The Clearing Of Natajaran Slums
Ordered by several bills pushed through the Senate in the past decade the clearing of the Natajaran Slums was the first priority of the Republic after the station was reunified with its sister-stations. The living condition on Natajaran Station for a majority of the station was appalling as malnutrition, disease and growth defects from severe lack of oxygen had taken their toll while the horrid lack of maintenance in several sectors of Natajara Station caused frequent breaches to the expanse of space sometimes killing thousands before being repaired.
The efforts to repair the station were by no means cheap however with a total budget of 1,000 Galactic Community Energy Credits being allocated to the restoration. In the end 900 G.C.E.C. were spent on the restoration of the station and modernization / cleaning up of the residential districts.
The Outer Rim Republic Places An Order For An Aircraft Carrier From The Cervasian Congressional Republic
Per the Fleet Expansion Act of 2220 the Outer Rim Republic sent teams to discover whether an Aircraft Carrier would be of better quality if purchased from the Federated States of Earth or through the Cervasian Congressional Republic, upon a several month investigation both vessels proved to be of high quality yet they recommended the Cervasian Carrier.

As such the Outer Rim Republic put down 5,000 G.C.E.C. and ordered the construction of the Carrier from the Cervasian Congressional Republic's nationalized Company "Cervasian Armaments" with construction expected to take one and a half years with another year and half required for field testing with an year for Outer Rim sailors to be trained onboard the vessel and the last year for travel time.

200MT of food has been imported by the Outer Rim Republic from the Open Market to help stave off a possible famine for 260 G.C.E.C.
Scientific Breakthrough's Achieved
Additional Minerals Purchased Per The Remaining Funds From The Outer Rim Republic's 2215 Spending Bill
To cover further development an additional 500 MT of minerals were purchased at the price of 676 G.C.E.C. leaving the fund with 400 G.C.E.C. These final 400 G.C.EC. were spent two years later to purchase an additional 200 MT of minerals.
Ties Are Improved
Per the Foreign Relations Act of 2215 a non-aggression pact was established with the Republic of Beastivs as well as a Commercial Pact benefiting both nations however with the Outer Rim Republic being a major trade power in the Outer Rim is does seem like it will benefit more from this agreement.
A Surplus Of Food At Last!
Thanks to the construction of two Hydroponic Bays per the Anti-Starvation Act proposed by the R.A.F. on Natajara food production has increase massively allowing the Republic to enjoy an +23 Food positive. The first net positive in food production since the habitats were constructed and not even a net positive but a massive net positive!

New Industrial District Is Established In New Atlantis
The Battle of Prazia
Per the Operation Clear Space Authorization Bill the Republican Navy was dispatched in the year 2221 to clear out the pirate stronghold. The twelve Corvette fleet commanded by Head Admiral Samuel Ross of the I.D.P. staked out the solar system for over a month carefully observing the pirates tactics before giving the order to attack.
Almost immediately the twelve Corvettes engines roared to life and within the corvettes blinking sirens signaled the operation had begun, on the other side of the system the pirate "corvettes" radar systems began picking up hostile radar signals and dispatched their fleet to investigate.
As the fleets closed the distance Samuel Ross gave the order as the Six Miranda Class Corvettes armed with Thermonuclear Warheads launched their payloads towards the quickly advancing pirate fleet, as the warheads closed the distance it was quickly discovered that the pirates had no form of Point-Defense systems to protect themselves allowing three missiles to hit Corvette "Nancy" bursting three massive gaping holes into the warships side forcing it to begin spinning uncontrollably as its compromised hull began to tear itself apart as it began to spin hopelessly.
However just as the first pirate vessel was destroyed Eight high powered lasers commonly called "Red Lasers" began to light of the space around the battlefield as the Deflectors of the Outer Rim's Corvettes began to activate themselves as to absorb the massive heat coming from the lasers.
Moments later the six Refuge Class Corvettes streaked past the Miranda Class Missile Corvettes and began rapidly maneuvering themselves around the pirate vessels as their by Galactic Standards primitive Mass Driver's began spinning unleashing thousands of projectiles into the unshielded hulls of the pirate vessels causing massive chucks of armor to fly off in all directs, this maneuver effects distracted the pirates from the Miranda Class Missile corvettes sparing their shields in the process.
As the pirate vessels began to engage their quickly maneuvering foes the pirate corvette "Foxtrot" activitated its emergency thrusters in an attempt to close the distance between itself and the "Soma's Resurgence" one of the newly constructed corvettes of the Outer Rim's Navy named in honor of the previously destroyed O.R.S.S. Soma.
Soma's Resurgence captained by newly appointed Lisette Oswald watched as the hostile pirate vessel "Foxtrot" appeared to be attempting to ram her corvette as she noticed the enemy vessel was unique in its design as it hand an unusually reinforced frontal end, realizing the risk the pirate vessel posed to herself and her crew she activated the Soma's thrusters upwards just as the hostile vessel was about to ram the corvette, as Lisette's Corvette barely dodged the warship she ordered its Mass Driver's to begin firing shredding the top of the "Foxtrot" warship penetrating the battery storage for the vessels Red Lasers causing the vessel to explode in a glorious light.
By this point it was become ever more clear that the superior armor of the Outer Rim's Navy was giving it a clear tactical edge over its foe, allowing its crews to confidently continue fighting even while under major fire. As mass driver rounds, lasers and nuclear missiles flew across the battlefield one by one additional pirate vessels went offline or erupted into flames however this was not without the Republican Navy noticing its own cracks as several of its vessels shields had become overloaded and their armor was taking heavy fire.
As the final pirate warship began to get shredded by several Refuge Class vessels the hostile vessel opened fire on the O.R.S.S Indignant whose shields were offline and its armor all but melted away from the extreme hit, the hostile vessels laser cut right through the ship immediately killing over a dozen sailors before the hostile vessel was taken offline by a rapidly approaching missile.
The Stratocracy of Bellian Reunites With The Alanian Freehold.
Through Force....
The Military Junta of the Stratocracy of Bellian launched an surprise attack on the Alanian Free Hold in the year 2222 and after a short pitched battle reintegrated the planet into its lands, already scenes of mass arrests and public executions by firing squads have been witnessed.
The Foreign Relations Act of 2215 brought another win a mere seven years after it was passed with talks having a major breakthrough with the Outer Rim Trade Federation agreeing to a common commercial pact.
The Purchase of the O.R.S.S. Natajara
Per the terms of the Outer Rim Expansion Act the O.R.S.S. Natajara as it was named by Frederick Torres arrived January 1st, 2225 within Republican Space.
The warship itself is massive compared to other vessels within the Outer Rim's Navy consisting of 11,000 Sailors, 3,000 Marines and 500 Pilots. equal to that of nearly the entire amount of sailors onboard the 12 corvettes of the Outer Rim Republic.
The Natajara is equipped with state of the art Fusion Missiles which the Outer Rim Republic has not an official understanding on how to construct them however the contract did include over five hundred of the missiles to be ordered on top of several dozen flak and point defense weapons to protect the vessel.
The vessels main strength however is that of its strike craft
As the O.R.S.S. Natajara is capable of holding 48 Cervasian CS-51 Strike Craft which are armed with high powered Blue Lasers and miniaturized Fusion Warheads.
However the Warship is not cheap as it costs roughly 4.25 MT's of Alloy's and 6.97 G.C.E.C. to pay it's crew and to maintain the warship.

