How do you get Nations Id's in stellaris?

Open the console and type debugtooltip, then hit enter.
This shows all kinds of data also the ID for empires if you hover over their emblem / flag in the communications screen or in the galaxy view over their territory.
 
Use the debugtooltip console command and hover over their flag in the galaxy map.
