If a character has committed a crime against you (not just a generic crime, such as being an adulterer) and they are not in your court, you should have access to a "Request Extradition" interaction with their liege, which, if accepted, will result in their liege attempting to imprison them and then transferring them to your prison.

The receiving character would be given three options to respond:
  1. Attempt to imprison them and turn them over (opinion bonus with requester, usual chance of failure)
  2. Claim you will, but then warn them and allow them to escape (opinion bonus with criminal, intrigue check to see if you get opinion bonus with requester or a malus)
  3. Don't imprison them, but kick them out of your court (smaller opinion bonus with criminal, smaller opinion malus with requester)
  4. Refuse (larger opinion bonus with criminal, opinion malus with requester)

As it currently stands, if someone in a foreign court murdered a member of your family (for example), the only options available to you are a) murder them back or b) attempt to abduct them (if you have that unlocked). Both of these are a bit out of character for Just characters, and having this kind of interaction would fix that.
