The drive to the west successfully claimed one system without problem. However, the second system claimed to the west became a source of dispute with Nitheim, with the Resurgence having de facto control over the disputed system. The eastern drive was peaceful though, the only problem met being the large number of utterly useless systems. [+3 Worthless Systems, and +1 Normal System to Merchanos. One Hazardous System disputed with Nitheim (de facto controlled by Nitheim)]

Due to these conflicts a massive expansion of the military of Merchanos was undertaken. [+2 heavy Ships to Merchanos in 2 turns. +4 Medium Ships to Merchanos in 1 turn. +5 Light Ships to Merchanos in 1 turn. -253 credits from Merchanos]

The Imperium of Manx attempted to construct an observation station on the border with the Western Imperium to ascertain the strength of the Western forces. Unfortunately, it was sabotaged and when the Manx attempted to use it they were unable to spot anything or send back any reports of this as the observation station was vaporised in an explosion. The perpetrators behind this act are unknown, though some blame the Western Imperium, the Union of Communes, the Soczarist Communczaric of Manx, or even the Trade Order.

The Manx colonisation programme received new directives this year: to at all costs block Western expansion. They succeeded in this project by concentrating their resources to settle only a few systems. Unfortunately, the Western Imperium was also quick, and managed to acquire enough of a foothold to dispute the westernmost system claimed by and - de facto administrated by - the Manx. [+2 Hazardous Systems to Imperium of Manx. One Normal System disputed with Imperium of Manx (West) (de facto controlled by Imperium of Manx (East))]

In response to the increasingly hostile relations between the Western and Eastern Manx Imperiums, the Earth-based Manx decided to construct a myriad of training facilities on the border to the Westerners. This was looked upon favourably by the Imperial populace, who felt much more secure with the better guarded borders. [+1 Stability to Imperium of Manx. Planetary defences in systems bordering Western Manx better. -10 credits from Imperium of Manx]

The Manx also spread propaganda among the people of the Western Imperium, calling them to unite and join the one true Imperium. This was surprisingly successful, causing several fringe systems to secede from the Western Imperium to form an independent state whose goal was to join with the Earth-based Imperium, calling themselves the "True Manx". The less remote systems who rebelled were brutally brought to heel, although they did buy some time for the True Manx to put together some sort of fighting force. [Western Imperium destabilised. True Manx in open revolt against Western Imperium. -20 credits from Imperium of Manx]

Due to the decrepit state of Imperial finances, the state asked people to donate for the cause of remedying that. This was mildly successful. [+20 credits to Imperium of Manx]

In the Brotherhood of the Stars, large amounts of funds were poured into improving the least livable of the Brotherhood's settled systems. This turned out to be a huge success that was well worth the money invested as income from the system shot through the roof, necessitating the repair of said roof. [+7 Development Levels to Brotherhood Hazardous System. -175 credits from Brotherhood of the Stars]

The Brotherhood colonisation programme also met with huge success as seven new systems were claimed and settled by the Brotherhood. Unfortunately, this brought the Brotherhood into conflict with Crimea Ryvuhr, who disputed the claim of some of the border systems. Tensions are high, and it is unsure if a peaceful solution can be found with the belligerent Crimeans. Despite this, the tensions have not erupted into any armed conflict as of the moment, though forces on both sides of the border are eyeing each other warily. [+1 Worthless System, +2 Hazardous Systems, and +4 Normal Systems to Brotherhood of the Stars]

Funds were also poured into constructing a giant orbital financial centre in the Brotherhood homesystem. The tasks of this station were to be many, including serving as a stock exchange and trade station. This facility was constructed to facilitate easier trade between the systems of the Brotherhood. Delays lengthened the contruction time and shattered the optimistic estimate that it would be done by the end of the year. [+5 Other Income (Homesystem Financial Centre) to the Brotherhood in 2 turns. -30 credits from Brotherhood of the Stars]

In more external businesses, the Brotherhood of the Stars successfully established full diplomatic embassies in the Great Tiě, Aluxian Descendants, and the Purian Hierarchy in anticipation of increased ties that could impossibly be effectively handled by the current relatively slow long-distance communications that bound the rest of known space together. However, when meeting with the Great Tiě to discuss this among other things, the Tiě pleaded the Brotherhood to aid them against the more powerful Merchanos, whom they had a territorial dispute with. [Brotherhood relations with Great Tiě, Aluxian Descendants, and the Purian Hierarchy are improved. Great Tiě want Brotherhood aid]

An address to the officials of Mongolia
By General Almat Conqueristan, on behalf of the glorious Khan, Ungern von Sternberg v2.0

You scoundrels! You back-stabbing betraying fools! You anti-khans!
How dare you disobey the will of the only true ruler of the Universe; the glorious Khan reborn!?
Your lives are now in the shadow of the shame you have brought upon yourselves, by fucking this affair up so royally, that instead of guns and experienced crews, we have new pavements on our home system! How will our glorious troops battle our enemies with pavements, roads and bloody telephone lines? I despise you, and so does the Khan! You're all fired! We let you live, but you shall be banished from our glorious Empire. Curse you and your families!

Ritual suicide is recommended as a way of restoring honour.

Announcement: Well, since MastahCheef117 does not seem to be able to write up his part, I will have to request that those who sent their orders to Mastah resend them to me, including myself.
Also, I would also appreciate it if somebody would like to accept a Co-GM position whose responsibilities would solely be the compilation of stats.

Now, I'm off to send my orders to myself, and then yell at myself for being a silly person who sends in orders when I already have them.
