Please explain your issue is in as much detail as possible.
When a new pop grows on a planet it tends to be specialist, even if there are no specialist jobs open.
I was suffering low stability and other effects from having multiple unemployed specialists, when I noticed the timer for how soon they would demote would reset every month.
When I selected any specific pop I figured out what was happening: specialists were taking turns being employed. The pop that was unemployed would shift to a job and kick a diffrent pop into unemployment, functionally resetting the timer.
This is very harsh as workers are the backbone of the economy, and this bug makes it very hard to get them! I found a way to prevent it by moving specialist to a habitat with no specalist jobs but still. very rough.
EDIT: The species is repugnant and they keep swapping with the entertainer job!

Steps to reproduce the issue.

(context on empire played if it's being caused by that: barbaric despoilers, authoriarian, fanatic militarist, dictatorship. They have the repugnant trait, other users claim that this seems to be the cause of this bug. I don't belive I have edited the default policies/rights besides restricting migration in an effort to force them to demote)
1. Start the game.
2. Load the attached save game, sellect the mining world "Cardilia" (any planet seems to suffer this issue but it's most visible there)
3) Look at the timer to demotion for a month or two
4) (optional) select an unemployed pop and see that the selected pop will jump to a job on the 1st of a month, making the previously empolyed pop unemployed

Interesting! Did you notice if this was happening with specific jobs?

This could be a consequence of one of the new job weight scripts missing a 'higher weight if I already have this job' factor.
AHA! very good question I didn't think about! Thank you!

Makes sence a bug popped up here, they said that they were making it so pops would shift around more to allow species better at their job to replace them, it seems they might be so eager to leave the entertainer job that this happens!

Just saw this, I've got the same issue, though it seems like when a pop grows, it spawns unemployed, which can then lead to this bug mentioned here. I've made a couple posts today in regards to these bugs. It makes early game tough since the pops are endlessly moving around different planets.

Good point, there are 5 specialist jobs that don't have this modifier:
roboticist
necromancer
death_chronicler
necro_apprentice
reassigner

Edit: Forgot to check event jobs, there are 4 others:
underground_trade_worker
dimensional_portal_researcher
space_time_anomaly_researcher
gas_plant_engineer
