I've already thought about something like a balancing mechanism
but never noticed it before.
Anyway, is it possible to deactivate this in one of the TXT files,
or is it coded in the game engine?
It's probably hardcoded, but you can ask in one of the sticky threads where I see a lot of the DH creators hang out. Frankly, I'd be afraid to disable it even if possible. The AI fleets would probably never leave port.

How is this mod playing for you so far? I've always intrigued by it, but I don't think he ever finished it.

Can you post the fixed file here? I'd love to try out this mod.
In the meantime, I highly recommend this forgotten 1897/1914 mod; "Bandaid 1914 Mod" based on classic WW1 mod for Hoi2.
Works well and has lot's of cool events.