If we could develop a laser that can pierce through heavy armor, we could easily increase our power and flex our technological muscle, detering threats.

The next tier of Laser Weaponry will be prioritized research (if tech comes up, it must be selected and researched) until it is researched.

Section 1 - The Theory
- A research focus on a new weapon that will replace the Mass Driver will commence after the passing of this bill.
- Scientists have been consulted and a weapon design dubbed the “Coilgun” is deemed possible. Scientists may use the created and attached blueprints.
- The “Coilgun” will be a direct upgrade from the Mass Driver. Electromagnetic coils will replace the magnets of the Mass Driver. This will offer more firepower and allow the easier disable of enemy shields. A cost of 13 alloys for production of the weapon is expected.
Section 2 - Production
- After research is completed, manufacturing of the “Coilgun” shall start.
- A small variant of the weapon will be outfitted on all Refuge class corvettes with the Republican Navy fleet receiving priority armament.
- Incorporation of the “Coilgun” shall be completed by 2230 to allow for a smooth transition of gradual replacements.

Be it enacted that the Rimean diplomatic corps, backed by the ORSS Natajara, be sent to the capital of the Outer Rim Trade Federation to renegotiate the terms of their monopoly over Rimean trade and presence in Rimean worlds. The mandate of these negotiations is to extract tribute for continued presence of their merchants in the Rim or complete evacuation so that Rimeans can be the primary beneficiary of their productivity

Section 2:
ORSS Natajara is the name of the new battleship
Mandate refers to the primary goal, in this case to demand recompense for their trading activities.
Section 3:
The negotiations shall be run by a joint commission of the naval admiralty, economic ministers and diplomatic envoys. This operation shall be funded by the Rimean Diplomatic Corps.
Section 4:
The diplomatic corps will be sent in late 2229 so that the response by the Outer Rim Trade Federation can be discussed by the senate after the 2230 election.
Emergency Governor Replacement Act of 2225

Due to Nyman’s dismissal of several governors, we must fill these positions before the vacancy damages our people and our Republic. As the appointment of governors is a potential ability the Minister of Economics has, the Senate should step in and select internim governors until the next election.
The people to fill these roles should be:

System of Rehabilitation
A use of a prison to educate and redirect the path of a prisoner, with the goal being eventual reintegration into society as a productive member of said society.

Our citizens should know their lives and homes are protected from the government and that they can live comfortable without needing to worry. No longer should it be possible for this Republic to remove people from their homes and lives.
- This Bill will change our Republic's policy of Resettlement to Prohibited, allowing our people to choose where they live within our Republic.

Real Estate Area Value Tax of 2225
Proposed by Senator Violet Lee of WOLF
This bill imposes a tax on the real estate area, be it land or habitat space, held by private individuals and organizations, assessed based on the market value of real estate area they hold. The expected net effect of this proposal is to incentivize the productive usage of real Estate Area, lowering district expansion costs and making transportation development more efficient, lowering wastage of consumer goods and food.

