Please explain your issue is in as much detail as possible.
Unemployed specialist pops never demote in stratum - at the end of the month, they become employed, but in the process, make some previously employed specialists unemployed. The net result is specialist unemployment that never leads to stratum demotion.

Steps to reproduce the issue.
To see unemployed specialists playing musical chairs, watch Ascrivium or Favonius in the attached save file. Ascrivium shows unemployed specialists switching jobs with already employed specialists, while Favonius shows unemployed specialists switching strata every month.

None of that seems to be the case. I've got psionic rapid breeders switching in and out of medical worker jobs, strong psionic natural sociologists switching out of medical worker jobs elsewhere, and a psionic very strong deviant necrophage also switching out of medical worker jobs.

Medical Worker are an amenities producing job, so I think we're looking at the same issue as the one in this report:
Interesting to see it doesn't only apply to Repugnant pops though.
