What features does the AI *not* know how to use now [3.4]?

Blocking a mineral or energy deposit when you aren't going to use the habitat for reactor or mining districts is a waste of orbital deposit resources, but even if the AI could build habitats without a deposit it's not capable of planning colony design ahead of time like that. Gestalt empires will waste energy deposits this way even though they already get reactor districts on every habitat automatically.

Primarily this hits technologically enlightened empires though, since they're generally stuck as single-system protectorates, although sometimes poorly-placed federation start empires will run into it as well.

astute observation about gestalt habitats, AI truly cannot be one size fits all
Yeah ok very good point about gestalts. AI should generally end up using mineral habitats for minerals eventually though, especially with the new redevelopment/specialisation economic AI

Politics as a whole is very poor in this game and what does exist is easily exploited by players, especially favors.

As to what the AI really does not do well, in this DLC the relays are not built strategically and seem to almost be haphazard in placement; seriously one neighbor has them built at the far end of some arms .... they provide zero benefit.

that's interesting because it's new... I wonder how the AI chooses to place those?

glad to see the AI is using them, though. it was not always a given that the AI would use new things.

The biggest one I think is them never using white peace and always letting the war time out no matter the situation. If the player is not the war leader the war will always last for years.

I don't know about the new ones, but the AI does not use the original 3 Enclaves at all.

Genocidal Empires also don't use their Envoys to spy, they just sit around doing nothing.
How is that possible when I can ask the eclaves about their other clients?

I believe the ai isnt capable to start a galactic revolution against the galactic emperor. There are always many empires using their envoys to support the empire and very few to undermine it. The ai doesnt use the highest spy level operations, so even if the empire would get undermined enough no ai would start the operation which causes the rebellion. Also the crisis beacon for example is never used by the ai. The ai doesnt seem to be able to even get spy lvls high enough.

The action you are talking about does not require said Empire to have any interaction with the Enclave other than having established contact with it.

So yes, AI Empires can't interact with Merchant, Artisan and Curator Enclaves.

AI doesn't understand starbase specialization. Players will have 1 or 2 starbases with 6 shipyards and fleet academy, defensive bases with all defenses + ship buffs/debuffs, rest all anchorage with naval logistics. AI starbases are always a jumbled mess.

I think that has changed, but they need to build an urban designation planet which they rarely do.

Other planet changing decisions like penal colonies etc haven’t been AI based since their introduction.

Now that the AI is quite proficient at making resources (especially with GA bonuses) they just let them pile up instead of making nice shiny fleets.

So the AI doesn't build for naval cap and won't build over the naval cap even when drowning in resources. This puts them at a serious disadvantage against players who will.

I have never seen the AI research battle debris.

I have however seen AI science ships happily assist research despite plenty of valuable debris being in the same system.

Enigmatic engineering is completely useless right now.

if that's for real, it seems like a bug? could you make a bug report w/ save?