The fairness acts have gone too far and cause for a decline in overall diplomatic abilities and conversation.
As such we call for its immediate removal.
Repealing of Sections of the Expansion Act of 2220
The Expansion Act if 2220 is an effective and good Act in some ways however in other ways it is unrealistic, this addition to the bill seeks to repeal the unrealistic sections.
Repealing of the 4,000 Energy Credit reserve for food*
Due to an increase in food production this massive portion of our budget is no longer needed.
2,000 G.C.E.C. shall go towards Consumer Goods
The building of three housing districts on Persephone
This project is a blatant waste of resources with Persephone having room for 5 more "pops". Three more housing districts would mean building housing for three times the population of the station, leaving vast sections of the station uninhabited.
One Housing District shall be built when needed.
Saraswathi Station Labs & Consumer Good Facilities
The Act calls for two science labs to be produced with an additional Consumer Good Factory being built this would mean six new jobs are made when there is still room for an entire pop. It is not needed.

Mitra Energy Generator
Continued focus on trade is the best way to ensure wealth in Mitra and the Republic.
That our first colony is to be a geothermal Energy producing planet
It is too early to decide what this planet will specialize in. As such we shall remove that act.
Voluntary Service Act
It is a crime to force people to places where they do not want to go, called kidnapping. It is the same for the Republics men and women, forced to go to war. This is something that must be amended.
The Voluntary Service act calls for all drafts of reserves, and conscription to end and rely on those who truly want to fight for the Republic if such a situation should arise.

Enhancement of the Arts and Entertainment Act of 2225

Recognizing that surveys of both the New Atlantis and Saraswahti habitats show a significant decline in morale as a result of a lack of amenities, this proposal funds the construction of one modern Holo-Theatre in each of these two habitats to improve entertainment and arts amenities on both habitats.

Antitrust Bureau Creation Bill

-The antitrust bureau (AB) shall be created as a service branch underneath the minister of industry’s department.
-To prevent direct political influence the director of the antitrust Bureau shall be appointed by the minister of Industry Approved by the chancellor for a term of 20 years.
-One person can only serve one term as director for a lifetime.
- The bureau's main goal will be to investigate and identify large businesses that are counterproductive to the capitalistic system of the nation, as well as identifying oligopolies and monopolies. With these investigations they will also research and find solutions to offer to the senate.
-The Bureau shall report these businesses to the minister of Industry and the Senate at Large in yearly reports presented by the director.
-In the Bureaus report and presentation they must also offer Solutions to the economic problems these large businesses are creating.
The Governmental Empowerment Act

- That the Minister of Defence is given a quintennial budget of 500 EC to retrofit and repair the Fleet and Marine Forces of the Republic.
- That the Minister of Defence is given the authourity to reorganise and move around Naval and Ground forces, solely within the borders of the Republic.
- That the Minister of the Economy is given a quintennial budget of 150 EC, to be denied if reserves are limited to 2k EC, to buy minerals to construct a mining station of their own design.
- That the Governors are given a decennial budget of 250 EC each, to be denied if reserves are limited to 2k EC, to buy minerals to construct a district or building of their own design.
-That the Minister of Science and his heads are given the sole responsibility of charting out the Republic's technological path unless ordained otherwise by the senate. Also, gives a twenty year budget of 800 EC to buy minerals or alloys for construction of Research, Observation Outposts and or Science Ships.
Amoeba Home System Exploration Bill

Farmer's Market Encouragement Act of 2225
Proposed by Senator Violet Lee of WOLF
Recognizing that both Persephone and Natarajan are on the brink of experiencing unemployment, along with the declining state of basic amenities on the habitats, this bill seeks to embrace the role of both habitats as bread baskets of the republic by incentivizing the creation and promotion of, a variety of farmer's markets within the habitats that make use of locally grown food, so as to improve local amenities, aid the habitat in becoming a hub of tourism, and increasing employment opportunities, along with directing investment towards an additional Hydroponics Farm on Natarajan.

Knowledge Economy Supply Chain Enhancement Act of 2225

Recognizing the importance of an unencumbered, stable and efficient supply chain to a knowledge economy capable of producing great scientific achievements, compelling art and well managed governance, this law seeks to streamline unnecessary features of the regulatory state as it pertains to the transportation of consumer goods to sections of our knowledge economy, cutting down general consumer goods waste in industry.

Recognizing the that the next round of workforce growth on the colony of Hephaestus will lead to full employment meaning that the one that follows afterward will lead to unemployment, this bill provides for the zoning of an additional mining District on the surface of Hephaestus.

Space Construction Enhancement Act of 2225

Recognizing that our existing space construction ship has served us well, but the expansion of our space infrastructure has put a significant burden on its responsibilities given the recent expansion and the more timely construction means greater benefits in a shorter period of time, this bill provides for the production of an additional construction ship to augment our infrastructure expansion capacity.

