Please explain your issue is in as much detail as possible.
When the midgame crisis Marauder crisis triggers, the Marauders get a large amount of ships to atttack other empries with. These ships behave normally.

However the Marauders are set to receive reinforcements at regular intervals when they lose ships.

The AI however stacks up all of these reinforcements into one massive fleet that it never uses but parks inside its home system the entire time. As a result the Marauder crisis eventually stops expanding because it runs out of ships to use. As you can see in the picture, this fleet reaches an enormous size over time.

From what I have noticed this is related to the initial fleets a marauder empire gets when a new galaxy is initialized and that are set to guard their home system. If these fleets are deleted, the reinforcements start behaving normally again.

Steps to reproduce the issue.
Run a game and either wait for the marauder crisis to start or jump start it via console commands. I tried both methods 3 times each (in seperate games) and it happened every single time.

This is likely an unintended side effect of the new fleet merging logic of the AI. I wonder if it also affects endgame Crisis fleets?

It is actually really good side-effect, in the sense that now we can all really see the problems with how AI manages its fleets. Before that all of these issues were masked by sheer quantity of trivial 1-ship fleets - essentially making it impossible to determine what is going wrong. Hence it was impossible to fix before last patch.
 
Normally this fleets can't be merged (custom fleet restriction). Before 3.4 the Khan also tried to merge his fleets but got blocked which causes also a fleet freeze bug (but rare). It seems the AI can now bypass this restrictions (so this bug is fixed in the wrong way).
