OK, here's a rough scetch of the changes to the Norwegian amt/fylke system since 1671 (in Norwegian):

(flytt) means that something has been moved
(del) means that something has been splin
(samm) means that something has been merged


1671: Norway is split into four stiftsamts, and 8 amts. The stiftsamts had sort of a "superior" position to the amts below them.

My point is, it's a jungle. Only one 1671 name still applies (Akershus), and only Vardøhus (Finnmark) still looks the same.

The are no pictures on how provinces like Fogderi looked like!
So they are writen down on internet in one to five kommun or herrad.

The Image are showing Finlands herrad that you could merge white help of a text on internet. But you will also need the name on the province, My map does not have the names!

Are only a Swede so I don't know if it is big changes or small, but it look like a real jungle!

Some of the changes are big (like the area of modern day Troms changing hands), others are minor.

I could help you with the Scandinavian heart but in what timeframe is it set and are countries going to represented by? Län/fylke? Personally I think that "landskap" are better to use as for nations.

For Sweden and Finland probably, but it's not that easy for Norway, Denmark and Iceland. Using landskap in Norway would produce a wild amount of single province nations, which would be eaten by the Swedish landskaps instantly.

The older Landskap are many in Sweden also, but not so many as Norways! if you read the shading on the map over Sweden Sleepyhead!

I personally are strongly in favor of län instead of landskap. Lanskapen only haven't any practical importance.