Per the Hephaestus Homestead Act 1,600 G.C.E.C. were put aside for investment into clearing two of the three major irradiated areas on the planet giving the planet a larger swath of inhabitable land as well as gradually healing the planet thanks to the removal of such radioactive materials.

Per the Hephaestus Homestead Act 1,600 G.C.E.C. were put aside for investment into clearing two of the three major irradiated areas on the planet giving the planet a larger swath of inhabitable land as well as gradually healing the planet thanks to the removal of such radioactive materials.
Prazia.... A Land of Wonder
As Science vessels hovered over the planet of Prazia it was immediately apparent that not only was the planet habitable but that it was inhabited by scattered slums of people who had clearly been oppressed by the pirates whom used Prazia as their base of operations before it was destroyed in the Battle of Prazia just two years earlier.
The colonists of Prazia opened their arms to the surveyors of the Outer Rim Republic and informed them of everything they needed to know before a rather depressing celebration was held in honor of the Outer Rim Republic and their victory over the pirate menace, the celebration in question included what little scraps of food they had.

Refugee's Arrive
Refugee's from the Florian Pact on the other side of the Galaxy arrived at the Outer Rim Republic in the year 2227 with tales of a brutal war between the Florian Pact and the Stratocracy of Bellian and the Military Junta of Yurio, they spoke of horrors such as mass executions, starvation and systematic extermination of districts on planets that resisted their advance.
The refugee's eventually settled in Natajara Station looking forward to their new lives.

Technological Breakthroughs
Pirates Emerge From The South
The system GN-063 began reporting scattered distress signals as the systems Mining colonies began reporting that unknown vessels had entered the system from the South and began demanding they shut down their systems and hand over any collected goods they had on them, the station refused which led to the pirates giving the system sixty days to hand over their supplies before hostilities were to begin.
The pirates began claiming the reason for their arrival was due to the Outer Rim Republic's assault on their Prazian Outpost and warned them that this raid was the first of many as the Raider of the Stars had set his eyes upon the meager Republic of the Outer Rim.
Almost immediately Minister of Defense Frederick Torres gave the order allowing the deploying of the Republican Navy to intercept this pirate fleet and if needed neutralize it, the combined fleet of the Outer Rim composed of 6 Miranda Class Missile Corvettes, 6 Refuge Interceptor Corvettes, 1 Battle-Carrier the O.R.S.S. Natajara and it's complement of 48 CS-51 Strike Craft all of which have payloads of several fusion warheads.
As the Republican Navy got into position, the pirates demands went unanswered, as the pirates prepared to launch their sortie an additional 6 pirate corvettes entered the system to further reinforce their allies.
Detailed Assessment of the Enemy Flotilla
As the Republican Navy entered the system, the O.R.S.S. Natajara began preliminary scans to assess the strength of the pirate flotilla, quickly deciphering the pirates communications it discovered that the Fleet was in fact four different flotilla's from three different banditry organizations all of whom were led by a mysterious figure someone in the Western edge of the Galaxy.
They spoke about how they would seize the Natajara in the engagement and use it to wreck chaos across the Outer Rim for years to come.
The actual pirate vessels shared no same design and appeared to nothing more than a ragtag group of commercially available vessels which they refurbished with an assortment of lasers and mass drivers, with the vessels having no form of shields whatsoever and their armor being meager at best it was decided that the O.R.S.S. Natajara would deploy its strike craft squadron to wreck havoc on the enemy vessels before allowing the Corvette's of the Outer Rim Navy to finish the job.
As the Republican Navy's engines roared to life to close the distance as did the engines of the Pirate Flotilla's which quickly began attempting to close the distance.
With an estimated nine minutes left before the pirate warships weapons were to be within range the first strike group of strike craft were deployed from the O.R.S.S. zooming towards the enemy flotilla as thousands of mass driver rounds began firing wildly attempting to shoot down the agile strike craft as the Mass Driver's systems which were never meant to target such small vessels failed spectacularly as the strike group of six strike craft managing to score five hits on one of the enemy "corvettes" quickly turning its lights off.
As the enemy fleet began attempting to close the distance the Republican Navy began a feigned retreat attempting to maximize the strike capabilities of the Natajara's Strike Craft before close combat is initiated.
As the Pirate Flotilla's were two minutes before entering firing range the last of the Natajara's strike craft were deployed as 48 Fusion Armed Strike Craft began hit and run maneuvers against the vulnerable pirate fleet.
As the enemy flotilla entered firing range the O.R.S.S. Natajara immediately fired off two of it's fusion warheads immediately forcing one of the pirate vessels to burst into flames however the pirates immediately returned fire as mass driver and energy lasers alike engaged the O.R.S.S. Natajara whose Improved Deflectors immediately activated protecting the crew from any harm as the Republican Navy's Corvettes began engaging the already exhausted pirate flotilla.

