why cant I set colonies in Oceania as Chile

As per title, I started a game as chile and set an interest in oceania to get my beloved easter island to the country ( i visited there and it was amazing)

To my dismay I cant set colonies in any oceanian island, i dont know why.

Plus easter island is part of taiti, an protectorate of GB, is gonna take a while to get it (but this is of topic, its just fine)

Also, is there an event for chile regarding the easter island?
 
Most of the islands have the severe malaria state trait, which blocks colonization until you have researched Quinine.

Apart from the correct mention of severe malaria, I think it's possible that you have the frontier colonisation law which prevents you from colonising overseas.

Oh yeah, that too. Frontier Colonization requires that your colonies are able to draw a contiguous path to your capital/culture homeland (might be either, might be both). Overseas colonies are just impossible with Frontier Colonization.

The wiki doesn't mention capital/homelands specifically, just bordering a state. I've never tried, but is it not possible to conquer an African state and colonize from there?

Yeah, I can't remember if it's clearly spelled out in game or not either, but it's definitely a condition that there is a contiguous land path with either the capital or a primary culture homeland or possibly both.

Maybe I'll see if I can determine which condition it is later and update the wiki pages to be clear.
