I hope with HOI4 you will allow more modding without affecting the checksum, for example a single file with all the countries colours. That way it can be changed and you won't have to edit a separate file for all countries. Obviously anything that affects gameplay should affect the checksum, but all graphical and naming items should be exempt. It will allow for more mods that won't affect iron man/multiplayer.

The entire reason for a checksum is so you can see if programs have changed at all. Perhaps there could be separate checksums generated for the 'core' game and the game as a whole - or is this even possible?

Localization and graphics aren't checked so possible, the problem is that colors of countries are defined along with many other informations in the same file and not part of graphics, so they can't be changed w/o changing the checksum.