As Samuel Ross gave the order to attack the 12 Republican Corvette's conducted a series of sharp high stress turns allowing them to tear through the side of the Pirate Fleet immediately causing five of the vessels to explode or go offline, by this point of the battle the Pirate Fleet began heavily wavering as it was clear they had misjudged the situation as Strike Craft, Corvette and Battle-Carrier alike engaged the low tech pirates.
As the battle debris of disabled Pirate Vessels increased the deflectors of the Republican Navy kept their vessels safe and secure from the debris however the pirate flotilla's were not so fortunate as high speed fragments of metal began shredding through their hulls and compartments causing dire damage to the remaining vessels.
The entire battle was over within twenty minutes as twenty four pirate warships lay disabled and in ruins across the battlefield while roughly twenty five thousand pirates, brigands and marauders began floating through space as lifeless and stiff bodies or more prevalent were the thousands of dead in-tombed within the hulls of their warships.

With the surveying concluded for the planet of Prazia the O.R.S.S Prazia has departed the Mituhar System and has begun its journey towards Prazia. A massive moment for the Outer Rim Republic as it will be their first ever colonization of a truly habitable planet.
The Costs & Benefits of the Expansion Act
The Expansion Act was championed through the Senate as a massive infrastructure bill that would spread across all habitats within the Outer Rim however it was in a way pointed out that it's costs were rather immense and some of its constructions would go unused for potentially decades.
Construction of the first pieces of the Act began in 2225 with three Housing Districts being produced on Persephone for a total of 1,275 MT of Minerals.
An additional 1,000 MT of minerals were immediately purchased to afford additional areas of the act for 1,400 G.C.E.C. allowing for the purchases of a new Housing district on Natajara for 425 MT of Minerals with an additional research district being constructed on Saraswathi for 425 MT of minerals.
Shortly afters an Consumer Goods factory was ordered to be produced on Saraswathi as well as to help offset the Consumer Goods deficit that would follow.

I doubt it. None of the coalitions are particularly stable other than the Red Star Alliance, who are very inactive. The Rational Bloc will likely split up when the leaders die or retire, and the Republican Curtain is less a coalition and more an Anti-Communist alliance. Additionally the Unaligned still make up the largest voting block, and compromise between the Coalitions is difficult for RB and RC and impossible for the RSA in almost all cases.

Chancellorship
The Election of 2230 marked the first election in thirty years that Saabir Muhammad Hakin the two time Chancellor and leader of the now defunct Social Equity Alliance did not run, Hakin's refusal to run for a third term led to a massive power vacuum within the Republic as several candidates vied for the prominent position of Chancellor.
The race was close however there was a likely front-runner in the race as Macy Mallach the Republic incumbent Vice Chancellor for two terms announced her intention to run for the Chancellorship however the race was far from certain especially with the introduction of Ranked Voting.

Vice Chancellorship
With Incumbent Vice Chancellor Macy Mallach running for the Chancellorship it left a major opening for the position of Vice Chancellor as Mallach had in both of her Vice Chancellorship runs gained over 50% of the vote providing herself with a solid and powerful mandate however with her presence absent the position had no clear victor with Matthew Lake being the front runner but it was far too close to guess who could win.

The race for Minister of Defense was a two way showdown giving reminders of the 2210 Minister of Defense election because well it was a showdown between the exact two candidates as Jeremy Hatchet and Frederick Torres ran for the top ranked position.

The race for the Ministry of Economic Development saw Andreas Nyman the surprise victor of the prior election for the position running for a second term against a rather competitive group of candidates who ranged from Right leaning to moderate left which was in contrast to Nyman's far-left communistic policies.

Nyman however managed to maintain his strength as a candidate of the people for his economic policies and managed to secure yet another victory for the Ministry after securing 55% of the vote.

In the election for Minister of Scientific Research and Development, Dalton Fifewood announced he would run for a third term as Minister competing against Edward Creed a known militarist and Iosa Mcnoafa a newcomer to the Republic's Senate frequently coined as a religious fanatic.

Maintaining his trend of victories Dalton Fifewood walked away with 54% of the vote without needing a single candidate to be disqualified due to ranked choice, securing himself another ten years in the position and securing his policies in the Republic's Scientific Development.

There were only two candidates for the Chancellorship this time. Is this a sign of alliances between parties?
Well not two, there were four but the other two were lightweights, but yeah it is. Alliances and endorsements really solidified last session and this session its even more pronounced. There's some co-operation, particularly with the DV- everybody important likes them- but we're beginning to see partisan voting on both sides. A more accurate reflection of the alliances is the Vice Chancellor Race. See how close it came to? Yeah you can blame ranked voting and endorsements for it. The left threw their weight behind Lake, right behind Solimon and ranked voting just boosted Solimon to victory. It wasn't a free-for-all power race- with the exception of Jehil the rest were small fish. Its had some, interesting, consequences this session. But two-party system? Nah. Its more of a German-style coalition system but we've definitely cut down on the parties. You can pretty much tell who the big fish are ,with some exceptions, now.

- A series of sections meant to cover development across the republic's colonies over the coming years
- A Section intended to regulate the order of construction of buildings and districts in this and future bills
Habitat Central Control Enhancement Section:
The purpose of this section is to enhance the administrative and bureaucratic capacity of the Saraswathi and New Atlantis habitats so as to compensate for the poor amenities on both habitats and to preempt the possibility of unemployment on the latter.
(In game effect: Upgrade Habitat Administration buildings on both Saraswathi and New Atlantis to Habitat Central Control buildings.)
Hephaestus Mineral Zoning Expansion Section:
Recognizing that the next round of workforce growth on the colony of Hephaestus will lead to unemployment, this section provides for the zoning of an additional mining district on the surface of Hephaestus.

