A Question of Power

Hello all, as many of you know I am Keldoniaskylar, as many of you know from Frymonmon’s excellent World in Revolution game series, and from my own entries in that series 1836 and Alt 1901. A Question of Power draws upon the concepts that form the core of the World in Revolution series, as a nation game. However, in one crucial and central aspect of the game, A Question of Power will diverge from the World in Revolution series, and that is how control of countries is determined. In A Question of Power, at least initially all of the Great Powers will have two players, a senior and junior partner. The ideologies and factions that these players represent will depend on the nation, however a breakdown of the great powers and their factions will be provided below. At this time, other nations will use the traditional single player system.
A Question of Power will begin in 1899, with the outbreak of the Boxer Rebellion. A period of time when all the Great Powers acted in concert to defeat an upstart Imperial China. Will this period of cooperation continue, or will there be strife between the powers. And for that matter, with the powers?

How does this work?
The number orders a player receives depends upon if a player is playing a great power or not, and if they are the senior or junior player. Additionally, if both the senior and junior partner send the same order, that order will receive a bonus, its roll will be centered on 7 as opposed to the usual 5. However, if they send conflicting orders, those orders will receive a malus, is roll will be centered on 3 as opposed to the usual 5, making cooperation potentially important. That said this could also potentially be used to discredit the other faction…

Order types:
Normal: These can be anything that affects one’s nation, and includes building political support for your faction. You can issue the same order multiple times for a culmative +2 to your roll for each additional order spent on the task, however this expenditure of orders can only occur on the same turn.
War: Any orders that involve the deployment and use of the nation’s military – only useable while at war.

3 normal orders
3 war orders - unless the junior faction is the military faction, in which case 0 orders

Junior Partner:
2 normal orders
0 war orders - unless Military Faction in which case, 3 war orders

Other Nations:
2 normal orders
2 war orders

Treaties:
You must include a link to the treaty in your orders, or else it will be ignored.

How is the Senior/Junior partner determined?
The Senior and Junior partners will be determined by various factors, in democracies they will be determined by elections. In autocracies and anocracies (which are neither fully democratic nor fully autocratic), it will be determined by the relative power of the factions. However, from a game play stand point it will be determined by the success of orders and IC. Thus, convincingly discussing your stance will increase your power, as can convincingly discrediting your opponent.
