OK, here's a rough scetch of the changes to the Norwegian amt/fylke system since 1671 (in Norwegian):

(flytt) means that something has been moved
(del) means that something has been splin
(samm) means that something has been merged


1671: Norway is split into four stiftsamts, and 8 amts. The stiftsamts had sort of a "superior" position to the amts below them.

Akershus stiftsamt (Ak+Os+Op+He+Bu)
Fredrikstad med Smaalenenes amt (Øf)
Tønsberg med Brunla amt (Vf)

Agdesiden stiftsamt (Aa+Va)
Bratsberg (Te)

My point is, it's a jungle. Only one 1671 name still applies (Akershus), and only Vardøhus (Finnmark) still looks the same.

The Image are showing Finlands herrad that you could merge white help of a text on internet. But you will also need the name on the province, My map does not have the names!
My original map of Finland has all the names.

I could help you with the Scandinavian heart but in what timeframe is it set and are countries going to represented by? Län/fylke? Personally I think that "landskap" are better to use as for nations.

For example, you say that "I'm from Småland" not "I'm from Kronobergs län".

For Sweden and Finland probably, but it's not that easy for Norway, Denmark and Iceland. Using landskap in Norway would produce a wild amount of single province nations, which would be eaten by the Swedish landskaps instantly.

Well Norway doesn't have to use the same system, I'm just saying that it would work better for Sweden. What about this site?