Persephone Redevelopment Section:
Recognising that Persephone's housing space was grossly overbuilt to the tune of 100s megatons of raw materials as consequence of avoidable errors in the Expansion Bills of 2220, while also taking in account of the habitat's unique position over a mineral rich planet, this section seeks to begin the rezoning the existing Habitation District into Astro-Mining Bays. While hydroponic farms will remain in the habitat, it only makes sense to exploit the minerals in the planet below. This will have no negative effect on existing farming and will in fact make use of existing food shipment relationships
(In Game Effect: Replace one Habitation District with an Astro-Mining Bay, change habitat designation to Mining Station.)
Enhancement of the Arts and Entertainment Section:
Recognizing that surveys of New Atlantis, Saraswahti and Hephaestus show a significant decline in morale as a result of a lack of amenities, this section funds the construction of one modern Holo-Theater for each of these three colonies to improve their entertainment and arts sectors

Mitra Trade Improvement Section:
As the capital habitat of Mitra has a pivotal role in trade within our republic and to other nations, this section seeks to change zoning on Mitra to expand our trading capacities with an additional trade district.

Grant Standardization Section:
This section of the bill intends to regulate the zoning of districts and the construction of buildings in order to minimize unemployment and ensure the timely use of buildings and districts that are developed:
The following rules are to be followed in the ordering of ‘Constructions’ defined as both Districts and Buildings.
- Constructions are to be prioritized by rates if unemployment, higher unemployment first
Where two or more constructions equal each other in the above criteria, the following rules are to be followed:
- Public Service (Unity, Research, Amenities, Policing etc.) constructions should be prioritized over industrial construction (everything else)
- Industrial constructions should be prioritized by the market value of the product that they are to produce.
Additional Regulations:
- Constructions should not be ordered for a colony before the conclusion of an ongoing construction on said colony.
- The presence of specific construction directions on future bills suspend the regulations in this bill as it pertains to the constructions in said bill.
- These regulations do not apply to constructions invested in by Governors from resources acquired through the “Governmental Empowerment Act”
- Governors are free to change habitat designations every 5 years
- Governors may sell, purchase, trade and loan resources provided to them under the "Governmental Empowerment Act” for gainful purposes.

Army Reform And Rehabilitation Act
This act is endorsed by the ORCP and co sponsored by then but presented by the Reform Party
The purpose of this act is simply to improve and rehabilitate the military and bring it on par with the navy which has received an unbelievable favorability over the army leaving the army small and neglected by majority of the previous governments. An army that cannot defend the republic is one that has no purpose, thus it is of the utmost importance to bring the army back into a fighting force large enough to defend the republic.
This act will do the following:
1.Require a expansion of the army between 10 to 20 units bigger than the current size depending on the opinions of the minister of defense
2. Grant freedom of the military generals to move units around the republic as needed for training or to prepare for campaigns
3. Require the Research Minister to Bring the army up to technological standards of a modern military. (Simply means that the in game technology for the army will be improved im not a stellaris player so whatever that means for magnum)
4. Invest in new military bases and training centers across the republic to increase recruitment, training, and ease the military's ability to deploy across the republic in case of insurgency or war.

In order for the facilitation of scientific discoveries, future expansions of the Republic, and the location of new habitable worlds, exploratory missions are to be carried out by Rimean science personnel. SECTION 2. “Plus Habitable World” refers to any world which is considered to have an environmental similarity rating of at least 60%, and is therefore more suited to survivability of human life. “Exploratory Mission” refers to independent operations by Rimean Science vessels, including but not limited to: system charting, scanning, survey, and/or sampling. “Science Ship” refers to a vessel fitted out for missions of scientific nature. These ships should have the capabilities of operating independently from auxiliary craft, and be equipped with general scientific facilities, planetary and system survey equipment, and long range communications. SECTION 3. This be will be carried out by the Ministry of Scientific Research and Development (MSRD)
SECTION 4. This bill will enter effect immediately, and will last for 10 years, before it must be renewed, updated, and/or amended. SECTION 5. All laws in conflict with this legislation are hereby declared null and void. |

Grant Standardisation Section
This section of the bill intends to regulate the zoning of districts and the construction of buildings in order to minimise unemployment and ensure the timely use of buildings and districts that are developed
The following rules are to be followed in the ordering of ‘Constructions’ defined as both Districts and Buildings.
- Constructions are to be prioritised by rates if unemployment, higher unemployment first
Where two or more constructions equal each other in the above criteria, the following rules are to be followed:
- Public Service (Unity, Research, Amenities, Policing etc.) constructions should be prioritised over industrial construction
- Industrial constructions should be prioritised by the market value of the product that they are to produce.
Additional Regulations:
- These regulations do not apply to constructions invested in by Governors from resources acquired through the “Governmental Empowerment Act”
- Governors are free to change habitat designations every 5 years
- Governors may sell, purchase, trade and loan resources provided to them under the "Governmental Empowerment Act” for gainful purposes.
Funding Plan
The Bill, with increased amount of income flowing into the Republic is to be given a budget of 4000 EC and in matters where it could or has resulted in unemployment, homelessness or shortages the bill will take priority over all other bills. In order to gain additional funding if required Food above the point of 2500 Food shall be exported and funding gained from it shall be used to purchase materials required.

Economic Ministry Expansion Bill

In its current state, the ministry of economic development lacks any real power or budget to head meaningful industrial projects in the Republic, and only functions as nothing more than an advisory council in economic fields. This bill proposed the creation of a budget and giving of real powers which will allow the ministry to construct projects in a way it sees fit, thus improving the republics economic effectiveness.
- The Ministry of Economic Development will be given a budget of 400 minerals and 600 energy credits per 10 years.
- The Minister of Economic Development is given powers to clear blockers and construct buildings as long as they are within the cost of the previously mentioned budget. Before construction can be started however a permission from the chancellor is needed, as well as a public announcement to the senate. The senate is also given the capability to override a decision by the Ministry of Economic Development by a majority vote.

The Unemployment Benefit is to be raised from 15,000 ORRD to 30,000 ORRD for every Unemployed Citizen of the Republic that wishes it
The Outer Rim Department of Unemployment Benefits and Employment - O.R.D.U.B.E is to be in charge of ensuring the operation of Unemployment Benefit operates well.
O.R.D.U.B.E has the authority to grant loans to those currently benefiting from O.R.D.U.B.E. The loans are to be from 10,000 ORRD to 250,000 ORRD to start small businesses. The loans are to have an interest rate of no higher than 3% and must be used for a business.’
O.R.D.U.B.E is to establish multiple agencies to aid the unemployed in finding employment
O.R.D.U.B.E and its functions are to begin as of 1/3/2230
Section B: Outer Rim Medical Welfare Department - O.R.M.W.D (I’m open for name Suggestions)
All Medical Personnel are to register with the O.R.M.W.D to be considered a Legal Practitioner.
Part 1 of Section B will be active as of 1/1/2231.
Every Citizen of the Republic of the Outer Rim is to have access to a General Practitioner who is qualified by the O.R.M.W.D as a General Practitioner.
The cost of all Medical Bills that were received by any citizen of the Republic of the Outer Rim are to be paid for by O.R.M.W.D if it was a Licensed Legal Practitioner of O.R.M.W.D .
10 Billion ORRD are to be assigned to O.R.M.W.D which will use the funds in establishing an administration, subsidizing the creation of more Medical Infrastructure and making it cheaper for all Citizens to enroll in Medical Schools.
The O.R.M.W.D is to Receive what is necessary to fund it after the initial investment
Part 3, Part 4, Part 5 and Part 6 are all to be active as of 1/6/2230
Section C: Expansion of Employees Benefits
The employer and employee are to agree upon how much money will be contributed to the Employee Insurance Fund of the company to cover all of the following areas. The employees contribution cannot be higher then 12.5%, and 20% of the employees wage is to be put into the Insurance Fund each week (The employer will pay some of the value with the exact amount agreed upon, as stated the employees contribution cannot be higher then 12.5%)
21 Days of Paid Leave after One Year of Experience are to be Guaranteed, The Paid Leave is to be half paid by the employer and half paid by the Employee Insurance Fund
Every citizen will have access to Maternity Leave when having a child, 3 Months are to be guaranteed, while a month of Paternity Leave is to be guaranteed, the employee may decide when they are to spend their Maternity or Paternity Leave.
Every employee, with a child under the age of 6 will be entitled to take up to a month of Paid Parental Leave, the employee may also decide to reduce their hours to 30 per week or not do one day of work per week at the minimum. The Employee may also use their Employee Insurance fund to take Parental Leave for up to 2 Years.
The Outer Rim Workers Rights Department - O.R.W.R.D shall ensure that all citizens of the Outer Rim gain these benefits.
Part 1 through Part 5 will be implemented on 1/2/2230
Section D: Expansion and Reform of the Disability Fund
The Outer Rim Disability Agency - O.R.D.A is to be created to manage disability payments in accordance with Part 2 and Part 3.
Three categories of disabilities are to be used for payment purposes, C: Minor Disabilities, B: Medium Disabilities A: Major Disabilities. O.R.D.A is to place specific disabilities into different categories.
All Citizens of the Republic of the Outer Rim are to receive 5,000 ORRD for having a disability in the C category, they are to receive 10,000 ORRD for having a disability in the B category and 20,000 ORRD for having a disability in the A category.
If there is a certified way to remove a disability or treat it, it is to be payed for fully by O.R.D.A.
Part 1 through 4 will be implemented on 1/2/2230
Section E: Minimum Wage, Working Hours and Retirement Age
The Minimum Wage per hour is to be increased from 340 ORRD an hour to 800 ORRD an hour.
Retirement Age is to be decreased to 65 Years Old, A Person may retire at the Age of 60 and still receive Pensions if they have worked for 40 Years or more.
The Maximum Weekly Working hours of the Republic are to be decreased from 50 Hours a week to 40 Hours a week.
The Rimean Competition Bureau is placed in charge of Ensuring that all Corporations meet the Standards of Section E.
Section E will be effective on 30/3/2230
Section F: Pensions
If a Citizen of the Outer Rim has worked for more then 35 Years or are at the age of 65 they may receive a pension every week
The Pension is to be increased from 14,000 ORRD to 25,000 ORRD a week
Section G: Food Security and Safety
The Outer Rim Food Security and Health Bureau - O.R.F.S.H.B is to be created
O.R.F.S.H.B is to be given the funding to buy up to 1000 MT of Food every 5 Years if food stockpiles are low.
Food bought will be set at fixed prices by the Director to ensure due to the lack of food there is no Food Pricing Crisis
O.R.F.S.H.B shall additionally ensure that all Food grown in the Republic of the Outer Rim is safe to eat and edible
Section H: Rent Controls and National Housing Department
The Outer Rim Housing Authority - O.R.H.A is to be created to monitor housing in the Republic and ensure every Citizen of the Republic of the Outer Rim is to have a home.
O.R.H.A shall be given the authority to construct housing whenever the Director of O.R.H.A believes the planet or habitat is close to running out of homes
O.R.H.A is to be given enough resources or funding to construct two housing districts on any habitat or world.
All housing built by O.R.H.A is to be owned by O.R.H.A and by extension the Republic of the Outer Rim and is to have Rent Prices no higher than 500 ORRD a week.
Part 1, Part 2, Part 3 and Part 4 are to be implemented as of 1/3/2230
Section I: Outer Rim Republican Welfare Administration - O.R.R.W.A
The O.R.R.W.A will be created to administer the various departments created with this bill.
The O.R.R.W.A’s Director will be appointed by the Chancellor
The O.R.R.W.A’s Director will appoint all other Directors of the various departments
The O.R.R.W.A will distribute funding as requested among the various departments
O.R.R.W.A has the power to amend all fixed prices once every year with the approval of the chancellor, If the chancellor refuses to, any senate member will have the opportunity to call for a vote to amend it, a majority of the senate is required. `
Funding and resources are to be granted to build an office for O.R.R.W.A on Mitra and establish other offices for the smaller departments.

The tragedy surroundin Senator Reid Rackheim's death has woken us all up to two things. In the end, we're all human, and humans are flawed beings. For as long as humanity persists the ugly elements of humanity will continue to persist as well. Senator Rackheim was killed with a rifle, much easier attained after the signing of the NFA.
This bill calls for the immediate revocation of the National Firearms Act and an active effort by government to return the status of the Republic to where it was prior to the signing of the Act.
All owners of registered weapons will get a refund of 110% of the original price of purchase if bought up to 10 years ago and a 90% refund if bought over 10 years ago

The Department of the National Guard will be established. The Department of the National Guard will be lead by the Chief of the National Guard. The Chief of the National Guard will be elected by the senate, will serve for 10 years, and will have to be confirmed in by a majority vote in the Senate.
The National Guard can be deployed to combat the following, and will do so under the charge of the Chief of the National Guard:
-Natural disasters
-Rebellion
-Violent Protests
-Intranational Pirating
-Terrorism
-Political Assassination
-Acts Meant to Reduce Government Stability
A section of the national guard will be dubbed as Senatorial police who will protect members of senate and enforce security for the senate chambers
The budget for the Army will be divided with one third of the current assets of the Outer Rim Republic’s Army being handed off to the Chief of the National Guard.
If the Chief of the National Guard is believed to be corrupt, the Senate is able to recall them. Should that be the case, the Senate will elect the Interim Chief of the National Guard until they can appoint a new one.
This position to maintain Check and balances, its loyalty to the senate and the republic should never have a member of a party that controls another position in the government as it would forfeit the Check and balances agenda of the bill

Our sister Republic, the Republic of Beastivs, to the South, is under attack from autocracy and other enemies of democracy. Although direct intervention is not completely necessary Aid and help should be offered to the only other Democratic nation in the outer rim. As such this law calls for the following steps to be taken diplomatically and by other relevant agencies:
1. Diplomatic channels shall be set up with the Republic of Beastivs requesting information on their current military situation and what help would best benefit them. (improve relations with the Republic of Beastivs.)
2. The minister of defense and chief of the army will organize and plan what military assistance can be offered without direct intervention being inevitable that may allow our sister Republic, the Republic of Beastivs, to beat back its enemies. Any aid sent will need the approval of the chancellor. (The minister and other military members may send what aid they deem appropriate, As long as the chancellor agrees.)
3. Diplomatic insults and a cooling of relations is called for the assailants of the Republic of Beastivs. (insult/harm relations with the nations fighting the republic.)
4. The Diplomatic channels of information gathered by our diplomats she'll be shared with the rest of the Senate and relevant agencies.
5. If this war continues to go poorly for the republic an extra Clause shall be retroactively added to this law requiring us to guarantee the independence of at least the Homeworld of the Republic of Beastivs. (if the republic continues to lose the war in the next 5 years the republic shall guarantee their independence.)
